I �� - - - - - - - - - - i !,The following Resolution was presented to the Council by Anthony { 1Hiesberger, Presiding Judge, Cole County Court: j i Resolution ,1 A RESOLUTION BY THE COLE COUNTY COURT WHEREAS, the COLE COUNTY COURT has publicly and consistently fostered and endorsed the concept of amicable intergovernmental (cooperation with all communities within the jurisdiction of the County of Cole, and; WHEREAS, the Mayor and City Council of the CITY OF JEFFERSON ,have expressed renewed good will toward the Court 's past efforts affecting the citizens of the City, and; WHEREAS, further cooperation in the area of improving roads and streets in both the City and the County is able to be enhanced throwgh the dissolution of the entity known as the JEFFERSON CITY SPECIAL ROAD DISTRICT; and WHEREAS, the voters shall ballot on the question April 4; NOW THEREFORE BE IT RESOLVED, that the COLE COUNTY COURT pledges to the citizens of the City, upon the vote to dissolve said SPECIAL DISTRICT, twentyy-five percen ,of Special Road District revenues from City residents by contract between the Court and Council . There was no opposition. - Public A public hearing was held to rezone land located on southwest Hearing corner of East Atchison and Adams Streets from "C" to "D" Multiple Re-zoning Dwelling. There was no opposition. I have enjoyed working for Inspector the City for the past ten and one-half years , for having the opportunity of serving the Citizens of Jefferson City. I also will miss many of the familiar faces of my co-workers whom I have worked with almost daily, but I am looking forward to my days of retire- ment. Councilman Riner, Vice Chairman of the Street Committee, presented the following report: The meeting of the Street Committee was called to order at 7:15 P.M. , by Vice Chairman John Riner. Members present were Councilmen Riner, Strong, Seaman and Wells . Others present were Jack Kramer and Jerry Keene. 44r ._... __ _.-_- Regul,gr Council_ Meeting. March 20. 1972. ITEM 1. Sewer District crossings on Highway 50 East, Business . Ed Rackers explained that several sewers would need to cross I Highway Business 50 East and that the State Highway Department now maintains this Highway. If we make no changes the sewers must be ;E tunnelled under the road. One alternative would be to attempt to negotiate with the Highway Department whereby the City would maintain Business 50 East in exchange for the State Highway Depart- it meet assuming the maintenance and cost on the lights on the WhittonZl Expressway. Motion made, seconded and passed that this be our "Street . recommendation to the Council. Committee ITEM II. Personnel to replace Jim Ortmeyer. �iReport. JEFFERSON CITY HEALTH DEPARTMENT REPORT For January and February both W. S. Stanford, Food and Drink Sanitarian Division 12 - Restaurants were inspected and 5 - taverns , after second and { third reinspection all are included in Grade A condition - with a I Demerit Score of under 30 Demerit points . 4 - Day Care Nursery were inspected for the State Division of Welfare. 2 - Day Care Home were inspected for the Cole County Welfare Department. j 2 - Bakery inspections made with Mr. John Norris of the Mo. State !, Department of Health. 14 - Inspection made regarding hamburger and related meat products . i 7 - Restaurants - found to be using misbranded meat products . 1 - Inspection made for possible Food Borne Illness - Slophylcocusj and Salmonella not found - Coliform organisms present. January February Complaints 25 38 Answered all all Pending 3 5 Councilman Hager, Chairman of the Public Buildings and Grounds Public Committee, presented the following report: Buildings and The Public Buildings and Grounds Committee met at ten o'clocklGrounds A.M. , Tuesday, March 7th, at the site of the request for a Bill- ' Committee board by Weatherby Posting Service. The site in question is a striP11 Report. of 20 feet frontage on Missouri Avenue at Lions Field. Mr. Hemel of Weatherby would like to erect a 600 square foot! sign facing west toward Missouri Avenue instead of using the 20 foot frontage. There seems to be some confusion which side is considered as front footage. It is believed Missouri Avenue should be considered as front footage. In that case Mr. Hemmel could not �, erect a sign of such proportions by Ordinance.. i The City Planner and City Attorney cannot quite agree which f should be classified as the front footage, hence some confusion. Due to the fact that this is an off premise sign the Committee has decided to refer this request to the new Environmentalt Committee which has some jurisdiction over the codes and ethics of billboard erection. /s/ Harvey Hager, Chairman. Motion passed. � � ;The following report of the Planning and Zoning Commission was 11presented to the Council: Planning and The regular meeting of the Jefferson City Planning and Zoning Zoning Commission was held at 7: 30 P.M. , Thursday, March 9, 1972, in the CommissionlBoard Room of the Chamber of Commerce. Report. The following items were discussed and recommendations are as ! + follows : � 1. Request of Clarence J. Stieferman and James Maxey to rezone lots 116 and 117, Section 5, Garden View Terrace Subdivision 1 from "A" Single Family Dwellings to "C" Multiple Dwellings , (located on Rock Hill Road Highway 179) . (Persons requesting zoning change did not appear at the hearing. Recommend that the request be denied. 2. Request of James A. and Theodora M. Underwood to rezone the south 100 feet of lot 1�� block 2 of Wolff'sSubdivision (1201 W. Miller Street) from B �� Residential to E Local Commercial Recommend that the south 100 feet of the above lot be rezoned to "I" Light Industrial. 3 . Request of Dr. Lilley, represented by Robert Pratt , Realtor, to rezone parcel of land located on Southwest Boulevard near M Stadium Drive from "A-1" single family to "D" Multiple Dwelling ,j The lot measures 105. 34' x 268' and is now improved with a single family residence. , Recommend that the request be denied. !14. Scott Cantine of Harland Bartholomew and Associates City ' Planners , talked of the progress that was being made in the Two Mile Zoning Plan. ( Councilman Seaman moved that Item No. 3 be sent back to the Plan- Ining and Zoning, Commission for reconsideration and that the balance of the report be approved. Motion passed. ( The following report of-the-Parking-and-Traffic Commission was presented to the Council: Parking and Meeting held March 15, 1972, 8:00 A.M. , at the Governor Hotel, Traffic with all members present. Commission 1) The Commission delayed a decision on two-way traffic on Report. Washington Street until the completion of the current Traffic Safety Study. 2) The Commission recommended to retain the present two-hour parking restrictions in the 400 block of East McCarty. 3) The Commission recommended the two-hour parking restriction be removed in the 600 block of West McCarty Street. 4) The Commission recommended that two-hour parking meters be installed in the 200 block of Adams Street. 5) The Commission recommended parking be prohibited on both sides of Adams Street from Dunklin Street north to the alley. 6) The Commission held over for further study a request concerning a traffic hazard in the 500 block of Jackson Street. 7) The Commission referred the question of "no parking" in a north-south alley in the 200 block of East McCarty to the City Attorney for determination of whether it is a public or private alley. I� Regular Council Meetin March 20, 1972. 8) The Commission recommended that the present parking meters be retained in the 100 block of Madison Street due to enforcement problems created by providing on-street visitor parking. 9) The Commission held over for further study a request to remove the two-hour parking restriction in the 600 block of West Main. 10) The Commission recommended that the City Council request the Missouri State Highway Commission conduct a study of the Missouri Boulevard-Schellridge-Highway 50 West intersection for possible consideration of reducing the speed limit or installation of a flashing caution light. Motion passed. Bill No. 95, introduced by Councilmen Riner and Scrivner, entitled: Bill 95. "An Ordinance of the City of Jefferson, Missouri, repealing Personnel - Ordinance Number 8390 of the City, prescribing the number of Police personnel in the City Police Department, and enacting a new 'Department Ordinance relating to the same subject." Read first and second time by title and ordered distributed to members of the Council . Bill No. 96, introduced by Councilmen Wildhaber and Seaman, Bill 96 entitled: "An Ordinance of the City of Jefferson, Missouri, fixing the Salary salaries and expense accounts of City elective and appointive Ordinance Officials and Em loyees , and repealing Ordinance No. 8419 of the City, and all other ordinances of the City, or parts thereof in conflict herewith." Read first and second time by title and ordered distributed to members of the Council. Bill No. 94, introduced by Councilmen Borgmeyer and Seaman, entitled: "An Ordinance of the City of Jefferson, Missouri., authorising and iBill 94. directing the Mayor and Clerk of the City to eXecute a written Contract maintenance agreement with the Missouri State Highway Commission issouri relating to Route C." State On motion of Councilman Seaman, Bill No. 94 was read the third time ighway by title and placed on final passage and was passed by the following Commission vote as Ordinance No. 8443: Route Councilmen voting Aye: Borgmeyer, Flager, Nacy, Riner, Seaman, C. Strong,Wells , Wildhaber and Woodman. Councilmen voting Nay: None Councilmen absent: Scrivner, absent with leave. Councilman Nacy, Chairman of the Public Utilities Committee, introduced the following Resolution: Resolution Street BE IT HEREBY RESOLVED by the City Council, City of Jefferson, ights . Missouri, that the Missouri Power and Light Company make the following installation in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopts by said City Council on March 20, 1972. 1. Councilman Nacy, Chairman of the Public Utilities Committee, moved that the Resolution be adopted. Motion passed. Councilman Borgmeyer referred the request from James L. Rackers , Public Principal of Helias High School, for additional lighting in front Utilities of Helias High School, to the Public Utilities Committee. Committee Councilman Strong referred the re quest from Elks Lodge No. 513 for jublic favorable consideration to the erection of a street light on the tilities existing power pole on Chestnut right-of-way in front of their ,Committee building to the Public Utilities Committee. P It 440 Regular Cou�c ,l MeeCng,, Marck��� Q, ��.Q.7 request to restrict parking on West Circle, where it joins West Main Street, was referred to the Parking and Traffic Commission by Councilman Wells . Councilman Seaman requested the Parking and Traffic Commission to conduct research to determine the feasibility of issuing a monthly or yearly permit for service trucks, so as to make it possible for them to park in metered stalls and through a fee system, they would not have to put coins in the meters or receive tickets . Said fee system could issue a window sticker so that participating service Parking trucks could be recognized. and The matter of parking in no parking zone near 505 West Elm Street Traffic was referred to the Parking and Traffic Commission by Councilman Commission Hager. Councilman Riner referred a request from William F. Willenbrink, 307 Walnut Street, for a parking space in front of his shop, to the Parking and Traffic Commission. Councilman Strong referred the matter of a hazardous condition at the corner cf Mississippi Street and Ellis Boulevard, caused by a car, to the Parking and Traffic Commission. Councilman Hager referred the hazardous condition at the inter- section of Dunklin and Monroe Streets to the Parking and Traffic Commission. - - .. Department Councilman Riner moved that the City assist in the engineering for of Public a parking lot for the Juvenile Court Attention Center, located at Works. 213 Jackson Street , and with material and construction not to exceed $500.00. Motion passed. Councilman Riner moved that the Council adjourn, under the rules . Motion passed.
