In regards to a request from Public Works Director for a city car or mileage allowance to be used by Mr. Versleus, since the car he was using went to the Planner. ` The Committee recommends that . 10¢ a mile for verified mileage be allowed, not to exceed $100. 00 per month for each month. Matter pertaining to hiring a consultant for Zoning Ordinances. The Committee realizes it needs professional help to complete the work, but is reluctant to commit itself to a flat fee or contract. The Committee recommends that hiring a consultant be postponed for 30 days, awaiting information from our Planner. The Committee discussed the flat $30. 00 a month raise and agrees it did not pertain to part-time help. " Kenneth V. Wildhaber, Chairman Councilman Wildhaber moved that the report be approved. "The Street Committee met at 7:00 p. m. , August 2, 1971 in the office of the Director of Public Works. Street Sweeper bids were received from (1) Burnup Equipment Co. , Independence, Mo. $18. 950. 00 (2) Key Equipment Co. , Maryland Heights, Mo. 18, 545. 00 (3) Stanton Equipment Co. , Chicago, Ill. 19, 200. 00 Riner recommended low bid be accepted. All approved. b. Vacating of part of Church Street from East High to first intersecting alley ' to south. Scrivner recommend vacating of right of way. Strong moved that necessary grade changes on Leslie Blvd. , east of Chestnut and the Leslie Chestnut intersection prior to overlay of Leslie Blvd. , from Moreau Drive to Union Street. Grade change cost to City not to exceed $1, 000. 00. Riner seconded, all approved. h. Riner moved that replacement and/or improvement of box culverts on i} East Miller Street be included in 1971-72 budget. Strong seconded, all approved. i. Riner moved overlay of St. Mary's Blvd. , from Gipfert Street to Beck Street. Seaman seconded, all approved. Councilman Borgmeyer requested that action be held up on Item i until the Director of Public Works could meet with property owners in regard to curbs and gutters. Councilman Scrivner moved that the report be approved. The motion passed. Councilman Nacy, Chairman of the Rules Committee, presented the following Rules Comm. report: R eport. "Your Committee on Rules met at 7: 30 p, m. , July 20, 1071 , in the office of they Mayor. Present were Richard R. Nacy, Jr. , Chairman; Councilman Jack Rine; Councilman Vincent Borgmeyer; Mayor Jahn Christy; and ,Jaynes P. Dalton, � City Counselor. They Mayor pointed to a recent � instance of such emergene:y. C orwe-quetntly, it was the ecnt;ensus of opinion it that the 24-hour notice period necetisary for the conduct of a meeting should be shortened to four hours. Iloweverr, it was al8o felt that the present notification provision should be retained, and that there should be added an additional provision allowing the calling of a meeting in less than four hours with the consent of all members of the Council. Therefore, on motion duly seconded, your Committee unanimously agreed to recommend to the Council the following as new Rule 2: "Special meetings may be called at any time by the Mayor, or two (2) members of the Council. When a Special Meeting is called, the City Marshal is required to notify each member at least four (4) hours prior to the day and hour fixed for said meeting. Further provided that a Special Meeting may be called at any time with the consent of all members of the Council. " Your Committee further considered Rule 5 concerning "Election of Temporary President. " The Rule presently reads: "In the event of the absence of the Mayor or President Pro Tem the Council may elect a temporary President. " Your Committee recommends that the word 'or' betwen Mayor and President be changed to 'and', to avoid any conflict in the provisions of this Rule. Further discussion concerned the question of whether chairmen of committees are entitled to vote on matters presented during sessions of their committees. Your Committee was of the opinion that while the law does not preclude committee chairmen from voting, in order to avoid any possible question on this point a new rule should be adopted. Accordingly, on further consideration as to the language of such rule, and upon motion duly made, the following rule is recommended: "Voting in Committees The Chairman of any committee shall be entitled to vote upon any issue before his committee. " Regular Council Meeting, August 2, 1971 Your Committee further recommends that the above Rule be numbered "Rule 49 , and the present rule (adopting "Roberts Rules of Order") be renumbered as > Rule 50," Your Committee further considered Rule 18 in view of Sections 77. 080 and 77. 250, RSMo. 1969, but makes no recommendation as to any change in Rule 1 at the present time, pending legal research to be conducted by the City Counselor. A later meeting of the Rules Committee will consider any proposed change in Rule 18. Your Committee further considered the question of whether the number of standing committees should be reduced, but took no action on such consideration. Your Committee recommends that all members of the Council give consideration to the possibility of reducing the number of standing committees, and communic to i their recommendations to the Rules Committee. Your Rules Committee further recommends that the rules of this Council be III updated and reprinted, but suggests that such reprinting await further action by the Rules Committee in the above respects, Respectfully submitted, COMMITTEE ON RULES By Richard R. The motion passed. ---------------- Public Utilities Councilman Nacy, Chairman of the Public Utilities Committee, presented the Committee following report: Report. "The Public Utilities Committee of the City Council recommends the following: 1. Install 6800 lumen mercury vapor light at the corner of Birch and Redwood Drive on the first pole on right hand side of Birch, after turning off Redwood. 2. Install 6800 lumen mercury vapor light at the corner of Buehrle and Satinwood Drive. Respectfully submitted, /s/ Richard R. Nacy, Jr. , Chairman Public Utilities Committee of, Mayor Christy requested that the Council approve the installation of 58, 000 lumen lamps In the 200 and 300 blocks of Madison, a total of seven lights, at) Increase in cost of about seven dollars per year if the Urban Renewal makes the investment as they did on the lights on High Street. Councilman Nacy moved that the report of the Public Utilities Committee be approved and that the Director of Public Works and Housing Authority study the lighting situation on Madison Street between Capitol Avenue and McCarty Street and report back to the Council. Bill No. 41, introduced by Councilman Hager, entitled; Amending Ord, "An Ordinance of the City of Jefferson, Missouri, amending Ordinance 5880, 5880 - Signs The Zoning Ordinance, by deleting certain references to structural signs or and Billboards. bulletin boards. " Read first and second time by title and ordered distributed to members of the Council, Bill No. 42. Bill No. 42, introduced by Councilman Hager, entitled: Sign "An Ordinance repealing Ordinance Number 6110 regulating the construction, Ordinance. installation, and maintenance of outdoor advertising, billboards and signs within the City of Jefferson, and adopting a new ordinance on the same subject and providing penalties for violation of the ordinance. Mayor Christy requested that the Council make a policy in regard to placing of banner type signs across the street. Councilman Scrivner moved that the Council go on record disapproving the placirig of signs across the streets. The motion passed. Revised Ordinances of the City of Jefferson of 1956, relating to the sale of intoxicating liquors and enacting a new subsection relating to the sale of intoxicating liquors by restaurant bars on Sunday. The motion passed, --------------- Parking and Councilman Strong referred the request of Frank K. Miller for "no parking" Traffic on the west side of Moreau Drive from its intersection at Oakwood, north 701, Commission. to the Parking and Traffic Commission. --------------- Street Councilman Strong referred the weed problems at Adams and Dunklin and the Commissioner 900 block of Monroe to the Street Commissioner. --------------- Street Councilman Strong requested that the Street Commissioner patch and repair Commissioner holes at Ridgeway and West Main and remove surplus gravel. --------------- PlDirector Councilman Wildhaber referred the matter of sewer odor In the area of Cedar of City to the Director of Public Works. ic Works. --------------- Adjournment.
