( Councilmen present: Borgmeyery Hager, Nacy, Riner, Scrivnery Seaman, Strong, Wells , Wildhaber and Woodman. Councilmen absent: None A quorum was declared present. The minutes of the meeting of January 3rd were approved as received - - - - - - - - - - Public ' A public hearing was held-for the rezoning of Lot 13 of West Hearing Douglas Place from "A-1" to "D" Multiple Dwelling. Rezoning ' There was no opposition. Public 1A public hearing was held for the rezoning of the entire half block) Hearing I!along the north side of the 200 block of East Atchison Street, Rezoning between Broadway and Washington Streets , to the depth of the alley Inorth of Atchison Street, from "C" Multiple Dwelling to "D" Multiple Dwelling. There was no opposition. Public ' A public hearing was held for the rezoning of 18. 7 acres of land Hearing located in the NWk, NWk* Sec 21, T44, R11. Tract 1 containing Rezoning 13. 7 acres to be rezoned from "A-1" to :,C ; Tract 2 containing i3.9 acres to be rezoned from "A-11' to "D"; Tract 3 containing 1. 1 acres to be rezoned from "A-111 to "E". Joe Weaver, President of the East Side Betterment Association, appeared on behalf of the Organization and asked for a deferment of part of the request. They had no objection to the rezoning of Tracts I and 2, but would like more information as to what was going to be put in on Tract No. 3. .Dick Groner, 1301 East High Street, appeared on behalf of the rezoning and stated that he had agreed to hold Tract 3 in abeyance (but would like for the others to be granted at this time. Council A request was received from the Council of Clubs for the first half of of the allotment in the amount of $350.00 for the Nursing Program. Clubs . Councilman Riner moved that the request be granted. Motion passed. - - - - - - - - - - - - Parking A request was received from Charles 11. Fechtel for two-hour parking Traffic in the area of 424 West Main Street . The request was referred to Comm. the Parking and Traffic Commission. - - - - - - - - - - - - A request was received from the Housing Authority to condemn the Housing following parcels of property: Authority Missouri Pacific Roundhouse, 523 rear West High Street, 302 Walnut Street , 315 East McCarty Street, 317 East McCarty Street, 322 Adams Street , 412-414 East McCarty Street , 417 East Miller Street, and 418 East High Street. Councilman Riner questioned Mr. Stringer of the Housing Authority as to their procedure prior . to condemnation. Mr. Stringer stated that the property is appraised and the full price is offered the first time, which is all that they can do under the Federal Law. Councilman Wells moved that the Council concur in the condemnation. The motion passed. Fire Councilman Riner, Chairman of the Fire Department Committee, Dept. P,resented the following report: Committee The Fire Department Committee met and approved final payment to Report Drew & Jablonsky, Architects for Fire Station No. 2, in the amount of $583. 95, and approved the employment of Malcolm L. Griffin, Jr. , 903 Jackson Street, as a probationary fireman, effective January 16, 1972." Councilman Riner moved that the report be approved. The motion passed. Councilman Nacy Vi Chairman of the Public Utilities Committee, presented the following report: Public Utilities The Public Utilities Committee of the City Council recommends the Committee following: Report 1. Install 6800 lumen mercury vapor light in alley., first post off the 300 block ofGordon Street; this is at the rear of 1300 block East High Street. Respectfully submitted, Isl Richard R. Motion passed. - - Councilman Riner, Chairman of the Ways and Means Committee, lWays and presented the following report: Means (Committee "The Ways and Means Committee met and decided not to use the Voting'( Report. Devices in the April Election, but recommends that a Committee be f appointed to meet with the County Court and purchase devices for the August Election" . t Councilman Riner moved that the report be approved. The motion passed. Mayor Christy appointed the Ways and Means Committee to meet with the County Court in regard to the purchasing of voting devices . - - The following report ofthe Planning and Zoning Commission was (Planning presented to the Cou:tcil: and �� January 14, 1972 !;Zoning The regular monthly meeting of the Jefferson City Planning and Commission Zoning Commission was held at 7:30 p.m. , Thursday, January 13, 1972 Report. in the Board Room of the Chamber of Commerce. The following items were discussed and recommendations are as follows: 1. Request of Dex, Inc. , (Dexter Davis) 2828 Frederick Ave. , St. Joseph, Missouri, to rezone land located in Inlot 456-on ,the N.E.Corner of W. McCarty and Broadway Streets from "D" Multiple Dwelling to "H" Business . Recommend that the normal proceedure for rezoning in Urban Renewal areas be followed in this case. Applicant should be notified by City authorities to just present his application for rezoning to the Commission of the Housing Authority and they in turn should advise the Planning and Zoning Commission of their recommendations. 2. Scott Cantine of Harland Bartholomew and Associates met with the Commission and discussed some changes that should be made in the proposed Zoning Map and ordinance. He also gave an explanation of how the two mile belt zoning plan should be worked out to benefit all concerned. I� The following report ;f-the-Parking-Authority was presented to the Council: !Parking Authority Parking Authority meeting was held January 14, 1972, 7:45 A.M. , (Report with all members present. Also present was Jim Hartley, Jim I� Hamacher and Margaret Taylor. 1) Motion made by Mr. Czarlinsky and seconded by Mr. Hahn that the Authority recommend that the Downtown Merchants Associa- tion be contacted regarding parking time limits prior to ordering any additional new meters. 2) On motion by Mr. Schulte, seconded by Mr. Czarlinsky, that a communications system for the Parking Authority be purchased at a cost of $2400. 3) On a motion by Mr. Hahn and seconded by Mr. Strong, the Authority recommended the Director of Public Works advertise for bids for the repair of the first and second floors at the Parking Garage. Alternate bids are to be requested for the �! repair of the concrete floor as compared to a complete asphaltic overlay. 4) The Chairman appointed a three (3) man committee consisting of John Hahn, Chairman, Jim Hartley and Mike Riley to study the problem of providing parking spaces for City employees and City owned vehicles . City 'Councilman Scrivner requested that the City Attorney check to see Attorney if there is an existing Ordinance requiring motorists to have snow tires or chains on cars during inclement weather, if not, to draw :up ordinance similar to the -one in effect in Kansas City. Building and The renovation of the Mayor's Office was referred to the Building Grounds and Grounds Committee. Councilman Borgmeyer referred the request for a Loading Zone at 722 Jefferson Street to the Parking and Traffic Commission. Parking and Councilman Nacy referred the request for a stop on Rosewood before Traffic entering Carol to the Parking and Traffic Commission.
