I - - Street jIA petition was received from citizens and legal voters requesting Committee Ithe members of the Council to re.jeat Sewer No. 117. ,The petition was referred to the Street Committee. - Appointments The following were submitted to the Council for approval for Police (appointment to the Police Department: Dept. lEleanor Edwards and Francis L. Carson - Policewomen Michael R. Wagers - Policeman Mary Lynn Orscheln and Betty R. Bickel - Radio Dispatchers Councilmen Wells and Borgmeyer moved that the appointments be ,approved, The motion passed. Referee The following was received from-the Housing Authority: Housing uthority Re: Grievance Referee ( Dear Mayor Christy: All Housing Authorities must now have a grievance procedure . And, ,= in spite of the fact that we have never had a formal tenant iigrievance we have now established such a procedure. It does, however lack the last step, appointment of a Grievance Referee. We must ask you to make that appointment. IIHUD offered Ho u sing A utho r ities two choices as follows : 1. establish a panel of S with tenants represented or, 2. have one . disinterested individual appointed by the Mayor of the City as Referee. The Board of Commissioners decided that the Referee approach was best. We do not anticipate that this Referee will be called upon more than once a year but, he must exist. Yours truly, - /s/ Ted J. Finance Councilman Wildhaber,-Chairman of the Finance Committee, presented Committee the following report: Report. The Finance Committee approved the purchase of three time clocks to be used by the Street Sewer and Transit Departments . The clocks are to be paid for out of the Mayor's Contingency Fund. Councilman Wildhaber moved that the report be approved. The motion passed. airm Councilman Scrivner, Chan of the Street Committee, requested that the Director of Public Works , explain to the Council their pler on overlay work. Ed Rackers , Director of Public Works, stated that in considering the overlay work to be done this year, the condition of the streets and traffic volume were the determining factors. He recommended that the following three streets be overlayed this fall: 1 Bald Hill Road - from Cardinal Street to the City Limits . 2 Riverside Drive - leading into Ellis Porter Park. 3 Belair - approximately one mile. nod.1,_Meets.n,g,__Sep_t.embe".a, __19_71._- Councilman Strong requested that Greenberry Road be included for overlay this fall, since the property owners will not go for curb nand gutter. Councilman Scrivner moved that the recommendations of the Director f� of Public Works be approved. Install 6800 lumen mercury vapor light in vicinity of 1715-1721 Hayselton Drive. {i I2. Install 6800 lumen mercury vapor light on the pole located on the north side of Greentree Road between the point where Indian; Meadow Drive intersects Greentree Road and the first lighted i pole west. � 3. Councilman Hager moved that the matter be referred back to the (Finance Committee. Groner to rezone property in the li east Rart of Jefferson City known as the Schott property from 'A-1" to "E" Local Commercial for purpose of setting up a Mobile Home Park. Recommend the request be denied - no plan submitted and area is too large for one useage. ;4 2 - Harland-Bartholomew and Associates letter of September 1, 1971 offering planning services to Jefferson City was read:' The Commission understands that the Finance Committee of the Council has recommended that funds for these services be inserted in the next fiscal budget. Parking The following report of the Parking and Traffic Commission was� � and presented to the Council: Traffic Commission !Meeting was held September 14, 1971, at 8:00 A.M. , with all members Report. ,'present except Mr. Whaley. 1) The Commission reaffirmed its previous recommendation regarding the "No Parking" request on Moreau Drive at Oakwood. The request had previously been denied, as the "No Parking" restriction would not effect the sight distance for the Lee Street intersection. 2) The Commission recommends that since the 300 block of Washing- ton Street has now been widened, that two-way traffic be permitted, that the angle parking be eliminated, and that two- hour parking meters be installed on the west side of the I street north of the alley and 10-hour meters installed on the east side of the street south of the alley. 3) The Commission denied the request for a 20 m.p.h. speed limit in the 100 block of Ridgeway as it felt sidewalks was the solution to the problem of children walking to and from school. 4) The Commission held over for further study the request for parking changes near the Belair School. 5) The Commission recormnends parking be prohibited on the north side of Twin Hills Road from the west curb of Belair extending 100 feet west of the west curb of Bel Ridge. � 6) The Commission denied the request for a stop sign on Russell Street at Adams as the cross traffic volume is insufficient to justify a stop sign. (17) The Commission recommends parking be prohibited on the south I side of West Main Street from Dix Road to Forest Hill. I) � 8) The Commission recommends parking be prohibited on the cast side of Chestnut from Fairmont to Leslie Boulevard and on the west side of Chestnut from Fairmont to the south end of the new football stadium. Bill No. 53, introduced by Councilmen Woodman and Wells , entitled: Speed "An Ordinance of the City of Jefferson, Missouri, amending Limit Ordinance No. 8177, The Parking and Traffic Code of the City of Rock Jefferson, by repealing a certain portion." Hill On motion of Councilman Wells , Bill No. 53 was read the third time Road. by title and placed on final passage and was passed by the follow- ing vote as Ordinance No. 8406: Councilmen voting Aye: Borgmeyer, Hager, Nacy, Riner, Scrivner, Seaman, Strong, Wells , Wildhaber and Woodman. Councilmen voting Nay: None Councilmen absent: None. Bill 55. Bill No. 55, introduced by Councilmen Hager and Riner, entitled: Rezoning "An Ordinance of the City of Jefferson, Missouri, changing, amend- ropperty ling and modifying the Zoning Map of the City of Jefferson, ulberry Missouri, as incorporated in Ordinance 5880, by rezoning certain and specifically described land." Elm Councilman Riner moved that Bill No. 55 be placed on the informal Streets . calendar.
