M. and Marys attended by Mayor Dutton, who presided, and councilmen Walsh, Young, Slotin, Lovell, Hosti and Town Attorney &lexsnder also * "esters J. A. McCrary, 0. R. Vinson, Sylvan Byck_, a Mr. Herb, J. G. Atte- wa.y, "r. carter of Chic r ;o Pulp Compan -, S. R. Kent and W. H. Toms. The meeting was celled for the purpose of: 1. To have the representatives of the severa1'compenies at interest constructing the sewerage system present to discus$ ways and means and `f1 responsibility for some of the defects showing up in the system. To authorize the Mayor to recuest P. change order from the F. W. on pro,i ect No. Ga . 9- 244(NF) . 3. latter of C. S. Schaupp protesting charges m?e for stubbing fee. The Mayor stated that the meeting w?s cF =11ed so es to have the representatives of the several companies interested in the sewer system present so that the whole matter of the inefficient oper- ation of the system could be discussed and ways devised in en ef- fort to correct e-rne. He stated that he wanted a frank orderly meeting-; asthere was lots of arstions to be asked , the whole idea being that the system must be completed, for St the present time the contractor has passed the time allowance for the system completion, about half of the buildings are connected to the sewerage system and it is already giving considerable trouble. Mr. Vinson stated tha:t the J. `3. McCrary Company planned the system - the Chicago Pump Company furnished the pumping eauip- ment but thr t the W. P. "A. Engineers 4=:t the time the equipment was purchased decided what was needed. Mayor. Dutton asked if the McC. Co. drew the spefic Lions for the pumps -- f• ":r. Vinson stated that they did -- The Mayor then rsked if the W. P. A. knew of eny change of pumps - -Mr. Vinson stated that they did -- Mr. Vinson wa s then asked if the rumps were properly installed -- to which he stated that Mr. Lorenz of Chic ^go Pump_ Company per- sonally supervised the installation of the pumps. Mr. Vinson asked Mr. Lorenz where the grease cups and gaskets were for the pumps and Mr. Lorenz stated that none were needed the equip- ment was installed without gaskets -- thereafter 'hen thtr oper - ation of the system was started some of the stations flooded causing a1 1 of the equipment to be under water. Mr. Vinson wrote the Chicago Pump Company of this condition and requested that they advise him what to do, they Edvised him to have the motors taken out and baked. The Mayor st ^ted that as the Town's engineer he permitted equipment to he installed that was not un to spefications Councilman Lovell wanted to know who advised the property oT,mners that they could hoc* up to the system -- Mr. Vinson stated that the Town did - -The Mayor asked why Mr. Vinson permitted the system to be used when it - was not ready and asked if the McC. Co have pets-- 72 matted other places to use their systems before their are ready- - Councilmen Slotin s_ ta.ted that Ple- J. G. Attaway had written a letter to the Town permitting the taking over of the system in- asmuch as the operation of the certain st &tions were concerned- - The P•ayor.steted that Mr. Vinson knew which nations these were. Mr. Carter of the Chicago Pump Company strIrd that he has work- ed en some of the pumps for 2 or 3 hours on his first visit and that the flaps were breaking then - -On his second visit to Tybee he brought another supply of flaps and they have been breaking constantly. Councilman Slotin wanted to know what is nceesery . to make the system work and also whoes fault it is -- If it requir- ed putting the pumping stations above ground- it should be done but that each of the parties of interest should assume their own responsibilities. Councilman Young stated that he was informed that the type of pump used is not the ones used by Municipalities - - Mr. Carter sta- ted that he was misinformed- -,they are the proper form. Mr. Toms stated that the situation as it is now is that when anyone of the stations cut out then all the stations behind it have to be cut off. Mr. Vinson suggested that motors be put do pumps to ascer- tain which are properly working. Councilman Slotin stated that the Byck Electric Company had rendered a bill for services in connection with the pumping station for eppromimately .'1600 and. that he knew nothing about it and wanted to know who was going to pay it -- Councilman Young stated that he hed from time to time authorized having work done on the motors and other jobs so that the system would continue to operate. Mr. Byck stated that his invoices are all itemized as to the costs and ect- he originally installed the equipment and if the-stations had not flooded the motors would hot have burned out. Mr. Toms asked Mr. Byck if the cost for the installation of the new switches and controls were included in the 11600.bill -- Mr. Byck stated they had not but had been billed to the J. G. Attaway Company. Mr. Vinson st ed that all controls replaced have.been flooded out- - Mr. Byck stated that one stat.on hes never flooded out and that is the one at the convict) Camp, the motors have never been wet. Councilman Lovell stated that if the Chicago Pump Company auth- orized Mr. Vinson to have the motors baked out then they should pay the bill. Councilman Slotin wanted to know how anyone can ex- pect the Town to pay it but steting, that Byck should get his money. Mr. Byck stated that he did the work for the Town now he was ex- pecting the Town to pay it. Mrs Herb stated that he had tele- phone sails from Mr. Vinson and Kent to do work at the severe]. stations that he had asked Vinson for a purch€.:se order and was told to get it from the Town. Councilmen Slotin asked Vinson who was responsibile -- Vinson said that the Town and Chicago Pump Co- mpany -- Councilman Biotin asked why was the town responsible -- Councilman Walsh asked why did Vinson permit`s the equipment to be installed knowing that it eyes not the proper kind, he, stet ed there was no excuee for putting in equipment that was the wrong kind. Councilman Slotin stated that he had been informed that consider- able sand is being teken.from the stubbing lines -- Mr. Attaway ttat.ed that preassure is causing the ;.packing to be forced out, gravity linesare not supposed to be under preassure. Mr. Toms said that he was going to insist that where lines are packed with "GK" packing that this must be token out and replaced with con - crete, this also to reply to the "Y"re if there -re any plugs in lines that hve "('K" Decking they must be replaced with con- crete plugs. Mr. Vinson stet ed that a. gmoup went to the Savannah Armature Works to ascertain what caused the motors to burn out, Mr. Byck stated that the cause was due to the votors being under water.-- Mr. Byck wanted to know whet roust be on frith reference to future cells for service -- Councilmrn Slotin asked Vinson what should be done and Vinson stated thr t he didn't think any more motors will burn out. nr. lyck was asked whet in his opinion would correct the flooding out of the stttions - - and he stated that forced draft ventilation should correct it - he would rec-mmer.ci that it be installed in all stations, Counci men Lovell st t ed that the cost for this '.:ork would be about $1000.00. Mr. Vinson sug- pested thht Ps ,r..n plternrte to put in automatic valves so that when the pure =s cut off that stations would not flood. Mr. Byck stated that 35 pan -eere fuses as celled for in the specifications of the Chicsp°o P. Co. will not work. Yr. Toms stated that F. W. A. is interested and had. gone over the project r gout 10 days ago and found conditions that must be corrected, there will be no final inspection until the Chicago P. Co. meets the specifications, when this is done then the F. W. A. will make final inspection and recommendations. Mr. Toms suggested that one of the men of Council be appointed with authority to auth- orize any work thzt is necessary in connection with the operation of the system. CounCilmen Y ^'.sh moved. that Councilmen Young-be authorized and empowered to h<ve work one in connection with the operation of the sewerage system. Councilman Lovell seconded:" and the motion passed. ' Town Attorney Alexander asked rr. Byck if the burning out of the motors was causea by their being submerged in water -- ?Mr. Byck stated that it had. Mr. Alexander stated thr.t if flooding of the motors cause them to burn out then the Town is not responsible but if condensption in the pumping stations is the cause then the Town is. 74 The Mayor tequested Mr. Carter to notify the Town when he has finished with his•work, Mr. Carter stetted that as he was leav- ing shortly that Mr. Kent could put the flaps in when they arrived and that he was authorizing Mr. Kent to-do-this work. All of the nonrmembers of Council were then excused from the meeting. Councilman Slotin stated that-the pumping stations should be above ground. Councilman Young stated that he was not convinced that the system is adeouate to handle the load. Councilman Slotin informed Council that he had a communication from Mr. C. L. Schaupp relative to the stubbing fee chapged - against his property. - Mr. Schaupp protesting _against the charge. Counccil- man Slotin was informed that this matter had been passed on at a previous meeting of Louncil. Town Attorney Alexander will send a copy of his opinion to Councilman Slotin. Councilman Slotin stated that he had given Mr. Attaway a list of some of the locations to be corrected by the Attaway Company and there are'also some locations which ate the Townrs responsibility- - mr. Attaway will go over this list then he will get together, with representatives of the Town. Councilman Slotin moved that the following resolution be adopted Councilman Walsh seconded and the motion passed. RESOLUTION WHEREAS, the J. G. Attaway Construction Company was awarded a contract to complete the sanitary sewerage system in the Town of Savannah Beach, Tybee Island, Georgia; AND WHEREAS, certain of the original switches and controls have failed and it is necessary to change certain switches and starters, the location of said switches and starters being hereto attached; • AND WHEREAS there will be additional cost in said contract for changing said switches and starters,- a breakdown of-said costs be- ing hereto attached and made a part hereof; NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assem- bled, th=at the Mayor be, and he is hereby, authorized to request a change order from the Federal Works Agency on Project No. Ga. 9- 244(NF) for said for said changes and the cost toyrovide said changes to the J. G. Attaway Construction Company to complete the addition= al contract. BE IT FURTHER RESOLVED THAT the list of said changes and the cost break down for making said changes be attached to this resol- ution. There being no further business Council adjourns subject to the call of the Mayor.
