motion passed with all Councilmen voting aye except Councilman Appointment.

Mayor Christy asked Councilman Nacy, Chairman-of the Rules Rules
Committee, to have a meeting of his Committee in regard to Rules 2 (Committee
and 18 of the Rules and Order of Business of the City Council of
the City of Jefferson. I
Mayor Christy reported that the members of ^
the City Council had metl
with the County Court, Director of Public Works , Planning Director, Two
City Attorney, Bill Nelson and Bert Koester, Chairman of the Mile
Planning and Zoning Commission . Zoning,
Mr. Nelson, Councilman Nacy, City Attorney Dalton, Representa-
tive Graham and Judge Hiesberger, will review the necessary bill
and present to the Council for consideration. It will have to be
approved by the County Court before the Council can act on the Bill
The legislation will not be too restrictive, mostly on subdivisions
streets, water and sewers .

Councilman Hager, Chairman of the Committee of the Whole, presented Committee

July 13, 1971 COMMITTEE OIL THE WHOLE 7: 30 p.mrlReport .
The Committee of the Whole was called to order by Mayor Pro Tech,
Hager at 7:30 p.m. in the Council Chambers . All members of the Ii
council were present. There were approximately GO others present. 1
Chairman Hager instructed the group on procedures and stated i
that our main item of business was to review the Sign Ordinance as
proposed and agreed upon by four major groups in the community.
ITEM I: Sign Ordinance Discussion - Chairman Hager asked Sam
Cook, President of the Greater Jefferson City Committee, to direct
the floor discussion and to present those who wisher] to be heard.
Mr. Cook reviewed the meetings that have been held by the
various groups and indicated that all were in general acceptance of
the ordinance although none were completely satisfied with it. It
seemed to be the best compromise that could be reached.
He then asked Mr. Drummond of Harland Bartholomew Company to
review the ordinance on a section by section basis . Mr. Drummond
stated that Jefferson City had three ordinances dealing with signs .
The new ordinance includes the acceptable portions from ordinances
6110 and 7121 and repeals the remainder. It further repeals that
portion of the zoning ordinance dealing with signs, hence all sign
regulations are in this new ordinance.
He then reviewed the ordinance section by section and discus-
sion was invited on each section. Only minor changes were made as
listed later. Upon Mr. Cooks invitation the following person
commented:
1. Mark Sullivan, Acting President of Conservation
Federation - They support the ordinance as proposed.
2. Mrs. Claude G. Bartlett, Officer, Hawthorne Garden
Club - The Garden Club is interested in civic beauty for the Capita
City. They believe this ordinance will be a step in the right
irection.
3. Bud Jackson, Chairman, Sight Pollution Committee of
the Greater Jefferson City Committee - He stated that most persons
think in terms of their pocketbook and his committee felt this
rdinance would have a minimum financial effect on anyone yet would f
, ,e sound for the future pf Jefferson City.
Mr. Cook then introduced the leaders of the Greater Jefferson
10ity Committee. He then called on Mark Cordell, Executive Vice
resident, Jefferson City Chamber of Commerce. He answered
uestions which had been raised and stated that the Jefferson City
hamber of Commerce, Board of Directors, had approved the ordinance
nd urged its acceptance.
Chairman Hager asked Attorney Byron Kinder to comment concern-
ng the viewpoints of the several interested groups . He listed
arious groups that would be affected and indicated how they would
e affected. He lists this as a "middle-ground" ordinance, accept-
ble to all, but probably pleasing to none.

Joe Majersky, Editor, Jefferson News Tribune, commented that
Inow that there was general agreement, we should take a positive
, civic look and see what this can do for Jefferson City. The
Aifferences are rationalized and most all have given up something. E
! Let s be positive from here on," say Joe.
II Mr. Bud Hemmel of Hemmel Sign Company, was asked to comment. {I
3;He stated that they could live with it and hoped that it would be !r
.tin the best longterm interest of Jefferson City. Mr. Hager asked {�
lif there was any negative feeling about the sign ordinance. ;1
I' John Denman, Executive Director, Missouri Oil Council, stated �)
I� that the ordinance is bound to hurt some of the oil dealers , but
I; they have agreed to it and hope it will pass .
Dave Brydon, Attorney for Jefferson City Auto Dealers Associa-11
Iition stated that the new car dealers are not happy with it, but are!:
Committee civic minded and will go along. They feel it is too restrictive j
of the they use large signs , some costing up to $12,000. He !!
Whole ; suggested that if the Council does choose to amend the ordinance,

Mr. Scrivner asked Mr. Cook why their organizations do not go d

I� Mr. Robert Schulte, President, Jefferson City Chamber of
Commerce, finalized the comments by stating that the Jefferson City!
�lChamber had worked hard on creating unity and a workable ordinance. !!

The Council went into session to consider the ordinance while
11the others were in recess . A motion was made, seconded and passed !
" Chat the Committee of the Whole recommend acceptance of the
ljordinance as submitted with the following changes . It was also
!' agreed that all ten names should be on the ordinance when submitted,]
to the Council.

ITEM II: Funds For Consultants Be Provided - Mr. Cook asked
that the Council consider allocating some funds to provide for
future consulting services of Harland Bartholomew Associates at
least until the zoning ordinances have been completed or for the
period of 1 year.
A motion was made, seconded and passed that it be referred to
the Finance Committee.

expanded area which may come under city ,jurisdiction.
It was agreed that this would be considered.
ITEM IV: Environmental Quality Commission - Chairman Hager
and Mr. Cook discussed the establishment of the Jefferson City
Environmental Quality Commission which has been pending for some
time. The general feeling prevails that this should be brought }'
before the Council at the earliest possible date.

The following items were discussed and recommendations are as

1. Request of Wilton S . Stanford to approve plat of Stanford and
Subdivision No. Two, located on Cedar Hill Road. jZoning
Recommend that the plat be approved in its final form after +Commission
all recommendations of the City Engineer have been shown on I,eport

City Engineer and Chairman of the Planning and Zoning Commis-
sion to signify by letter to City Council at such time as all
recommendations have been complied with.
� 2. Request of Helen Bosch to rezone lot on northwest corner of i'
Mulberry and West Elm Streets from Multiple Dwelling to "E"
Local Commercial. '++
Recommended that land fronting on Mulberry Street from the
northwest corner of Mulberry and West Elm Streets to a depth
of 104 '4k" on West Elm Street and extending north to the public:
alley be zoned to "E" Local Commercial.
Proposed Sign Ordinance, Zoning Ordinance and House Bill 145 �I
relating to two miles zoning outside city limits were discussed.
It is recommended that the Sign Ordinance be made on amendment 's
to the zoning ordinance so that the newly annexed land in Callaway
County will be included in the new Sign Ordinance. The proposed I
Zoning Ordinance was again discussed and it is recommended that thell.
ordinance be adopted at an early date.
It is felt by this Commission that House Bill 145 as recently
,passed by the State Legislature will be a great help in future
planning for Jefferson Ciry, who had a part in its passage should
e complimented.

The following; report of the Parking Authority was presented to the
Council: Parking
: Authority
The Parking Authority met at 7: 30 A.M. , July 13th, 1971, with Report
the following members present: Ralph Hammond, Robert Schulte,
oger Verslues , Dale Findlay and Chairman Larry Haake.
The report which was received on the Parking Garage, from +�
chwarz and Hemni' was discussed at length and because of the large
Imount of money involved it was decided that Mr. Verslues would
)btain an estimate on the possibility of installing a roof cover
for the top deck of the Parking Garage. After estimates have been
eceived the Parking Authority will again meet to determine if the
ost of such installation is reasonable, and will at that time
etermine whether or not to proceed with the project seeking the
ecessary bids from various companies .
It was the feeling of the members of the Parking Authority
resent that if the Garage were roofed we could then install the
sphalt concrete overlay on the roof deck, and by using a proper
ealer we could possibly refurbish the top floor for considerable
ess money and not have a problem of having the top floor
onstantly exposed to the elements .
It was also the feeling of the Authority that if the top deck )'
ere roofed that more parkers would use this deck as there seems to II
e a lot of objection to the heat in the summer and of course the
old in the winter season. It would also stop the necessity of (I
now and ice removal which we now have to undertake.
Since there was not a quorum present the Authority did not
iscuss the use of the Garage by various other sources , or over
fight rates for the Governor Hotel.

8) The Commission recommended that parking be prohibited on the I
Ilnorth side of Elm Street extending 90 feet west of west curb of
(Clark Avenue.
, 9) The Commission recommended that parking be restricted on the
north side of Industrial Drive 575 feet west of Brooks Street, on
a 90-day trial basis .
