Crewz City Hall Building, City of Jefferson, Jefferson City, Mo. :Honorable Mayor Christy: After much thought and due consideration, I find it is necessary for ':me to resign my membership on the Jefferson City Parking and Traffic !:Commission. I wish for this to become effective January 1 1971. I regret having to make this decision since it has been a pleasure jand a most valuable experience. Health Councilman Riner, Chairman of the Public Health Committee, presence Committee J�the name of Lloyd Landrum, 1023 Buena Vista, Jefferson City, Report Vissouri, for the position of Animal Control Officer, to replace �rvi e Roark, retired. Councilman Riner moved that the appointment be approved. The motior passed. Councilman Strong introduced the following Resolution: i esolution S� lood WHEREAS, the City of Jefferson City, Missouri, under the Insurance provisions of Chapter 89, MISSOURI REVISED STATUTES, had the 1 authority to re ulate and restrict the construction of buildings and the use of land within its ,jurisdiction, for the purpose of romoting health, safety, morals, or general welfare of the ! ommunity; and WHEREAS, the Community is increasingly subject to development due to continuous City growth and the resultant land need for its y industrial, commercial, residential, and recreation expansion; and j WHEREAS, certain developed and open-space areas within the �I ,jurisdiction of the City are subject to periodic flooding with I! associated loss to individuals property owners and subsequently to the Community; and ! WHEREAS, the City Council recognizes the potential for elimin- ating or reducing future loss or damage to property within these flood prone areas through application of land use and building regulations, NOW THEREFORE BE IT RESOLVED, the City Council will: I. Recognize and duly evaluate flood hazards in all official actions relating to land use in the flood plain areas having special flood hazards; II. Will enact by December 31, 1971, and maintain in force for i areas having special flood hazards , adequate land use and co ntrol measure with effective enforcement provisions consistent with the criteria established by the FEDERAL INSURANCE ADMINISTRATION Of the U. S. DEPARTME14T OF HOUSING and URBAN DEVELOPMENT; III. Will take such other official action as may be reasonably necessary to carry out the objectives of the adopted Flood Plain regulatory program including: A. Assisting in the delineation of limits of the Flood Plain on available local maps of sufficient scale to identify the location of building sites; B. Furnishing to all interested parties as may be requested information concerning new or substantially improved structures within the flood hazard area; and C. Cooperation with other governmental agencies in studying, surveying, mapping and identifying flood prone areas and cooperating with neighboring ,jurisdictions in order to prevent aggravation of the flood problem in adjoining flood plains. IV. And will designate the Planning & Zoning Commission of Jefferson City, Missouri, as the authority responsible for implementing the commitment made herein; and BE IT FURTHER RESOLVED, that the City Council, acting for and in behalf of the City of Jefferson, respectfully requests that FLOOD INSURANCE be made available to those owners of existing property and to small businesses located within flood prone areas of the City, under the provisions of the National Flood Insurance Act of 1968 (Title XIII of the Housing and Development Act of 1968, 2 U.S.C. 4001-4127) , as amended. Submitted: Fifth Ward Councilman Mayor Approved Attest City Clerk Councilman Strong then moved that the Resolution be adopted and the necessary ordinance prepared, Resolution Councilmen Riner and Wildhaber questioned Councilman Strong in regard to the criteria established by the Federal Insurance Adminis Flood tration of the U.S.Department of housing and Urban Development. Insurance Councilman Strong introduced J. Lee Deatley, Planning Coordinator, Water Resources Board, who explained various phases of the program. He stated that it would be full planning with the Corps of Engineer to identify the flood hazard area for future development. This is an interim program to allow people in flood plain areas to purchase flood insurance. Councilman Wells suggested that the Resolution be assigned to an appropriate committee to meet with the Planning and Zoning Commis- sion and the Housing Authority to report back to the Council at its next meeting. Councilman Hager moved that the Mayor appoint a committee to study the Resolution with the Planning and Zoning Commission and the Housing Authority and report back at the next Council meeting. The motion passed. ayor Christy appointed Councilmen Wells, Nacy, Strong and ildhaber to make the study of the Resolution. City- Mayor Christy requested that Councilman Nacy, Chairman of the City- State State Relations Committee, contact our local representative, Mr. elations Graham, requesting him to introduce a Bill which would allow Committe0authority of zoning within a two mile radius of city limits . - r r + + r - r - r r r Chamber ouncilman Hager moved that the City pay their proportionate share of 3f $350.00 with the Chamber of Commerce to order an additional Commerce 25,000 city maps. Maps. ouncilman Riner asked for a roll-call vote.
