Mr. Newsam is so vitally important in the construction of the new Library Building and the problems confronting the Board, that I am requesting he remain as an ex-officio member without voting power. !� Councilman Riner moved that the appointments be approved. Councilman Strong stated that he voted against the appointment at this time since we have eight or nine applications to be checked �i and the matter had also been referred to the Committee of the Whole 1 Councilman Wildhaber questioned the urgency of appointing a Planner at this time since we have another year on the Regional Planning Workable Program. Councilman Scrivner moved that the report be approved. Councilman Riner asked for a roll call vote. The report was adopted by the following vote: Councilmen voting Aye: Hager, Nacy, Riner, Scrivner and Seaman. Councilmen voting Nay: Borgmeyer, Strong, Wildhaber and Woodman. I Councilman Hager, Chairman of the Public Building and Health Committees , presented the following report: MINUTES - Joint Meeting of Two Committees - Public Building - Healt . The meeting was called to order at 8:00 p.m. , in the Council Chambers with Mayor Protem Harvey Hager presiding. Present were: Councilmen Borgmeyer, Strong, Scrivner, Wells and Woodman Others - Dr. Nemer and his secretary, City Health Department, Mrs . Mary Rank, NAACP, Mr. Elvester Williams, NAACP, Mr. Charles E. �i Robinson, NAACP, Margaret Taylor, Jefferson City News Tribune, and Several visitors . Chairman Hager stated that the meeting of the two committees �! was called to discuss the location of the dog pound. He stated !� that the Council previously seemed to be in favor of putting it at Public the Miller Street Fire Station when it is abandoned in August alongj! Building with possibly moving several of the city offices into the building. ; and He also stated that the NAACP had objected and were present to be Health ,heard. He presented the three representatives of the NAACP and Committee asked Mr. Robinson to handle their presentation. Report Along with his comments about the NAACP, its origin and purposq. 11he noted two complaints that they had against the proposal: lil. Putting the pound at the fire station would constitute a nuisance in the area. 2. It would degrade and lower property values in the area . He made the recommendation that the pound be set up at the sewage disposal plant in the area north of the river. Councilman Borgmeyer questioned why the previous public comment stating that it should be near the library. The handling methods used in the past by Mr. Roark were ! reviewed by several present. Councilman Scrivner stated that he felt that the city should and could buy a tract outside the city limits for this purpose and (� (mentioned an area east of town off of old Highway 50 and near the A lgoa Road. Chairman Hager asked for an expression from each Councilman. ! Two said that it should still be at the station as originally planned. Three felt that in view of the opposition it should go , elsewhere. The opponents were then dismissed and discussion continued. Dr. Nemer asked his secretary to comment since she handles checking ` in and releasing the dogs as well as oversees their food and care i while in the pound. She disagreed completely with the nuisance aspect since the cages are sanitary, etc . She and Dr. Nemer brought out that there must be water and sewage wherever the dogs are kept and that it is most inefficient if the pound and the City Health office are too widely separated since persons must come to their office before the dogs can a released and some official must also release the dogs back to their proper owner. A motion was made by Mr. Strong and passed by a 3-2 vote that we 1 give up the idea of p utting the pound in the fire station, 2 that we search for another spot on city property, and 3 if no suitable spot is found, the city should consider buying a spot outside the city. NOTE: The two "no" votes still felt that it should be located at the station as originally planned in spite of the objections. Chairman Hager then named Jim Strong, Forrest Scrivner and James Woodman as a committee to search for other possiblesights . Meeting adjourned at 9:15 P.M. i Respectfully submitted, /s/ J. The following report of the Planning and Zoning Commission was presented to the Council: The regular monthly meeting of the Jefferson City Planning and Zoning Commission was held at 7: 30 p.m. , June 10, 1971, in. the Board Room of the Chamber of Commerce. The following items were discussed and recommendations are as , follows : ,q44 Meeting,_ j9ne 1 Request of Sylvester Guentel and wife, Ralph Emmel and wife and '. Edward H. Wekenborg and wife to rezone property located 418 andli. 420 Brooks Street from "B" residential to F" Highway Commercial;. !Recommend that property, (including above) bounded by 1000 block West Miller Street and the east-west alley to the north and Planning bounded on the West bey Berry Street and on the east by Brooks and Street be rezoned to F" Highway Commercial. Zoning I2 . Request of Charles Vieth to approve preliminary plat of Vieth Commission Subdivision. Report. IlRecommend approval of preliminary plat. Further recommend that final plat be approved after all recommenda- ;1' tions of the Planning and Zoning Commission and the City Engineers office are properly shown on the plat. The Commission viewed and discussed the proposed re-alignment of the transportation plan which is now a part of the City's Comprehensive Plan . A report on the proposed plan will be made by this body to the City ., Transportation Committee. 6. Malcolm C. Drummond of Harland Bartholomew and Associates , City ;: Planners, attended the Planning and Zoning Commission meeting 1; and entered into the discussion of zontrig and the re-alignment 0 plan . The motion pastied. �!The following report of the Parking and Traffic Commission was : j�submitted to the Council: Parking and ' 'Meeting was held June 15, 1971, 7: 30 A.M. , with all members Traffic CommiBnion !present except Mr. Vetter and Councilmanliarer. 11) The Commission reaffirms its previou s o jections toward the .Report. proposed relocation of the pedestrian crosswalk signals on Missouri Boulevard at Ohio Street. 12) Regarding a communication from Mylo Walken on traffic signals on Missouri Boulevard, the Commission recommended referring this to the Missouri State Highway Commission as this involves a state highway. ! 3) The Commission recommended a 2 hour parking limit be installed on the west side of the 100 block of Jackson Street,, north of the alley on a 90 day trial basis from 8 A.M. to 5P.M. 4) The Commission recommended the present speed limit of 55 M.P.H. on Route 179 be retained based on a recent speed survey conducted by the Missouri State Highway Commission. 5) The Commission recommended a 2 hour parking limit be institutedi on both sides of Lafayette Street extending 100 feet south of the south curb of East High Street. jl 6) The Commission recommended that the request to remove the 11 parking restriction on the south side of Easc Capitol across from the old shoe factory be approved. 7) The Commission recommended the stop sign on Rosewood at Ellis Ii Boulevard be retained. 8) The Commission recommended 2 way traffic be permitted on Michigan Street south of Missouri Boulevard. 9) The Commission denied the request for 20 M.P.H. speed limit in the 100 block of Ridgeway and recommended sidewalks be construc ed to provide safe walking area for children. 10) The Commission denied the request for a stop sign on Russell atli Adams as the traffic volume is insufficient to warrant a stop 1! sign. 11) The Commission recommended a 24,000 lb. gross weight limit be established on Schellridge Road. 12) The Commission recommended the school zone be eliminated at Dix Road and Industrial Drive. Grant. BE IT RESOLVED BY THE GOVERNING BODY of the City of Jefferson City, Section 1. That the City of Jefferson City, shall accept the Grant Offer from the Administrator of the Federal Aviation Administration, dated June 11, 1971, for the purpose of obtaining Federal Aid in the development of the Jefferson City Memorial Airport, and that such Grant Offer shall be as set forth hereinbelo ; Section 2. That the City of Jefferson City, Missouri, does hereby ratify and adopt all statements, representations warranties covenants, and agreements contained in the Project Application whit is incorporated by reference in the said Grant Offer; Section 3 .
