Meeting called to order by lChairman Scrivner at 7:05. Councilmen present - Scrivnerc, Riner, I Wells. Others present - Attorney Hawkins , Mr. Cecil ;'Raithei, Bob Asel, Mr. Petri, and others, and Mr. Bruns Consultingh (,Engineer. Mrs . Donnelly and Mrs. Newsom, Members of the Library II iiBoard. 11 Chairman Scrivner stated the problem. The contractor and/or 'Jengineer in charge of the new Library Building should present some alternates and costs as they relate to sewage system at the new library. Mr. Bruns commented. The alternative would be to go down the Iinstead of going between the buildings; ths would take$22, i 26.00 more than if the sewer goes thru the private" alley. INo figure was quoted showing what Mr. Scheperle allowed in the bid ( contract but the $22, 726.00 is considered to be the extra cost if lit does not go thru the private alley. II Mr. Riner clarified. The Library Board is asking the Council ,for condemnation authority since the Library Board does not have Ithe right of Eminent Domain. Mr. Rackers . Their office indicated that this was probably . public alley because no property owner had clear title to the alley , 'Gutter discharge would generally go down Adams and High. It should be drained into a storm drain rather than into a gutter. Mr. Seaman. Why can' t t a roof over the area and eliminate the water run off problem. Exp. This is both sanitary and storm sewer connection under consideration. Library construction has been phased in 3 parts. The ultimate 1conclusion is 2 years away. Mrs . Donnelly commented on "intent". Motion made that the matter be referred to the Committee of the Whole - passed. Motion made that Ellis Blvd. be the next project for new overlay and Jaycee Drive follow that. Motion passed The following report of the Parking Authority was presented to the Varking Council: uthority The Parking Authority met at 7:30 P.M. , May 25, 1971, with the Report . following members present: Messrs. Czarlinsky, Hammond, Schulte, Findlay and Chairman Haake. Messrs. Rackers and Hahn were excused because of previous commitments. 1. The Authority heard testimony presented by Mr. Tweedie Fisher, attorney for Mr. Berberich, requesting a special rate of five cents per hour for parking in the Munici?al Garage. Mr. Jim Thomas , President of the Downtown Businessmen s Association, like- wise appeared and advised the Authority that the effect of permitting subsidized parking would defeat the purpose for which the garage was originally constructed. The Authority has taken the proposal under study and will make their recommendation in the near future. 2. The Authority recommends the hiring of a part-time employe at the rate of $1. 65 per hour to work under the direct supervision of Mr. Jim Hatdey to perform the following duties : a. Clean up the litter on all parking lots . b. Grass mowing c. Wind parking meters thereby relieving the two enforce- ment officers of this duty and providing them with full-time on-street enforcement. JIM d Assist in the collection of meter revenues on a bi-weekly basis . Il, The number of working hours per day are to be established by Mr. ",Hartley and are to be determined by the amount of work to be , performed on a specific daily basis . The Authority further j' recommends that we consider George Dunnavant for this position. 3 . In accordance with the Ordinance established, the Parking "Authorit y has a financial report on the operation of the Parking 'Authorit y presented for your consideration. h 4 . The Authority discussed at quite length the use of the red ;; ',bag system, whereby meters are blocked for construction and other ,,purposes in the downtown area. It is the feeling of the Authority that this function is one which should be taken over by the Parking ;; ,"Authority, however, no recommendation is being made at this time , since a discussion will be held with the Police Department concern- I! "ing the matter, and a report will be made at the June meeting. 6. The landscaping plans for the greenery in the 200 block of ! t "East High Street are in ge hands of the Housing Authority, and ' Some delay has been encountered in obtaining the design layout of ';the lot itself. The Authority has delayed making recommendations ,,on the lighting of this lot pending receipt of the landscaping �idesign in order to incorporate the plants with the over-all lighting scheme. Others : Pert Koester, Robert Schulte, Robert Debo, Jack Jordan, Bud Hemmel, Roger Verslues, Sam Cook, Stan Grieve, Joe Majersky and 3 members .1 iof the news media. Chairman Hager stated that we would discuss only that section !'of the proposed zoning ordinances that pertained to signs and that we would work from the proposals made by Jefferson City Chamber of !! ommerce, I He then called on Joe Majersky who emphasized the following 1i i,points: J1. There has been no public reaction". All of the proposals p to have been from "vested interest groups . ij2 . There should not be a grandfather clause which perpetuates 11 bad situations . i3 . Based on the experience in the downtown area, there should be a "phase out program" for signs that are now present that do not conform to the new standards . Above all, let 's hear from "the public" . He then called on Bill Quigg to review some of the Jefferson lity Chamber's proposals to which Mr. Majersky had alluded. Quigg 1emphasized: Harlan Bartholomew had reviewed the proposal and considered it sound and workable. r�, '�t�7 ' The Jefferson City Chamber of Commerce wants a sign ordinance that will make the signs fit the nature of the city. Their 11 recommendation are stiffer than federal regulations and should ` help control "sight pollution" in the city. Robert Debo spoke on the grandfather clause as it relates to foil company signs. He commented on the cost of signs , phase out ;Committee possibilities and banners . of the Sam Cook spoke on behalf of the Greater Jefferson City Whole !lEnvironmental Quality Commission. He stated that there were about Report 150 citizens of all types on this "quasi-governmental" commission !!'land theyy should be appraised of this action . He stated that ,laithough the Committee had been appointed, the Council has not as !lyet -made it official and should do so then it could help with matters of this type. He stated that three subscommittees had been . designated, headed by Stan Grieve, Bud Jackson and Dale Findley. ' Mr. Cook questioned the 45 ' sign limitation stating that 'Good ; 11business does not necessarily mean numerous signs." He called for a 7-10 year plan to bring non-conforming signs into line. He commented about signs along the highway and in residential sections ,; ijHe asked the elected officials to live up to campaign promises of ai �j"greater Jefferson City. " (; l Mr. Grieve reiterated Mr. Cook's sentiments about various types of pollution and referred to sight pollution, sound pollutions water pollution and air pollution. ;MOTION - A motion was made, seconded and passed recommending that i,the sign section be separated from the zoning ordinance proposal i;and that they be made a separate ordinance. (A quorum was not ;!present, however, this is the recommendation of those present. ) (RECOMMENDATION - A recommendation was made that 150 copies of the 'Jefferson City Chamber of Commerce proposal be given to Sam Cook ,land if he so desires, a meeting be held for the purpose of hearin recommendations from the Jefferson City Committee on environmental quality, plus any other public reaction present. l Jack Jordan commented on designation of business routes In :!Jefferson City. There are two Acts which are pertinent, The Federal Small Boat Harbor Act and the River-Recreational Act.
