Motion passed. - - - - - - - - - - - - 'Petition Oary Allene McCalment presented a petition to the Council requesting. protesting the Council to go on record as opposing and to actively oppose the rate hike proposed telephone rate increase now pending before the Public Telephone Service Commission. ,Company. - - - - - - - - - - - - A statement was presented to the Council for services rendered and expenses incurred in connection with the electrical rate increase Attorney's matter before the Public Service Commission from Michael P. Riley, :Fee. in the amount of $3,072.00. Councilman Riner moved that the statement as rendered be paid. Councilman Scrivner, Chairman of the Street Committee, presented the following report: � of the Street Committee held March 6, 1972. 11 meeting called to order at 7: 15 P.M. by Chairman Scrivner. ,! Other members present were Councilmen Seaman, Riner, Wells and iStrong; others present were Ed Rackers and Jadk Kramer. ITEM I. Resolution for rebuilding West Main from Forest Hill to Rock Hill Road. Ed Rackers reported that the Resolution to authorize the project was introduced last time and referred to this Committee. Street Motion by Wells , seconded by Strong, that we recommend the Committee approval of the Resolution. Passed, Report ITEM II. Request to vacate alley on 50 West between Conrad and Howard Streets . Moved that we accept the recommendation of the City Engineer and allow the alley to be vacated. Passed. ITEM III. Request to vacate certain areas , platted areas , in the Buehrle Subdivision No. 2. It was moved, seconded and passed that the streets between Lots 70 and 71, and that a part of Greenleaf Road, be vacated. (This is to be replatted in a new plat. Final action on this request will be approved after the plat is resubmitted, after the , necessary changes have been made. '1ITEM IV. Willihm VanLoo hired as street worker. I Motion made by Riner, seconded by Seaman and ppssed, that ,lWilliam VanLoo, 916 West McCarty Street, be hired as a Street Department worker. Isl Forrest Scrivner, Chairman. (CounCouncilman Scrivner moved that the report be approved. Motion cilman Fire Councilman Riner, Chairman of the Fire Department Committee, Det presented the following report: Committee Report. I hereby submit, for our approval, the following names for promotion in rank within the Fire Department: Captain Clarence Beck to Chief Fire Inspector Lieutenant Clay Joe Duncan to Assistant Inspector Driver David Brandt to Lieutenant Driver Allen Beck to Alarm Operator Driver John Gordon to Alarm Operator, Councilman Riner moved that the report be approved. Motion passed. Public Councilman Wildhaber moved that-the-vote be reconsidered on the Utilities Public Utilities Committee Report regarding the telephone rate Committee increase adopted at the February 22nd Council meeting, and asked Report for a roll call vote. The motion passed by the following vote: Councilmen voting Aye: Borgmeyer Hager, Nacy, Riner, Scrivner, Seaman and Wildhaber. Councilmen voting Nay: Strong, Wells and Woodman. , Councilman Wildhaber then moved that the Council vote on the Public Utilities Committee Report by roll call vote. Motion passed. The report failed to be approved by the following vote: Councilmen voting Aye: Strong, Wells and Woodman. Councilmen voting Nay: Borgmeyer, Hager, Nacy, Riner, Scrivner, Seaman and Wildhaber. The following Resolution was introduced by Councilmen Borgmeyer, Wildhaber and Nacy: ReRu_1,a.r..__Council Meeting, March 6, 1972. Whereas the United.Telephone Corporation, through its subsidi- ary - the Capital City Telephone Co. , has filed for an increase in rates , Public Whereas this proposed rate increase affects most of our Utilities residents ; Committee Be it therefore resolved that the City Council of Jefferson Report. file this resolution with the Missouri Public Service Commission that the City of Jefferson today hereby formally intervenes in this case, This resolution does not call for the hiring of an attorney. it is merely intended to keep Jefferson City in a position to protest any final decision of the Public Service Commission, if such action is warranted. Councilmen voting Nay: None. - - - - - - - - The following report of the Parking and Traffic Commission was Parking presented to the Council: and Traffic Meeting was held February 10, 1972, with all members present Commission except Mr. Louis Vetter. Report. RECOMMENDATIONS: 11) The Commission recommended that parking restrictions be initiated on Belair Street as follows: NO PARKING from 7:00 a.m. to 9:00 a.m. and 3:00 p.m. to 4:00 m. on the east side extending from KerMac Street to a point �315 feet north of the north curb of KerMac Street. 2) The Commission recommended request be denied for removal of the 75 foot "no parking zone" at 1126 East McCarty Street . 3) The Commission deferred a request to study the Dunklin-Clark intersection until the final report is completed on the current traffic study. 4) The Commission recommended that a 2-hour parking limit be established on the south side of the 400 block of West Main and that 10-hour parking meters be installed on both sides of the 300 block of West Main. 5) TheCommission recommended that 10-hour parking meters be installed: 1) West on High Street from Washington Street to Mulberry Street, 2) On the north side of West McCarty Street from Washington Street to Broadway, and 3) On Broadway Street from West Main to McCarty Street. 6) Commission recommended request for stop sign on Carol Street at Rosewood be denied. 7) Commission recommended request for a thirty-six (36 ') foot loading zone at 722 Jefferson Street be approved. 8) Commission recommended that traffic signals in the downtown area remain in operation during inclement weather. 9) Commission recommended that speed limit be increased from 30 to 40 m.p.h. on Southwest Boulevard and Ellis Boulevard starting at Tower Drive on Southwest Boulevard and extending to Rosewood Drive on Ellis Boulevard. 10) Commission recommended request be approved for a 2-hour parking limit on the east side of Adams Street extending south from High Street to the alley. 11) The Commission discussed the sight distance and alignment problem at the railroad crossing on Route 179 and recommended that the Council send letters to the Public Service Commission, the Missouri Pacific Railroad and the Highway Department requesting that the 811 flashing light be changed to 1211 lights and that additional flashing lights be installed 500 feet each side of the crossing to warn approaching vehicles . 12) The Commission recommended that parking be prohibited on both sides of Ellis Boulevard from Rosewood to Hough Park Road. Route "CIO Read first and second time by title and ordered distributed to members of the Council. - - - - - - - - - - ,,The following Resolution was introduced by Councilman Borgmeyer: Resolution ; Paving RESOLUTION FOR PAVING Swifts Highway WHEREAS, the roadway of Swifts Highway from Southwest Boulevard 'to Myrtle Avenue, in the City of Jefferson, Missouri, is in need ofl� improvement, NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSO THAT, Swifts Highway, in the City of Jefferson, Missouri, from (Southwest Boulevard to Myrtle Avenue , shall be graded and paved, lincluding curb and gutters ; and that all of the above described warU is necessary to be done. That the cost of said improvement, including street intersections and drainage facilities , shall be charged against the lots and tracts of land, fronting or abutting on the street so improved along the distance improved, in proportion to the number of fronting or abutting feet, and shall be paid for b� special tax bills issued against the property fronting or abutting on any of said improvement with a maximum charge of $5.00 per front foot, and the Council hereby declares the aforesaid paving from Southwest Boulevard to Myrtle Avenue necessary to be done; and RESOLVED FURTHER, that the City Engineer, be, and he is hereby instructed, to prepare plans and specifications for said improvemcn. Christy City Clerk President of the Council Councilman Borgmeyer moved that the Resolution be adopted. ;,Motion passed. - - - - - - - - - - ,The following Resolution was introduced by Councilmen Borgmeyer and Resolution iWells: RESOLUTION OF COMMENDATION Gary WHEREAS, The Jefferson City Police Department has seen fit to Putnam. move more aggressively to eliminate the drug traffic and usage problem in this community, and WHEREAS, Officer Gary Putnam has performed with valor, risking his life, his reputation as a police officer, and the high regard of his family and friends: NOW BE IT RESOLVED: That the City Council and Mayor of Jefferson City hereby express their deepest appreciation to: POLICE CHIEF SHORT AND OTHERS OF THE FORCE: Who so efficiently designed and handled the drug investigation effort. OFFICER GARY PUTNAM: For his attitude, risk and accomplishments in carrying out the drug traffic investigation as planned. MRS. GARY PUTNAM: For her dedication in supporting her husband and the Department in its efforts even at great anxiety to herself.
