The Annexation Committee met at the Missouri Baptist Building at 3:00 p.m. , on April 19, 1971. Present were: Councilmen Strong, Wildhaber and Wells Absent were: Councilmen Riner and Kliegel Others present was : Robert Hawkins, Attorney Following a Call to Order, Attorney Hawkins reported that the Annexation Appeal pending in the Kansas City Court of Appeals had been dismissed and presented a letter to that effect. This involves the territory designated as Area G. It include the new Westinghouse Plant and areas adjacent to the Airport, Cedar City and Highway 54. With the dismissal of the suit, it is our recommendation that the necessary election be held on June 22 or 29 so that the annexa- tion can be completed by July 1, 1971. Members of this committee are most happy that this annexation has been completed this far with a minimum of conflict. We feel that this will be a very valuable addition to Jefferson City. Motion passed. w r731.4 Regular The following report of the Parking Authority Commission was presented to the Council: Parking Authority meeting was held 7:45 A.M. , Monday, April 12, 1971, with all members present. Also present were Lt. Duncan, Col. Patton and Roger Verslues. Bids were received for the Parking Meter Maintenance Room at the Parking Garage. Bids were as follows: Parking Prost Builders $ 1220 Authority Scheperle Construction 1263 Commission Trice Construction 1275 Report Schell Construction 1400 Don Cure Construction 1643 Motion made by John Hahn, seconded by Charles Czarlinsky, to accept the lowest and best bid subject to review of bids by Engineers office and Chairman of Parking Authority. The Parking Authority denied the request of the Jefferson City Kennel Club, Inc . , to hold a dog show at the City Parking Garage and suggested the' Chamber of Commerce be contacted and ask their assistance in securing a suitable building possibly at the Jefferson City Fairgrounds . Motion by Mr. Hahn and seconded by Bob Schulte that the Parking Authority deny the request of Western Union to accept Western Union telegraph calls during hours the telegraph office was closed. Motion by Mr. Hahn, seconded by Jim Strong, asking for a clarification of the Parking Authority policy regarding the use of the Urban Renewal parking lots from a parking and development viewpoint. Motion by Mr. Strong, seconded by Mr. Hahn, that the Hotel Governor management be contacted regarding overnight parking at the Municipal Garage. Motion by Mr. Hahn, seconded by Mr. Schulte, to set up an over-night parking rate at the Parking Garage. Motion by Mr. Hahn, seconded by Mr. Czarlinsky, that the clothing allowance be set at $20 per month for Parking Authority personnel, effective immediately. At the request of the Chairman, Mr. Hamacher prepared a report on the Municipal Parking Garage, using the months of Novem- ber through March for the past five (5) years . The report revealed that in 1966-67 103,243 cars used the garage; in 67-68, 101,299; in 68-69, 103 918; in 69-70, 94,803; in 70-71, 79,556. This is a net loss of la 247 between 1969 and the 1970 period. A subsequent reduction of $4,000 in revenue has also occurred using the same base period as that noted before. Motion passed - - - - - - - - - - The following report of the Parking and Traffic Commission was Parking presented to the Council: and Traffic Meeting was held April 13, 1971, 8:00 A.M. , with the following Commission members. present: Chairman 'Findlay, Vetter, Patton, Pope, and Report. Rackers. Also present was Lt. Duncan and Judge Wilson. 1) The Commission clarifies its previous report by limiting the No-Parking restriction on Oak Street to the 1100 block between Woodlawn and Union. 2) The Commission recommends parkin gg be prohibited on the east side of Jackson Street from Dunklin Street to Miller Street. 3) The Commission recommends that parking be prohibited on the south side of Dunklin Street extending 70 feet west of west curb of Adams. 4) The Commission recommends that parking be prohibited on the east side of the 700 block of Adams Street and on the west side of Adams Street from Ashley to Hickory Streets. 5) The Commission recommends that parking be prohibited on the east side of Southwest Boulevard extending 100 feet south of and 85 feet north of the south curb line of Sun Valley Drive. 6) The Commission requests the Missouri State Highway Commission make a new speed survey on Route 179 from Industrial Drive to the City limits with special emphasis on sight distance at the Garden View Drive intersection. ng.,_A.pr�.1 20,._.197. 17) The Commission recommends parking be prohibited on the south side of West Elm starting 180 feet from and extending to 240 feet west of the west curb line of Missouri Boulevard, and also on the north side of Elm Street from Missouri Boulevard to Bolivar, both recommendations to be initiated on a 90 day l` trial basis . Mj 18) The Commission held over for further study the congestion problem on Woodlawn. i I.9) The Commission recommends parking be prohibited on the northf �I side of Industrial Drive from Dix Road to Route 179. i 140) A special item of business was brought to the attention of the Parking and Traffic Commission by the Police Department and the Police Judge regarding the alarming increase of pedestrians Jay-walking in the central business district. The Commission !i unanimously endorsed a proposed plan of public education and 1! !; enforcement to alleviate the problem.
