(Mayor Christy explained to the gallery that Councilman Seaman had
'moved that the rezoning of the land located between Lafayette and "Public
Chestnut Streets , near Aurora Street, from "A-1" single family to (,Hearing
"C" multiple dwelling be held in abeyance, but that it had
inadvertently been advertised for a public hearing.
Councilman Seaman moved that the hearing be held. !E
, Joel Vance, 525 Aurora Street, representing residents in the area, I
appeared in opposition to the rezoning to multiple dwelling. He
had presented a petition signed by approximately 90% of the
.� property owners in opposition to the development. He would like
: for the City or Public School System to purchase the area and turn
it into a natural study area. Federal Funds are available for
such areas .
Ted Stewart appeared in behalf of the property owner. Ile stated
that 500' of curb and gutter had been constructed but the owner had'!
),not as yet sold a Lot. The area is suitable for an apartment
1Icomplex utilizing the lay of the land. About one-half of the
1, wooded area would be developed.

HousingrjMayor Christy stated that at this time his'intention had been to
uthority.. reappoint Clem Dulle as a member of the Housing Authority, but due

,:that the City would be at a loss since Mr. Dulle had been so active
, in civic affairs .
Councilman Wells moved that the Dulle Family be sent a letter of
condolence from members of the Council. The motion passed.

On behalf of all the members of your Redistricting Commission,
I would like to express our appreciation for the confidence you and l`
the members of the City Council have placed in our judgment; in the
ability of the Commission to resolve the issues ; and in the work
( product finally submitted by the Commission. i
Also, on behalf of the Commission, I submit that the establish
(�ment of precinct lines , as shown on the map presented to you in yo
l.office on November 5, provide for a division of the population of H
(;the City of Jefferson, as reflected in the 1970 United States
+ Census , in such a manner that a polling place within each precinct
can accomodate the persons who are now residents within the
precinct and for the anticipated growth, particularly in the out-
lying precincts , of population within the next ten years .
The problem of resolving the question of establishing pre-
cincts for that portion of the city which is not within the 119th
Legislative District has been resolved by establishing two pre-
cincts of the First Ward which are not within the 119th. The only
other portion of the city which is not within the 119th District is ,
an area bounded by a section line in the extreme southeast portion
of the city. This area consists of approximately 189 persons and
it was felt because the Council indicated it wanted to remove that
area as an existing precinct, we should recommend to the Council i
l�that it be included within the Fourth Precinct of the Fifth Ward.
Care will have to be exercised to make sure that the persons who
reside in the area in question be given separate ballots for the
, nomination or election of Representatives to the General Assembly.
Again, on behalf of the Commission, it is hoped that you and
the City Council will accept our proposed redistricting of the
City's precincts as submitted.

'Councilman Scrivner objected to the division vision of the precincts in
( Ward One.
Councilman Wells moved that redistricting be approved as defined
and that the Councilmen in the First Ward be given a week to work
out a change. ,
Councilman Riner offered the following substitute motion: That the
redistricting be approved, with the exception of the First Ward,
and that the two Councilmen from the First Ward be given a week to
make changes. The motion passed.
Girl Mayor Christy introduced Girl Scout Troop 159 and their Leaders to
Scout the Council.

A letter of resignation was received from Georgia J. .Patton,
Resignation Secretary, Jefferson City Health Department, effective November 30,
Secretary 1971.
Health Councilman Hager moved that the resignation be accepted. The

Jefferson City Health Department:
Appointment
Secretary ' RE: Merry Louise Troutman, 1209 Winston Drive.
Health I recommend the above named person be employed by the Jeffer-
Dept. son City Health Department as Secretary. This decision was reached
after applications were filed, personal interviews , and testing was
completed.
Starting salary for this position is $3840.00 per ear,
($320.00 per month) with merit salary raises at appropriate times. !?

The meeting was called to order at 8:45 in the Council Chamber ,
by Chairman Scrivner. Committee members present - Wells , Strong an

Following a discussion of the merits of considering the
Capital Dodge request a motion was made, seconded and passed, that ,!
we accept the origina low bids as submitted.
2. SEWER DISTRICT NO. 117 - Engineers Ferguson and Versleus
presented the problem in Sewer District 117 . The district was
found by ppetition. Now some 36 persons have petitioned that the
district be rejected even though about � of the easements have been
secured and much of the engineering work has been done.
Following discussion no action was taken.
3. VACATING ALLEYS IN HART-McCARTY-HAVANA AREA - Mr. Ferguson
Y a map of the area and indicated that the owners of several
Zots in the area are asking that 3 non-functional alleys be vacated..
Public Works Engineers were asked to thoroughly review the
problem and to recommend to the Council. This is to be brought bac
to this Committee at 7: 30 on November 15 for review and further
consideration.

Meeting was called to order by Chairman Scrivner at 7:35 P.M. ,
in the Public Works office. Present were Councilmen Wells , Riner

Item I. Vacating alleys in the area of West McCarty-Hart-
avana Streets .
It was recommended that alleys I and II be vacated subject to
intaining .the Utility Company easement presently effective in
,ley II.
The attached plat will specify the alleys vacated.
Item II. Sewer Crossing on Route C.
The Committee recommends that the necessary sewer crossings be
installed on Route C while the construction of Route C is being
done. It is recommended that we approve construction costs not to 'II
exceed $6.25 per foot. i

! 1. APPOINTMENT OF PROBATIONARY PATROLMAN. Following a
discussion of procedures and a review of applicant data, a motion
,,was made by Councilman Borgmeyer, seconded and passed that Mr.
;'Thomas Buschman be approved as a probationary patrolman.
2. ALARMS. Mr. Bob Luck explained the problem of burglar
!'capacity stating that the Jefferson City Police had reached full
Police !'capacity on their present alarm cabinet and some changes had to be

'irecommend going through a commercial unit such as Capital Radar
,,Company. '
! Moseler has offered to install the 140 unit system in the V
+ Police office for a $50 per subscriber changeover cost and a $50
per year service fee. For now users the hook up cost would be $75
;plus $50 annual service charge. Other systems are also available
;such as an ADT system.
Since most Councilmen present did not fully understand the ;1
;system, the problems and the alternatives , a motion was made,
;seconded and passed that a ret)resentative of Moseler Safe Company
and Attorney Bill Quit% be asked to meet with this Committee on
November 22 or 23 to explore the possibilities in more detail. j
"Mr. Borgmeyer suggested that all councilmen be notified.
Mr. Luck is to contact the correct persons and to see that ';
the Committee members tire informed. ;
3. INTERSECTION OF WEST MAIN AND DIX . Councilman Nacy
;:reported that a problem exists at the corner of West Main and Dix
;Road in that patrolmen directing traffic at this point are hard to I'
!!see because of the light situation. Colonel Patton was asked to
( recommend u solution.

The meeting was called to order at 7:40 by Chairman Wildhaber. ,�Ation

Joe DeLong, Sam Cook and Mr. Whaley. From the Apache Flats Area ;
Urban Luetkemeyer, Curtis Hopper, Velma Kelpe, Richard Suellen, '

were present.
DISCUSSION
Chairman Wildhaber stated that this meeting was called pursuant
to the action of the Council assigning to it the letter from the
Greater Jefferson City Committee relating to the incorporation of
the Apache Flats Area. 11
He asked Mr. Joe DeLong to comment concerning their request 1i
that the City officially oppose the incorporation as proposed. Mr. ;
DeLong detailed several aspects of the Bartholmew study which
indicated that Jefferson City will grow west because of the fact Ii
that ,terrain for rail service and industry sights are much better Ii
west of the present city limits than either east or south of town. 1
He cited test borings and other reasons why growth will be oriented]
west more than east or south as far as both industry and residences '1
are concerned. Accordingly, we should not get hemmed in by an
incorporation or we face the prospect of surrounding the incorpora- j
tion such as now exists with Cedar City. 11
lie stated that the Greater Jefferson City Committee unanimously
opposed the incorporation of Apache Flats and asked the City to do
llikewise.
DeLong further stressed that the City was intent on orderly
j�growth, over a long period of time and that from his observations
fit does a good job servicing newly annexed areas in contrast to many,:
bother cities that he visits . �i
Mr. Luetkemeyer challenged some of the arguments of good
service, but not the growth area assertions . 1
Mr. Cook stressed that orderly annexation was a part of the I,
long range growth pattern and was not gust a "spur of the moment
if
idea" to stop their incorporation. I
Chairman Wildhaber asked Mr. Luetkemeyer to clarify their #!
position so that all could understand their desires and motive.
He stressed that he, Mr. Boggs and others had developed the Apache
Flats area and that they desired to protect themselves and their
posterity from the encroachment of Jefferson City. They do not i
want to become a part of Jefferson City now or in the foreseeable f1
future. They have ample water, gas, electricity and can provide 1;
their own sewers , police, roads , etc. as needed. They have a jl
traffic problem which they anticipate could be better solved if
incorporated. He stressed that they had no desire to expand east
and that they were already within 2 miles of St. Martins which is
not incorporated. Various speakers emphasized that they only wanted
to be le4t alone. They want no part of Jefferson City taxes, codes,
regulations and services in view of the fact that services to the
newly annexed areas are generally somewhat lacking.
Mr. Whaley stated that this was a serious problem for Jefferson
City especially if other areas around Jefferson City would do the i!
same as Apache Flats.
Following much discussion and question Chairman Wildhaber F
asked for an Executive Session. During the Executive Session the ►I
following resolution to the City Council was approved:
if
WHEREAS, certain residents of the Apache Flats area have
presented a request for incorporation of a designated area
to the County Court of Cole County, and
WHEREAS, Jefferson City has adopted a long range plan for its
overall growth pattern based on the Comprehensive Report and �{
Plan adopted by the City in 1969, later supplemented by the I
two mile zoning law as passed by the State Legislature and f
approved by Cole County Court;
NOW BE IT RESOLVED that the City Council of Jefferson City
go on record opposing the incorporation of any territory
which in its judgment would infringe its opportunity to
develop the Capital City in an orderly and ,justifiable manner. �

RECOMMENDATIONS:
1) That a two-hour parking limit be established in the north half
of the 100 block of Adams Street.
2) That the request for a two-hour parking limit in the 700 block
of Adams Street be denied.
3) That a weight limit of 24,000 pounds for through traffic be
established on Jaycee Drive-Schellridge Road and that the
weight limit restrictions now in effect on other City streets
be changed to this same weight limit.
4) That parking be prohibited on both sides of Dix Road from
Williams Street to Missouri Boulevard.
5) That a loading zone be established at 411 Jefferson Street.
I6) That a school loading zone be established from 8:00-11: 30 A.M.
!! on a 90-day trial basis on the north side of East High Street
east of Adams Street.
I'7) That the request for eliminating parking in the 900 and 1000 �(

Housing Councilman Wells reported that the Housing Authority had met in
Authority regard to the funding of Capitol West - Wear's Creek area. HUD will
appropriate $6,000,000 if the Corps will pay $6,000,000. The Corps
of Engineers remains to be sold on the closed channel ditch.
Bon Councilman Strong presented a communication from residents in the
Fires. 1000 block of Marshall Street requesting that the City Council j
stop all schools in the City from having Bon Fires . !�
Police Councilman Scrivner referred the matter of pedestrian congestion at !
Department. Chestnut and Dunklin Streets to the Police Department. The students
