The meeting was called to order by Mr. Hager. Dr. Handler ' Report.

There was discussion about the dog kennels and what needed to �!
e done right away. It was decided by the Health Committee to
recommend to the Council the advertising for bids for some stainless

llsteel dog cages, and following this it was also discussed about he
!!moving of the dog kennels from the old to the new location, which
;;would help make the animal control more efficient and under less
duress.
Health Dr. Nemer also brought before the Health Committee names of
Committee ;ifellows who would do summertime help and recommended the following

,Burnett, Don Burnett, Jim Carr, and Michael Walther. Dr. Nemer

We recommend that an Ordinance be drafted and introduced the
Committee next Council meeting, calling a Special Election for Tuesday al

. Councilman Scrivner, Chairman of the Street Committee, presented I
Street lithe following report:
Committee
Report 11REPORT OF STREET COMMITTEE - 4/23/71 - Members present - Riner,
Strong, Wells, Seaman, Scrivner and Rackers.
A. Mr. Rackers stated that work had started on Industrial Drive,
11utilizing the $30,000 allocated by the Special Road District
�Iearlier. The District has now agreed to allot another $25,000 to
' continue the project ,
Mr. Rackers informed the Committee that this amount could
M o ssibly complete the widening and repairs from Dix Road to Rockhil
Road if the work could be done at the I present time. The contractor
'will continue at the same price per unit if he can do it while his
lequipment is still on the job. The Committee recommended that the
lMapr be asked to poll the other members of the Council immediately
Ian if they were in agreement, Mr. Rackers would proceed with the Is
work.
2 . A request was received from property owners in the 1300 block
of East Water Street, requesting that the land be vacated as a
public street and reverted to the adjacent property owners. The
Committee recommends that the request be granted subject to the
approval of the Urban Renewal Authority and upon the recommendation,1
of the Director of Public Works. !I
3 Residents on Dockery Street petitioned that an access street
be opened up permitting thru traffic to Lee Lane. Since none of
the petitioners abutt the street to be opened, it was recommended
that the petition be sent back subject to the approval of the
1property owners abutting the street under consideration, because
there would be a per foot cost for constructing and improving the
street.
4. Mr. Robert Burgess, developer in the Idlewood Subdivision, lr
asked the City to take over the Idlewood Sewage Lagoon due to
pressure from the Water Pollution Board. He agreed to give the
City sufficient land to enlarge the lagoon to bring it into
compliance. It is anticipated that the City• will eventually take
Jt over since it will be in the City. The Committee recommends
that the developer be required to bring the lagoon up to standard
then the City will take it over. Otherwise, we would be in the
position of "Bailing Out" the developer and there are others with ai
similar problem.
5. The Buehrle Lagoon was built several y ears ago by Major
Brothers to handle sewage for the area, lateriother land owners tied
into the lagoon and now it is in need of improvement if it is to
Iremain functional. Mr. Rackers informed the Committee that we now
'. ihave a trunkline sewer in the area and we should probably tie all
of the homes into the line and eliminate the lagoon. Mr. Riner

r Meet moved that we invoke a "hook-up" charge of $25.00 per dwelli-
ng t
instead of resorting to a sewer tax levy. The Committee recommends ,l
we proceed with this suggestion.
, 6. Leslie Blvd. has a grade elevation problem deterring the
construction of new properties . Major Brothers have offered to
blast out the rock and level out the roadway if the City will move �l
and resurface the area. Mr. Rackers estimated the cost to the City ;
at $3,000, certain utilities will need to be lowered or changed.
It was agreed that this should be done after school is out in orders
not to disrupt traffic flow. A motion by Mr. Strong was made and
passed that this be done, subject to a preliminary report of costs !!
and time schedules. i
7. LONG RANGE STREET RENEWAL PLAN. Mr. Rackers stated that $50,060
. of street work, as part of the long range Capital Improvement Plan, ;;
(fshould be determined at this time. Within the next 10 years most
streets should be reworked as part of a Comprehensive Street AStreet
, Improvement Plan. The annual determination of streets to be 'Committee

8. WIDENING AND REWORKING OF THE OLD ST. LOUIS ROAD. Last year
faction was started to rework the old St. Louis Road, using $25,000
of Special Road District Funds, and an assessment program to
supplement that amount. Easement requests were sent out but few �4
returned. The cost estimate a year ago was $5.00 per front foot. II!
Estimates did not include drainage structures or driveway openings . I�
Costs are now estimated at close to $8.00. !±
9. ROCK QUARRY USE. Mr. Rackers stated that he owns a rock I
quarry sight that he would make available WITH NO COST TO THE CITY if
to stow dirt that the Missouri Power & Light Company wishes to
dispose of. The dirt can be used by the City as need develops . We!
recommend that the generous offer of Mr. Rackers should be acceptedG

Councilman Borgmeyer moved that Item No. 5, in regard to the
' Buehrle Lagoon, be held up until more information could be gathered..l
as to what property owners had been told prior to annexation, about±
! charges for sewer hook-up. The motion passed. i!

District with an overlay at the present time; and
WHEREAS, the work now being done on Industrial Drive extends

Councilman Scrivner moved that the Resolution be adopted. The

Parking
Councilman Borgmeyer requested that "No Parking" on Myrtle Avenue - and Traffic
30 ' from corner at Swifts Highway, be referred to the Parking and Commission
Traffic Commission.
Councilman Hager requested that the City Attorney prepare the City
necessary ordinance to repeal the section which has to do with Attorney
jaywalking. He also requested that the Police Department not give
tickets at this time for jaywalking.
Councilman Strong again requested an opinion from the Attorney Attorney
General in regard to barbershop closing. General/
James P. Dalton, City Attorney, requested that the Council employ
the services of Michael P. Riley, former City Attorney, to continue Legal
representing the City in the rate case of Missouri Power & Light Service.

A petition was presented by Councilman Strong requesting additional Parking and
regulatory measures to slow the traffic on Leslie Blvd, between Traffic
Mesa and Moreau Drive. The petition was referred to the Parking Commission.
