A quorum was declared present.
The minutes of the meeting of May 3rd were approved as mailed.
Opening Bids which had been obtained by Dr. Nemer for dog cages for the

After the bids were checked, Councilman Scrivner moved that the low

Committee jaywalking, The matter was referred to the Street Committee.

Councilman Wildhaber, Chairman of the Finance Committee, presented
the following report:
City Hall - May 13, 1971. The meeting was called to - order by
Chairman Wildhaber at 8:00 p.m. Present were: Councilmen Borgmeyer,
Seaman, Wells, Hager, Strong, Nacy and Scrivner. Others: Mayor
Christy, Ed Cole and Margaret Taylor.
I. SALES TAX REVIEW AND ALLOCATION
Followin a review of sales tax income for the first six month
showing over 1400,000.00 income and the commitments made at the
sales tax election time, a motion was made, seconded and passed tha
the sales tax income be alloted on the following basis: !
30% - To Increase Salaries & Services..
3% - For Heavy Equipment ,
36% - For Capital Improvements
31% - To Replace ,The Amount Lost in the Property Tax Reduction
From 90p to 55�. .t
It was the Committee s opinion that this distribution would
ishow good faith to the voters who approved the sales- tax•. It was
further suggested that allocation not being spent immediately shoul
be in certificates of deposit or other short term investments.

�II. JULY 1 SALARY ADJUSTMENT - CITY EMPLOYEES
Pursuant to the request of the Mayor, a motion was made,
seconded and passed that all non-elected city employees be granted
a $30 per month raise on July 1, 1971, to help adjust their
salaries to the averages of those in other cities in Missouri.
Discussion aside from the motion brought out two points of record.
1. This action at this time will have no major bearing on
salary adjustment which will be considered at budget time
this fall. This should be considered as an equalization
raise now.
2. Salary adjustments will be considered again this fall and
annually thereafter. It's the Council 's desire to make
annual adjustments and not more often. Finance

III. RIVERFRONT DEVELOPMENT Report
The problems of developing the Riverfront area of Jefferson
City in line with some prior contacts with the Corp of Engineers
was discussed.
The Committee believes that now is the time to reestablish
contact and see what the Corp will agree to. This reflects the
fact that the City could allocate some money if necessary while
moving to the expanded sales tax income using money generated by
the 95-A, property tax before it reduced to the 55� level.
A motion was made, seconded and ppassed, authorizing Mr. Nacy
to meet with the Corp as soon as possible and to inform them that
the Council desires to expedite the project as rapidly as possible.
No dollar amount is being authorized now, however, Mr. Nacy
can indicate that limited funds are available with Council sanction
IV. MONEY FOR DOG CAGES
A motion was made, seconded and passed that up to $4,000 he
approved to pay for new cages for the Dog Pound.
V. EXPENSE MONEY FOR LARRY HAAKE
A motion was made, seconded and passed that Larry Haake,
Chairman of the Parking Authority, be paid $25 per month from
Parking Authority funds to reimburse his expenses in connection i
with the travel required. I
VI. ZONING ORDINANCE HEARING

Mr. Hager asked whether or not it was the will of the group
to continue the zoning hearing. No motion was considered.
He was advised to confer with Mr. Koester and that we
continue to meet only when we have professional help.
VII. PURCHASE OF NEW OFFICE MACHINE
A motion was made, seconded and passed that we authorize
City Clerk to proceed to purchase the new bookkeeping machine as
budgeted for in this year s budget. The machine was included in
this year's budget, however, money was not appropriated until the
sales tax income could be more nearly estimated.

I. Hiring a City Planner.
Following a discussion of the possibility of hiring a City
Planner, a motion was made by Councilman Riner, seconded by Wells,
that the possibility of hiring a City Planner-Building Commissioner
be referred to the Committee-of-the-Whole, to determine whether or !
not the City is ready to hire such a person. I
Councilman Seaman recommended that Jerry Keene 1911 St.
Marys Blvd. , be considered/if and when action is taken.

It was referred to Mr. Rackers to investigate further and

VIII. Sewers at the new Library.
Chairman brought up the problem of putting a sewer from the
;.new Library to Capitol Avenue. Mr. Asel and Mr. Raithel presented
Street .their reasons for not wanting the sewer to go thru the alley which

Report Attorney Hawkins represented the Library Board - with several
Library Board members being present.
After much discussion a motion was made and seconded and
, passed that Contractor Scheperle and Engineer Burne be invited to
, meet with the Committee on June 7th to review the alternatives .
IV. Cardwell curb cuts .
Motion made by Mr. Strong, seconded by Mr. Riner, and passed
that we honor the request of Mr. Cardwell, permitting him to make a '`

Committeellsituation in outlying areas . The areas were involved with Water

`Company, the water lines are not adequate for fire hydrants, At
:this time the Water District has an application with HUD in the
amount of $275,000 to upgrade the water system and requested that
!!the City of Jefferson endorse the proposed water system improvementq',

WHEREAS, 'Public Water Supply District No. 1 of Cole County, f�
;Missouri, serves a substantial number of residents in recently
!annexed areas in the western portion of the City of Jefferson, and
11whereas said service is a definite asset to the City and a favorable;

!� WHEREAS, Public Water Supply District No. 1 does not presently,',
'have available finances to expand or improve its system and has lj
spending in the Housing and Urban Development Administration an 11
application for a long-term construction loan in the amount of f
$275,000 for system improvements; and I

additional funding to bring the total amount to $362,000 will be
required for full implementation of expansion and improvement j

NOW, THEREFORE, the City Council of the City of Jefferson
hereby endorses the proposed water system improvements and urged
appproval of HUD of the district's application, not only for the (,
initial $275,000 loan but for the full $362,000 which will insure
adequate fire protection for city residents of the district.

Meeting was held May 11, 1971, 8:OO ,A.M. , with all members present !Commission
except Councilman Hager and Louis Vetter with an excused absence. ';Report
1) Sn the traffic congestion problem on Woodlawn, the Commission �!
recommends no action be taken at this time.
2) The Commission reaffirms its previous recommendation of April
13 g
re ardin NO PARKING on Industrial Drive from Dix Road to
Route 179 as there is no parking shoulder available and the
widened roadway will be striped for four lanes of traffic.
3) The Commission recommends the parking restriction on West Elm I
Street from Missouri Boulevard to Bolivar previously
implemented on a 90-day trial basis be made permanent.
4) The Commission recommends that Section (16) of Bill 1 be
amended to delete parkins restrictions in the 700 block of
Adams Street.
5) Regarding the enforcement of the two-hour parking limitation in
the 400 block of West Main, the Commission finds that the
enforcement is not being neglected and that adequate two-hour
parking in the area exists at this time.
6) The Commission makes no recommendation on the proposed loading
zone beside the parking
,garage but suggests the Chairman
contact the sponsor of ttje ordinance regarding time limits and
the location.
7) The Commission recommends the curbs at the Swift ' s Hi hway- j
Myrtle Avenue intersection be painted yellow in accordance with,
existing ordinances and that no further restriction is needed. `
8) The Commission recommends the request to remove two-hour park-
ing on Lafayette Street from Capitol Avenue to State Street be (�
denied.
9) The Commission denied the request for metered parking or 15
minutes time limit parking at 307 Walnut Street due to the
difficult enforcement problems it would create and due to
adequate parking facilities in the area.
10) The Commission reviewed the petition from residents on Leslie
Boulevard regarding speeding and recommended that Radar
surveillance and enforcement be continued. A speed survey j
requested by the Commission is attached.
11) The Commission requests the Director of Public Works to continuel
discussion with Highway Department regarding the retention and j
standardization of school crosswalks on Business Route 50 East Ij
and West. it

1. Mr. Hager stated that the purpose of the meeting was to review
the proposed Cole County - Jefferson City Health Department, and to ,,
see if this Committee desires to make a recommendation to the
( Council at its , next meeting.
He then asked Dr. -Handler to review the background so that all
11would know what has transpired in the past. Comments were as
11 follows :
This effort started in early 1970, due to the -retirement of a
City Health worker some money was assigned to the County to secure
iisome help from-the -County Health Nurse. A Cole County Health
Advisory Committee was also organized in order to provide a -
"planning group" to foster better County and City health services.
This group has diligently studied the matter and concludes that in
general the County was providing personal health service whereas
the City was providing environmental health seryice.� Also certain
!state sanitation and inspection programs are carried out in the

3 . It was their recommendation that a combined City-County Health
Department be organized to provide a coordination of services. It
was also expected that state funding of certain services might be
used- if the personnel and program could qualify.
Chairman Hager called on Mr. Joe Reichart, Assistant Director
of Health Services, Missouri Department of Health, who explained
their program of local cooperation and support.
Mr. Reichart explained:
Missouri� State Department of Health contracts with local levels
of government to provide money and standards to insure high quality
health service to the public . They are now contracting with the
County Court and would prefer to continue to do so' if the City-
County Health Unit is formed. They could provide 27% of the cost
of many services if the personnel and program met their standards.

Low Rent
RESOLUTION APPROVING APPLICATION FOR PRELIMINARY Public
LOAN FOR LOW-RENT PUBLIC HOUSING Housing.
WHEREAS, it is the policy of this locality to eliminate
substandard and other inadequate housing, to prevent the spread of
slums and blight, and to realize as soon as feasible the goal of a
decent home in a suitable living environment for all of its
citizens, and.
WHEREAS, under the provisions of the United States Housing
Act of 1937,' as amended, the Department of Housing and Urban j
Development is authorized to provide Financial assistance to local
public housing agencies for undertaking And carryin out preliminary,
planning of low-rent housing projects that will assist in meeting
this goal; and I
WHEREAS, the Act provides that there shall be local deter-
mination of need for low-rent housing to meet needs not being �
adequately met by private enter rise and that the Department of
Housing and Urban Development s all not make any contract with a
public housing agency for preliminary loans for surveys and plannin
in respect to any low-rent projects unless the governing body of the!
locality involved has by resolution approved the application of the
public housing agency for such preliminary loan; and
WHEREAS, the Housing uthorit of the City of Jefferson, Mo. ,
(herein called the "Local Authority"� is a public housing agency
and is applying to the Department of Housing and Urban Development
for a preliminary loan to cover the costs of surveys and planning
in connection with the development of low-rent housing. }
NOW, THEREFORE, be it resolved by the City Council of the
City of Jefferson, Missouri, as follows:
1. There exists in the City of Jefferson, Missouri, a need
for such low-rent housing at rents within the means of low-income
families;
2. The application of the Local Authority to the Department
of Housing and Urban Development for a preliminary loan in an
amount ,not to exceed $30,000 for surveys and planning in connection
with low-rent housing projects of not to exceed approximately 112
dwelling units is hereby approved.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
ISSOURI, AS FOLLOWS :
WHEREAS, the problem of adequate housing for all citizens of
Jefferson City Missouri, is of growing concern to the City of
Jefferson and its citizens, and
WHEREAS, the long-range goal that all families within the
City of Jefferson, Missouri, have safe decent housing at a cost
which they can afford•, can only be reaiized by accomplishing a
umber of shox-tt-range objectives.

BE IT THEREFORE RESOLVED that the City of Jefferson, Missouri,
adopt the following objectives and goals and pledge itself towards
{ the accomplishment of these goals :
Objectives
1. Have a current city-wide housing condition survey.
2. Have a workable long-range Housing Improvement Plan integrated
into the General Region Plan. The development of the Housing
Plan would require in-depth studies into socio-economic causes,
legislation, community facilities and the effectiveness of
government programs.
13. Obtain improved State enabling legislation as related to housing
114 . Have citizens of the City of Jefferson well informed on housing '
conditions and means of improving housing conditions.
X15. Have all local governments including the City of Jefferson,
I become more involved in measures designed to improve the
Resolution I housing supply. This would include the involvement of more
Housing.! units of government in planning and zoning programs, code
Element adoption and enforcement programs, and housing improvement
Study. programs.
7. Obtain a greater commitment by all levels of government to
improve the housing supply. This would include state, federal
and local governments; both those local governments which are
already substantially involved and those which have yet to
take the first step.
8. Obtain more involvement from the private sector in the con-
struction of homes for low and middle income families.
9. Overcome the low income - poor housing problem.
10. Develop good governmental services (police and fire protection)
and facilities (streets, parks and sewers) throughout the City
of Jefferson, Missouri. Such services and facilities are
required if sound housing is to exist in the City of Jefferson,
Missouri.

�ECouncilman Strong moved that the Resolution be adopted. The motion

I,Councilman Strong reported that City Attorney Dalton had given him
Barber 'lark opinion on Section 2740, Revised Ordinances City of Jefferson,
Shops 1956 which concerns barbershops, and in his opinion the section is
invalid and unenforceable. Councilman Strong requested that the
City Attorney prepare the necessary ordinance to revoke Section 2740

Parking Councilman Riner referred the matter of two-hour parking on the wes
and Traffic side of 100 block of Jackson Street to the Parking and Traffic
Comm. Commission.
Street Councilman Scrivner referred the matter of the condition of
Commissioner Theresa Street to the Street Commissioner.

Parking Councilman Strong referred the matter o£ two-hour parking meters in
and Traffic the parking lot behind Dallmeyer's Jewelry Store to the Parking and
Comm. ITraffic Commission.
Adjournment, Councilman Riner moved that the Council adjourn, under the rules.
