' Councilman Borgmeyer moved that the bids be held over until the

Councilman Borgmeyer moved that the low bid be accepted. The
motion passed.
George Rozier, member Jefferson City Park Board, presented their
proposal for the construction of a new swimming pool in the Ellis-
Porter Park. The Park Board needs assistance in financing since it
Park would be imppossible to pass a bond issue at this time. They have
Board ?some money by cuttin down on improvements in the park system, the
(Federal Government wh l take care of 50% of the cost. With the
City's help, in the amount of 52 ,617 .00, they will be able to
finance the project. The City s part would consist of building
roads and parking areas at the pool. This could be done as a City
project or the Park Board could be given the money and they would
supervise the construction of the roads and parking areas .
Councilman Wildhaber moved that the mutter be referred to the �{
Finance Committee. The motion passed _
Cosmo- '�illiam C. Burd, President ;f-the-Cosmopolitan Club, requested the
politan use of the rock quarry located on Bald Hill Road for a Boy Scout
Club facility. Councilman Hager stated that the Building and Grounds
Committee would report on the matter in their Committee Report later
in the evening.
Jefferson A communication was received from the Jefferson City Jaycees,
City requesting the Mayor and Councilmen to participate in their
JayceeslChristmas Parade.
+Councilman Wells moved that the request be accepted. The motion
passed.
Chamber A statement in the amount-of $267. 79 for the City's share of the

Commerce the Jefferson City Chamber of Commerce.

Planning A request to rezone property located in the Swifts Thompson Subdi-

The following was received from Mayor Christy: ;' Emergency
TO MEMBERS OF THE CITY COUNCIL: ;; Employment
Ac t
Sometime ago a letter was received from Mid-Missouri Regional '+
Planning Commission to the effect that the Department of Labor had
allocated two employees to Jefferson City, as set forth in the
Emergency Employment Act. The time was so short that we had to
reply immediately to be eligible.
May I hasten to explain that the majority of the positions under
the Emergency Employment Act were allocated to cities of over !`
75,000, and also counties where the total population was over
75,000, and that is the reason we were allocated only two.
We immediately completed the form and sent it in, and on September {1
21st were advised that our request had been approved as a tentative
recipient of funds . Again the time was of essence, because while
the allocation of funds was made for twelve months already the
month of September had practically expired, so we were allocated
only 10. 8 man months. I
II immediately contacted the Police and Fire Departments and asked
them to give a brief description of how these men would be used i
May I explain that they will not be considered as a part of the
l, regular Police or Fire Department as far as quota is concerned.
�IHowever, we did have to advise them that when the time expired, if
a vacancy existed, we would place them in that position, and if a !
( vacancy did not occur, then it would be my recommendation to the '
City Council that the Ordinance be amended, raising the strength ofi
each Department by one man.
On the 10.8 man months employment, the total budget, including l'
wages , particip ents ' benefits , and administration, amounts to
$13 564.00; the only share that the City will have to bear is
$1,357.00.
May I strongly recommend that the City Council approve the action
of the Emergency Employment Act in allowing us the two employees,
and also that no further allocation be made for the $1,357.00 in
the Budget, but that this amount be taken from the Contingency Fund
I am more than sorry that I cannot be present with you as there may
be some questions; however, I think you will find that it is
feasible and just as the operation of Jefferson City continues to
grow.
In conclusion, may I state that while we have sent all the data
requested to Mr. Frank Dunn, Division of Employment Security, that
! I do not believe we have obtained from him letters of agreement to
culminate this contract. Most of this occurred before I became ill
and was taken to the Hospital , however, the part relative to the
letters of the Police and Fire Departments were received after the
conference with Mr. Dunn and made a part of the funding agreement.

Councilman Wildhaber, Chairman of the Finance Committee, reported7-
ithat the Committee had approved extra pay, in the amount of $1s500.
Finance I for the Police Department for duty at athletic activities . The
Committeelmoney is to be taken from the Mayor's Contingency Fund.
Report Councilman Wildhaber moved that the report be approved. The motion

Councilman Scrivner, Chairman of the Police Department Committee,
presented the following report:
! The Police Committee met at 10: 10 p.m. on September 30, 1971, to

Police i 1. License revocation for cab driver.
Dept. 2. Specifications for police cars .
Committee !,All members of the Committee were present - Chairman, Forest

N 1. Mr. Scrivner presented a letter from the Police Depart-
ilment requesting that the cab driver permit of
,Ibe revoked because of his apparent involvement' in a robbeiy at
IiRamada Inn.
Following review the group recommended that this permit
be revoked.
2. Specifications of Police p Cars - Wells , Borgmeyer and
others stated that they believed that the specifications submitted
for new police cars were excessive and that they were beyond the
needs of the Police Department and incurred an extra cost to the
City.
The Committee approved that the specifications as
Isubmitted be changed to read 350 cc instead of 380 cc engines and
that 2 B bl carburetors be specified in place of 4 B bl.
Although no action was taken, several expressed the
opinion that twin exhaust pipes were not needed and that cheaper
body styles would provide a saving to the City since they could be
purchased cheaper and a top style car loses its preferred resale
status once it is equipped and used as a Police vehicle.

at Sioux City. No cost estimates are available as yet. The trip

Councilman Vincent Borgmeyer September 29, 1971.
Dear Councilman: �(
As the owner of lot number two, Primrose Street, Linhard Kiesling Building
Subdivision, I am hereby registering this complaint against Mr. +Violation
David Paden, owner of lot number one, corner of Primrose and Tower I
of the same subdivision.
Mr. Paden has poured the walls for the basement of a new
house 4 feet and 9 inches from my property line, which is in viola-
tion of the city ordinance which provides that any dwelling be
located at least 10 feet from the property line .
Mr. Paden has also ran his sewer line diagonally across my
lot at a point 30 feet or more outside the 15 foot sewer easement
,which is provided at the rear of my lot and clearly shown on the i
land plat. i
Mr. Paden has verbally agreed to remove the sewer from my
►`property and locate it within the sewer easement, but has not agreedl,
to relocate the basement an as to comply with the city ordinance
,providing 10 feet between the dwelling and the adjoining property
,providing
The size of the lot and the minimum distance between houses
;'provided by law were determining factors in my decision to purchase '►
(this lot. I feel that these violations show a complete disregard
for the law, and my rights as a property owner.
I am hereby respectfully requesting that you bring these
jjviolations to the attention of the proper authorities who will
,compel Mr. Paden to abide by the city ordinance and move his
basement to a point prescribed by law and that his sewer be
relocated to a point within the 15 foot easement.
