Councilman Borgmeyer moved that the bid of Cuba Volunteer Fire
Department be accgted. The-motion passed_ - - -
Randolph Halsey, 904 Lafayette Street, Advisor, Cole County Juvenile
Juvenile Court, and Donald Cline, Cole County Juvenile Officer, Court -
appeared before the Council to explain a new program for juveniles. �Attention
The program is to be funded by the Mid-Mo., Law Enforcement Council, Center.
with an Attention Center to be located away from the Court House.
They requested endorsement of the Council, by Resolution, to
jointly cooperate with the County for this facility.
Councilman Strong moved that the Council, by Resolution, endorse
the program. The motion passed.

Michael Riley, 1105 Moreau Drive, requested that the Council adopt esolution

Supplement.
RESOLUTION AUTHORIZING RENT SUPPLEMENT
WHEREAS, in order to make decent housing available to low-
income families and individuals , the Housing and Urban Development
Act of 1965, as amended, authorizes federal rent supplement payment
on behalf of qualified tenants in certain private housing projects,
and
WHEREAS, such rent supplement amounts to the difference
between 25% of the tenants income and the fair market rental, and
WHEREAS; to receive rent supplement payments , the housing
owners must b:� non-profit, cooperative or limited dividend
corporations, and
WHEREAS, it is the desire of this Council that all citizens of
Jefferson City live in decent housing that is in compliance with
the housing code and other applicable codes and ordinances of this
City, and
WHEREAS, this Council has determined that the need for rent
supplement payments as described above exists in Jefferson City.

Street Councilman Scrivner, Chairman of the Street Committee, presented
Committee the following report:
Report.
!'Meeting called to order at 7: 15 P.M. , by Chairman Scrivner.
'Committee members present were Councilmen Scrivner, Seaman, Riner,
'Wells and Strong; others present were Ed Pope, Ed Rackers and Larryl
Item 1. Purchase of a new backhoe. Ed Rackers submitted P 3 bids
for a new backhoe; prices and specifications were revie for a
John Deere, Massey-Ferguson and Case. A used Case is to be traded
. in leaving a 1966 model Massey-Harris as the present equipment.
iMotion by Mr. Riner, seconded by Mr. Strong, that we purchase the
John Deere at a price difference of $8,778.00. Motion passed.
Item 2. Request to vacate an east-west alley between Howard and
, Conrad Streets . It was suggested that Mr. Rackers checkout the
alley in question and report to us at the next Street Committee
meeting.
Item 3. Guard Rail needed at the south end of Gordon Street. It
,1)was recommended that the State Highway Department be asked to
,install a barricade at the end of Gordon Street on the south side
!of East McCarty Street.

11Councilman Scrivner, Chairman of the Police Department Committee,
;presented the following report:

The Police Department Committee met in regard to a communication
received from Claude Short, Chief of Police, requesting that three Police
additional officers be added to the Police Department. The Departmen
Committee approved the request but referred final action to the (Committee
Finance Committee. Report.
Councilman Scrivner moved that the report be approved. The motion
passed.

Councilman Wildhaber, Chairman of the Annexation Committee, Annexation
presented the following report: Committee
Report.
The Annexation Committee met at 12 noon on January 24, 1972, at
the Missouri Baptist Bu ilding. Present were Committee members
Councilman Wildhaber, Chairman, Councilmen Strong and Wells and
Robert Hawkins , Attorney.
Chairman Wildhaber presented the Mid-Missouri Regional Plannfng
report which indicated that much of the land north of the MKT !�
tracks should be oriented to Holts Summit for future development.
He indicated that the planning group no doubt was unaware that
Jefferson City had filed for an annexation in some of the area
under question and suggested that possibly we should pursue our !
former intent to annex some land adjacent to our present north I
boundary.
Following discussion -
Wells offered to contact Glenn Scott as resident of the
area under question to see about getting a petition
circulated in the area.
Wildhaber offered to check out with Public Works the
specific area to be included.
Hawkins is ready to draw a petition if requested.
The meeting adjourned at 1:00 p.m.

Councilman Hager, Chairman ofthe-Mayor's Swimming Pool Committee, !Mayor's
presented the following report: iSwimming
Pool
A meeting of the Mayor's Swimming Pool Committee and the Park Board,, Committee
was held on Thursday, February 20th, at 8:00 P.M. Members present iI Report
were Councilmen Wildhaber, Strong and Hager. Park Board members I
present were Howard Scott, Louis Burkel, Bill Wisch, Mrs . Allen
Becker, Thelbert Newton, Dr. Don Shull and Dr. H. V. Guhleman.
Chairman Hager opened the meeting with a review of Council
action at its December 6th meeting; he advised the Park Board that
their request for roads to the pool and paved parking lots would
be honored by the Council. Chairman Hager also stated that a
Resolution was passed that the Council recommend further study be
given to the possibility of a covered pool.
Mr. Burkel advised the group that the Park Board had not
changed its course and as far as the covered pool was concerned,
they were not considering it. He pleaded lack of finances and
cited the enormous amount of money it would take to keep a pool
open the year around.
Mr. James Strong read letters from five or six organizations
who would prefer a covered pool and after considerable discussion
between the Park Board and the Council members , Councilman
Wildhaber asked Mr. Burkel, President of the Park Board, what
procedure he would like the Council to take.
Mr. Scott said he had sent a Resolution to Mr. Hager that
the Council would havd to approve and have signed by the Mayor.
Councilmen members Wildhaber and Strong and Hager all voted
yes, to present the Resolution at the next Council meeting.
After discussion about the possibility of covering Community
Pool as a possible covered pool, the Park Board said they would
not close their minds to such a project and would be glad to meet
with the various organizations that are interested. But they
stated the new proposed pool at Ellis Porter Park would be
operated on the same basis as Memorial Pool.

Councilman Wells stated that other cities are building abuttments
or bases for covering pools at a future date. Mayor Christy asked ,
Councilman Wells to talk to Mr. Burkel about what other cities are
doing.

I WHEREAS, the City Park Board deems it necessary to improve an
existing public park to serve its citizens as well as the traveling

OF JEFFERSON, MISSOURI, AS FOLLOWS: j
1. That application be made under the Land and Water i
Resolution Conservation Fund of the United States Government for a grant-in-aid
Swimming `of 50% of the total cost of the project.
Pool. 2. That a project proposal be prepared and submitted to the
{Department of the Interior, Bureau of Outdoor Recreation through th
(State Inter-Agency Council for Outdoor Recreation for said grant-in �
Aid.
3. The Mayor and Chairman, City Park Board, be authorized, !�

Councilman Wildhaber introduced the following Resolution:
RESOLUTION adopting and approving the Execution of the Certificate
of Appropriation of Funds and readiness to proceed to be submitted
to the Governor of the State of Missouri to obtain State Aid in the��
development of the Jefferson City Memorial Airport.
Be it Resolved by the Mayor and Council of the City of
Jefferson City, Missouri.
Section 1. That the City of Jefferson City shall submit a
Certificate of Appropriation of funds and readiness to proceed for
the purpose of obtaining State Aid in the development of the !Resolution
Jefferson City Memorial Airport and that such Certificate shall be Airport.
as set forth hereinbelow.
Section 2. That the Mayor of the City of Jefferson City,
Missouris hereby authorized and directed to execute said certifi

cafe in triplicate on behalf of the City of Jefferson City,Missouri
and the Clerk is hereby authorized and directed to impress the
official seal of the City of Jefferson City, Missouri, and to
attest said execution.
Section 3. That the said certificate in one page, referred to
hereinabove is inserted in full and attached herewith, and made a
part here of Exhibit "B". Exhibit "B" attached.

Councilman Nacy referred the matter of no-parking on West side of raffic
