Prayer was offered by Mayor Christy. ;
Roll ( Councilmen present: Borgmeyer, Hager, Nacy, Riner, Scrivner,
Call Seaman, Strong, Wells , Wildhaber and Woodman.
Councilmen absent: None.
A quorum was declared present.
The minutes of the meeting of December 6th were approved as
received.

M. P.L. Michael Riley, attorney, representing the City on the Missouri
Rate Power & Light Company rate increase, reported that the Public
Increase. Service Commission had granted them an across the board increase of
+, about 2'%. They had asked for increases for different classes of
customers - residential 15%, commercial 10%, and industrial 3 . 3%,
but the increase was spread equally among all customers . Missouri
Power & Light Company had also asked for a fuel adjustment clause,
which was turned down by the Commission. The decision could be
appealed by Missouri Power & Light Company, if so should Mr. Riley
+
have authority to go ahead and defend the City. 1
Councilman Wildhaber moved that the report be approved. The motion,

Appointment Mayor Christy presented the following to the Council:

Councilman Scrivner moved that the appointment be approved. The

and A request to rezone a part of Inlot 456 in the City of Jefferson
Zoning from "D" Multiple Dwelling to "H" Business was received.
Commission The request was referred to the Planning and Zoning Commission.
Public A communication and easement was received from the Park Board
Water relative to Public Water District No. 2 construction of a 12" water .,
District main crossing Hough Park. Council decision is necessary for the I
No. 2. Mayor to sign easement.
Councilman Seaman moved that the Mayor be authorized to sign
easement. The motion passed.

Mayor Christy stated that he had not signed the contract with "Contract
Harland Bartholomew and Associates due to the fact that it was withal with
the City in the amount of $4800. According to the Finance Committe 'Harland
jreport presented at the December 6th Council meeting, the County i'Bartholomew
was supposed to pay $2400. ! &
In regard to a recent editorial relative to a City Charter, he is {Associates .
personally in favor of a Charter, but has worked hard for two-mile
zoning. The Council should give serious study before next Council ji
meeting as to their decision, because we cannot have both two-mile
zoning and a Charter.

Councilman Scrivner, Chairman of the Street Committee, presented t

Meeting was called to order by Chairman Scrivner at 7: 00 P.M. iReport
Present were Councilmen Scrivner, Riner, Seaman, Wells and Strong.
Othetspresent were Ed Rackers and Margaret Taylor of the Press .
Item I - Sewer District 117.
Mr. Rackers explained that 22 residents had signed petitions
asking that Sewer District 117 be developed. 13 persons had signed
petitions in opposition - 4 have signed both for and against.
Motion made by Councilman Seaman, seconded and passed, that
the property owners be asked to come to meeting in January at which ��
time the matter will be reviewed. Action will follow this meeting ,
Item II - Roadway problem on Southwest Boulevard.
Mr. Leonard McKinney requested curb and gutter with guard
rails in the 1000 and 1100 blocks of Southwest Boulevard. There
seems to be a traffic hazard area since it is at the base of the Ij
hill.
A motion was made, seconded and passed, that owner Sheldon
Gentry be contacted by Mr. Rackers and asked to complete the curbi�l
on the west side within the next sixty days if possible, then plan
to complete the east side in the spring.
Item III. Maintenance of sewers . Repair of sewer leaks .
Mr. Rackers stated that we needed considerable sewer inspection,,
'land repair. To do a good ,job of inspection he recommends that the i
, City consider purchasing a mobile T V sewer inspection and re air
unit at an approximate cost of $27 ,000.00 with the equipment �eing
financed from the Sewer Bond money.
Motion made, seconded and passed, that Mr. Rackers be asked to
see what the various companies had to offer and that the various !
types and costs be reviewed by the Council. i!

Councilman Nacy, Chairman of the Public Utilities Committee, Public

Committee
The Public Utilities Committee of the City Council recommends the Report
following:
1. Install 6800 lumen mercury vapor light on the north side of the
cul de sac on the existing pole at the end of Red Wing Drive.

1) The Commission referred the question of parking restrictions at

2) The Commission recommended that the 4-way flasher be reinstallec
at the McCarty Street-Lafayette Street intersection.

The following items were discussed and recommendations are as

J1. Request of Goldie E. Bales to rezone lot 13 of West Douglas '
Place from "A-l" zone to "D" multiple dwelling. Property is
located on northeast corner of Douglas and West Main Street.

Commission !j2. Request from Major Brothers (Robert and Keith) to rezone

Recommend the entire half block along the north side of the 200
block of East Atchison Street between Broadway Street and Washington'

rezoned to "D" Multiple Dwelling.
3. Request of Richard Groner to rezone three parcels of land j
located in the Schott tract which is located along Highway 50
in the east part of the City. (See City Engineer for plat -
description of individual parcels and zoning designations are i
enclosed.
Recommend that the request be granted.
4. Request of G. L. Alberts to accept preliminary plat of the
G.L. Alberts Subdivision which is to be located along
Idlewood Road.
Recommend that the plat be referred to the City Engineer and that
he confer with the owner and developer of the proposed subdivision
,;concerning necessary changes, deletions , additions , exit and
,entrance roads . Ii
;Recommend that preliminary plat be approved after all such
recommendations are shown on plat,
Further recommend that final plat be approved after the City f
Engineer and Chairman of the Planning and Zoning Commission agree I
to such approval and have signed letter addressed to the City
Council that final plat is acceptable.

Councilman Scrivner asked that Item No, 3 be clarified, since !j
residents in the area were protesting a trailer court. Since no once
could give him any definite information, he moved that the report b
japproved, with the exception of Item No. 3 . The motion passed.
Councilman Riner stated that he would call Mr. Groner and find out
`how the rezoned land would be used.
Dick Groner then appeared and reassured the Council that the land
"mould not be used for a trailer court, since he would need a
I1special permit, which he does not have.
Councilman Riner then moved that Item No. 3 be approved. The motion
