Mayor Christy presided.

1Councilmen present: Borgmeyer, Gordon, Hager, Ortmeyer, Riner,
Scrivner, Seaman, Strong and Woodman.
Councilmen absent: Nacy, absent with leave.
A quorum was declared present.
The minutes of the meeting of December 5th were approved as
received.
Opening The following bids were received for one ' ton pickup for the
of Jefferson City Central Maintenance Garage:

Councilman Borgmeyer moved that Gulf Oil be awarded the bid on
premium and Loethen Oil Company the bid on regular and #2 diesel.

Councilman Hager moved that the bid be awarded to 41 Scheppers

Hearing A public hearing was held on the rezoning of part of Lot 12 and all
West of Lot 13 of West Douglas Place from "A-1" Single Family to "B"
Douglas Two Family District. There was no opposition.

A public hearing was held on the rezoning of approximately 7 acres
in Landwehr Hills Subdivision from "A-1" Single Family to "B" Two
Family.
John Kinstler, John C. Otto and Roger Heidt appeared in opposition
to the rezoning, for the following reasons: Public
(a) Were told when they purchased property that it was a Hearing
single family area. Rezoning.
(b) Would increase traffic and be a hazard to children in the
area.
N dDo not want access road in the Landwehr Hills area.
Would cause more overcrowding in East School.
They presented a petition signed by over sixty persons objecting to
the rezoning. Louis Vetter appeared on behalf of Mr. Landwehr.
His Company did the surveying and he has a direct interest in the
property. The property to be rezoned is out of the Landwehr Hills
Subdivision and Mr. Landwehr is the major property owner surroundfng�►
the area to be rezoned. Roughly 12 to 15 buildings are to be built
on the property.
Frank Landwehr then appeared. He said there had been a
misunderstanding.
(a) Did not assure purchasers that it would be single family
over the entire property.
�b Has an overall master plan for roads .
c� Petitions do not qualify unless persons live within
185 feet,

A claim for damages caused by a sewer from Ted Marriott, 221 Binder and
Drive, was referred to the Accounts and Claims Committee. Claims .
Councilman Si!aman, Chairman of the Police Department Committee, Police
presented the following report: Department
Committee
The Police Department has been awarded $24,000.00 in Federal RReport.
Funding through the Missouri Division of Highway Safety, for a
program to reduce death and injuries on public streets . This is to
pay Police Officers for overtime traffic duties . One more vehicle
will be needed to implement the program. The Committee recommends
that one of the vehicles to be traded be purchased at a cost of
$2,100;00: . The program will be in effect for six months .

Councilman Seaman moved that the report be approved.
Councilman Borgmeyer stated that he opposed the purchase of an
additional vehicle.
Councilman Riner asked if the funds would be available without
purchasing the vehicle. He was advised that they would be.
Councilman Borgmeyer moved that the vehicle be sold as soon as the
six-month period has expired. Motion passed.
The report, as amended, was approved.
Mayor Christy advised the Council that Judge Hiesberger and the County
Cole County Court had voted to allow the City of Jefferson, Court.
$40,000 for street improvements, with the stipulation that it would
be used in the Schumate Chapel area.
Councilman Scrivner, Chairman of the Street Committee, presented Street

A petition requesting the closing of the 200 block of Sullivan Report.
Street (now an unusable alleyway behind the property owners on the
West Side of Dawson Street and the east side of Olive Street)
signed by abutting property owners was referred to the Street
Committee for action. The Committee recommends that the alley be
vacated.

Councilman Scrivner moved that the report be approved. Motion

The following report of the Planning and Zoning Commission was
presented to the Council:
The regular meeting of the Jefferson City Planning and Zoning
Commission was held Thursday, December 14, 1972, in the Chamber of
Commerce Board Room. The following zoning requests were presented
for the Commission considerations and the following recommendations
to the City Council are presented as follows:

(2) Request from Michael Riley in behalf of his clients the
Missouri Power & Light Company to rezone land located north
of the Missouri River and between Old Hwy. 54 and the new
Missouri River Bridge from residential to heavy industrial.

The reasoning behind this recommendation was to protect the

be reviewed by the Commission regarding the new zoning map j

(4) Holiday Hills Estates , Sectional Subdivision, was presented i!
for plat revision.
The Commission recommended the plat be amended as submitted and
further recommended the owner by authorized to convey the three

Councilman Seaman moved that Bill No. 71 be placed on the Informal

truck to install the equipment and they are not planning to use it

Councilman Seaman moved that Bill No. 74 be referred to the Fire

Councilman Seaman introduced the following Resolution: esolution

WHEREAS, Jefferson City is a fast growing community and its one.

WHEREAS, the safety and well being of its citizenry is of
primary concern to this Council, and
WHEREAS, the Dire Zone of this City has not been changed for
many years and needs to be updated and extended to cover some
additional areas and withdrawn in other areas to conform its
intended purposes with the changing building mores ;
NOW THEREFORE BE IT RESOLVED that the Fire Zone be redrawn by
the Fire Inspector and that the Fire Board be instructed to cause
the Fire Inspector to update said fire Zone every five years at the
longest and anytime lees than the fire year period it is deemed
necessary by proper officials or citizenry.

Councilman Seaman moved that Bill No. 55 be called from the Informal

Amending Bill Burton, 1734 Overlook Drive, presented petitions from property

Idlewood WHEREAS, the United States Environmental Protection Agency has
Interceptor offered the City of Jefferson a 75% grant of the eligible cost on
& Pumping the Idlewood Interceptor and Pumping Station, and
Station. WHEREAS, said grant offer is contingent upon the adoption of
a Resolution relating to industrial waste,
NOW THEREFORE, be it resolved that the City of Jefferson will
enact a cost recovery system satisfactory to the Environmental
Protection Agency if significant industrial wastes should be
treated in the future.

Secondary WHEREAS, the Federal Government has made 75% grants available
Sewage for sewage treatment facilities ; and
Treatment WHEREAS, the City of Jefferson desires to construct secondary
Facility. sewage treatment facilities ;
NOW THEREFORE, be it resolved that the City of Jefferson
hereby establishes the following schedule for the planning and
construction of said facilities:
1) Completion and submission for approval of a
preliminary report by February 1, 1973.
2) Completion and submission of final plans and
specifications by Januarys 1974.
3) Advertising for bids and awarding of a construction
contract during the Spring of 1974 (pending necessary
State and Federal approval of plans and specifications
and availability of matching Federal and State funds) .
4) Completion of construction during the Summer of 1975.

Dear Mayor Christy,
Since this is the last regular Council Meeting of 1972, I feel
that I should at this time submit my resignation as Councilman of
Jefferson City Missouri, and the Fifth Ward. Effective as of
December 31, 1472.

It is with some regret that I must take this action but under
State Statutes , and since I have been elected State Representative
I cannot serve in two elected positions, and of course this is the
way it should be.
I can honestly say that I have enjoyed my nearly four (4)
years serving with you and the other members of the City Council.
As you have so aptly put it on different occasions "We may not
always agree", but I feel that. I have you and ten (10) friends in
City Hall that I can call on when I get in trouble at the Capitol.
And be assured that you have a friend in the Missouri General
Assembly when one is needed. Resignation
A very Merry Christmas to you, members of the City Council,, James
City Officials and employees, and the best, for Jefferson City in Strong.

Councilman Strong referred the request of the removal of a gas Utilities
regulator in the 2300 block of Tanner Bridge Road to the Public Committee,
Utilities Committee. . I
Parking
Councilman Strong referred^the-request of Mrs, E. Lawson, 717 Locu and
Street, that a 22' - 24' strip behind the driveway at 717 Locust Traffic
Street -be painted yellow, to the Parking and Traffic Commission, Commission.
Councilman Strong referred the request of H. J., McCrabb that a
sign be placed in the alley between Monroe and Madison Streets, Police
dust south of Dunklin Street, to prohibit parking by large trucks Department
ocking the alley to traffic, to the Police Department.

Councilman Strong reminded Mayor Christy that he would now need a Official

Councilman Scrivner cited the need for a snow tire ordinance and

Councilman Riner stated that in honor and recognicition of

Councilman Strong then moved that the Council adjourn, under
