The minutes of the meeting of November 15th were approved as received. The Mayor recognized Professor Sirois from Lincoln University, who was accompanied by several members of his Night Class in Discussion and Conference Leadership. I) The Mayor also recognized the Boy Scout Troop from the Calvary Baptist Church. _ _ _ _ _ _ .. _ _ _ Mr. Bill Knowles , Director of the Y.M.C.A. , discussed the swimming ' pool project. He suggested the City Council take a look into the (l matter to determine if it should be indoor or outdoor pool. Also the matter of operating the pool after it is built, where is the money coming from. The following bids were received for an automobile for the Health Bids Department: Car - Cappitol Dodge, Inc. , 29694.00 Health Schanzmeyer Ford 21697 .94 Department Central Missouri Motors , Inc . 20984.00 Riley Chevrolet, Inc. 3,169. 97 Councilman Borgmeyer moved that the low bid be accepted. The motion passed. j ,A public hearing was held on the rezoning of property in the area of West McCarty, Havana and Hart Streets from A-1 Single family to D Multiple Dwelling. `!Public There was no opposition. !Hearings A public hearing was held on the rezoning of 11 acres of land located on the north side of Ellis Boulevard (between Tanner Brid e Road and Highway 54 South, just east of Christian Church property , from "A-1" single family dwelling to "D" Multiple Dwelling. There was no opposition. A public hearing was held on the rezoning of one acre of land for f construction of a deep well and watch tower (tower 163 high) to bel located on the Joseph and Bertha Hamman property in Section 24, Township 44, Range 12, to "F" Highway Commercial, and a special permit for this operation for Water District # 2. There was no opposition. A public hearing was held on the rezoning of land on East McCarty Street (between Isis Chemical Company and Small Engine Shop) from "A-1" to ."E" Local Commercial, Public There was no opposition. Hearings A public hearing was held on the rezoning of 1. 2 acres of land on Southwest Blvd. , lying approximately 975 feet south of Thompson Street from "D" Multiple Dwelling to "E" Local Commercial. Councilman Scrivner moved that the appointment be approved. Zoning Commission A Preliminary Plat for the G. L. Alberts Subdivision was received. , The Plat was referred to the Planning and Zoning Commission. - - - - - - - - - - Mayor Christy read the following letter to the Council: Aurora Street On the question of rezoning the area surrounding Aurora Street that `I is ending before the Council at this time, I wish to make the following i announcement: Mr. Moseley, the owner of the property, and I, the developer, 'Ihave decided that in respect to the wishes of the tenants in the lisurroundin area, we have reconsidered our request to change from , Single Family to Multiple FamilyDwelling in this area. We now feel that it would be in the better interest of everyone involved to leave it as it originally was and pursue this , matter no further at this time. ilThanking you and the City Council for their efforts and attention, (,we remain, Sincerely yours , �/s/ Thomas Ted Stewart is/ Joe Moseley Finance : Councilman Wildhaber, Chairman of the Finance Committee, presented Committee 1 following repprt: Report Finance Committee Council Chambers - - November 22, 1971 1, The meeting was called to order at 7:40 by Chairman Wildhab�r, ' Councilmen present - Woodman, Wells , Strong, Borgmeyer, Scrivner, Seaman and Hager. Others present - Jerry Keene and several Insurance Company Representatives . ITEMS DISCUSSED: 1. City Cooperation in Constructing new Swimming Pool at Ellis Porter Park. Mr. Keene showed the drawings for the proposed pool and a discussion ensued. Following discussion there was a motion by Mr. Borgmeyer, seconded by Mr. Hager, that we recommend city cooperation in constructing the new swimming pool with the necessary roads and parking facilities in the Ellis Park area, It is also recommended that the roads and parking areas be constructed by city equipment and employees at times convenient to them as the city's share of the cost. II Appropriations for Harlan Bartholmew and Associates for a Study of the Two Mile Zoning Program. There was a motion by Mr. Hager, seconded and passed, that we recommend a supplemental appropriation to the Planning Department of $2400 for the purgose of paying the city's share of cost of the zoning study with h t e understanding that the county will be paying a like amount, III. Consideration of Hospitalization Insurance for City Employees . Donald L. Jones, Tom Knott and representatives of Metropolitan1ife appeared and explained some features of a hospitalization plan which they could offer. Earl Gladden and Curt C. . Blue Cross representatives explained some of their Blue Cross programing . The following points were made. Blue Cross has 87 counties (97 cities) , plus St. Louis City in Blue Cross plans . 76 cities pay a portion of the cost, generally the employees cost. Missouri Municipal League is also a Blue Cross carrier. Jefferson City Fire Department has been in a Blue Cross plan since 1948; Police Depart- ment since 1959. Columbia has Blue Cross and pays employees ' cost. Blue Cross would design a program for us to suit our needs . 40% of the population of Missouri is enrolled in Blue Cross either Finance through a group plan or direct, Only Jefferson City and Cape Committee Girardeau do not pay a part of the unemployed cost. Over 50% of Report. the municipalities are paying the employees ' cost. Some are paying family share cost also. There was a motion by J. Delbert Wells , seconded by Mr. Hager and passed, that we recommend the establishment of a uniform health and hospitalization plan for all city employees and that the Per- sonnel Committee be asked to research the plan and the employees ' attitudes and recommend back to the Council. IV. Redistricting Cost. Motion by Borgmeyer, seconded and passed that we approve payment of approximately $600 to reimburse the county for 50% of the cost related to identifying the residents to the newly redistricted areas . V. Cost of Maps for Aerial Photos . Mr. Keene reported the city must pay the cost of the paper for the aerial photos of the city and the two mile zone. It is agreed that the city will pay its share of the cost and recommends that other political subdivisions be asked to share in the cost. Money would be allocated when the final cost ispresented VI. . Salary Adjustments for the Police. Motion by Strong, seconded by Hager, that the matter of Police salaries be referred to the Police Personnel Board. One "no" vote was cast. Councilman Strong offered a substitute motion - that the report be approved with the exception of Item I. The substitute motion was defeated. f The report was approved on the motion of Councilman Wildhaber, Councilman Wildhaber, Chairman of the Finance Committee, presented 1 the following report: The Finance Committee met at 7:00 P.M. , December 6, 1971. Finance Present were Councilmen Borgmeyer, Hager, Na.cy, Riner, Scrivner, Committee Seaman, Strong, Wells , Wildhaber and Woodman. Report. I. Ed Rackers discussed realigning the personnel in the Public Works Department and Planning Department. He suggested reassign- ments concerning Betty Jo Treese, Helen Drinkard, Jim Ortmeyer, and others . He also suggested that Jerry Heckerman be rehired to fill a field position that has not been filled. He also recommench that John Kramer be hired as a starting Engineer. A motion was made, seconded and passed, that the personnel shifts be made as recommended, with the salary changes as propceed. II. A motion was made, seconded and passed, that the Engineer be hired £or six months at a salary of $9800 per year and that his salary reflect $10,200 per year for the second six months . III. Jim Hartley wants 462.00 appropriated for 28 meters to fill the needs for meters approved to be used on Washington Street. It was approved that this be taken from the Mayor's Contingency Fund. IV. Mayor Christy recommended that Mr. Jim Locke be hired as Sewer Commissioner. Motion made by Mr. Riner, seconded by Mr. Hager that we accept the Mayor's recommendation. Such motion passed, and it was recommended that the salary be $12,360 per year, plus $75.00 monthly expense account . V. Cost of installing a light at corner of Dix Road and West Main Street. Colonel Patton estimated that the cost would be between $400.00 and $500.00. Motion made by Mr. Hager, seconded by Mr. Scrivner, that the light be installed at the intersection as recommended. Voting Mayor Christ announced that on Thursday, December 16th, 9:30 A.M. , Machines there would L a demonstration of voting machines in the Council Chamber and all were invited to be present at that time. Taos Councilman Wildhaber announced that members of the Annexation Incorpor- Committee and Councilmen were invited to a meeting at Taos on ation. December 14th, regarding the incorporation of that town. - - - - - - - - - - - Public Councilman Hager referred to the Department of Public Works the Works matter of the alley running north and south between the alley running east and west between Madison and Monroe and McCarty Street. Should this alley be open or not? Police Councilman Riner inquired about the three additional policemen who Personnel were to be hired. The matter had been referred to the Police Board, Personnel Board but nothing further has been heard, - - - - - - - - - - Damages The City Attorney reported on the payment of liquidated damages due ' Schell from Schell Construction Company on Fire Station No. 2, and Constr. suggested that it be adjusted for the amount of $500.00, if such Company an amount was agreeable. Councilman Strong moved that the Council go along with the recom- mendation of the City Attorney and accept the amount of $500.00.
