Sam Cook, Chairman of-the-Greater-Jefferson City Committee,
; explained the Bill on creating and establishing a Commission on
Commission ( Environmental Quality for the City of Jefferson City, Missouri,
on };establishing membership thereof, providing for the appointment and
Environ- ;; terms of members, the jurisdiction, power and duties thereof, and
mental {1the budget and staff of said Commission, which had been drafted by
Quality. (, the Committee on Sight Pollution, headed by Bud Jackson, and
recommended by Harland and Bartholomew and Associates .
The Bill was held over to be prepared in the proper form.
Dave Brydon, Chairman of Historic Preservation Committee, Cole
County Historical Society, Mrs . George Rozier, Chairman of Lohman'a
Landing Committee, and Mr. Gerhardt Kramer, State Preservation
Director, AIA, appeared on behalf of the Cole County Historical
Society requesting aid from the City in the preservation of
Lohman s Landing.
Mr. Brydon presented the following Resolution:
WHEREAS, the State of Missouri proposes to raze the Lohman 's
l.Landing building and eliminate it forever; and
I WHEREAS, the said Lohman's Landing building was erected in 183
�1! shortly after Jefferson City's incorporation, and is the oldest
ihistoric structure in Jefferson City, Missouri; and
WHEREAS , virtually all of the settlers and the goods of
jjcommerce that made Jefferson City the great city that it is passed
( through the Lohman 's Landin ► building from the time of its erection
Lohman's ! until the railroads gradualy replaced steamboat traffic on the
Landing. Missouri River and, as such, Lohman 's Landing building has stood as '
� a witness to the entire development of Jefferson City; and I
WHEREAS, Lohman's Landing building served the inhabitants of
this area as a port of entry, general mercantile store, inn and
hotel, warehouse and center of commercial life; and
WHEREAS, this building is structurally sound and is the last
outstanding representation of its construction and architecture
prevalent along the Missouri River in the early 1800 's and, though
it is not endowed with the aesthetic beauty of our Capitol, it does
exemplify the best our forefathers were able to do in a pioneer
community one hundred and thirty-six years ago; and
WHEREAS , Lohman's Landing building stands as the last historic
building marking Jefferson City's pioneer days, and its destruction
would leave this city without a single historic landmark of
meaningful significance; and
WHEREAS, Jefferson City employed Harland Bartholomew and
Associates to guide it in planning its development after which two
years of investigation and study was made by Harland Bartholomew
and Associates in developing a plan for Jefferson City, and part of
which is published as a separate document entitled RIVERFRONT
DEVELOPMENT PLAN AND HISTORIC PRESERVATION PLAN, in which it was
pointed out that the Lohman's Landing building is presently owned
by theState of Missouri and is in almost the same condition as it
was in the 1850's with the only major losses being the chimneys and
the exterior wood balconies and, it was also pointed out, that it
is probably not only the oldest building in Jefferson City, but one
of the few remaining links with the past and should be preserved
and made a part of the Riverfront Development Plan, not only as a `
most important link with the past, but as a part of the Riverfront
Development Plan encompassing the State Capitol Complex; and
WHEREAS, this building should be saved and restored, if at all
possible, and it is the sense of the City Council of Jefferson City
that everything be done within the financial means and limitations
of the City to preserve it, and, in cooperation with numerous
individuals and organizations who have manifested great interest in
the project, to restore and revitalize the building and make it an
integral part of Jefferson City life and activities ; and

WHEREAS, the City Council took action sometime ago to the end
that the City give consideration to acquiring Lohman's Landing
building, Jefferson City's most historic building, and it now
appears that the building and some land surrounding it may be
acquired and our most important like with the past may be preserved
NOW, THEREFORE, BE IT RESOLVED that the Mayor with Auch
assistance as he may chose is hereby authorized, empowered and
directed to contact on behalf of the City of Jefferson, the Board
of Public Buildings and the General Assembly of Missouri now in
session with the request that Lohman's Landing building and some
land surrounding it be either conveyed to the City of Jefferson or
leased by the State of Missouri to the City for a nominal rental,
and that the Mayor with such assistance as he may choose is hereby
directed to pursue this request for the preservation of Lohman's
Landing building to the best of his ability.

Appointment Councilman Scrivner moved that the appointment be approved. The

Water not having any member of Mrs. Petty's English Class at the Public

ing was called to order by Ken Wildhaber, Chairman, Fire Committee,
with the following persons in attendance.

Chairman Wildhaber explained that the purpose of the meeting
was to deal with a telephone change over corning soon, The follow-
ing back round was given:
In f956 the Jefferson City Fire Department was assigned
Number 118. The telephone company is starting to install, new
equipment and some new systems . By this fall direct long distance
dialing will be in operation. This means that the digit 1 when
dialed first will automatically connect the caller to long distance.
Since this is the universal system in use, Jefferson City should
follow the system.
Accordingly, 118 must be dropped, The telephone company has
suggested that instead of separate police and fire numbers, an
emergency number be used which would go to a central dispatcher,
ho in turn would relay the call to fire or police as needed. This
is also a growing trend in cities . The generally accepted E �RGEN(X
UMBER nationwide is 911, although it is not in use in all areas as
et.
It was felt that by September 1971 the 911 emergency number
ould be in operation in Jefferson City. In the meantime, a new
!number is assigned to the Fire Department. This will be 635-0191
(with a backup line, 635-0192) . This will be used until the 911
rogram is completed.
Currently the central telephone operator interupts all fire
ells (118) to determine that they are legitimate fire calls , not
rank calls, wrong numbers or malfunctions in the equipment. These
re quite numerous at times. Otherwise, all fire stations may be
alerted in the middle of the night without cause.
The decision to be made is, WHERE DOES THE COUNCIL WANT THE
ISPATCH CENTER TO BE, assuming that we might as well unify the
police and fire calls at a central point in preparation for the
acceptance this Fall of the 911 emergency call system?
A motion was made by Mr. Strong, seconded by Mr. Iuen, that it
e placed in the Police Department headquarters and that Chief Short
e authorized to secure additional personnel to provide service on
round-the-clock basis. Motion passed.

The regular monthly meeting of the Jefferson City Planning and,;Commission
Zoning Commission met at 7: 30 p.m. February 11, 1971 in the Board ; Report
Room of the Chamber of Commerce.
The following items were discussed and the Commission
recommendations are as follows :
1. Request Capital City Water Company to rezone land owned
by them at the northwest corner of High and Fulkerson �I
Street from C-Multiple Dwelling to D-Multiple Dwelling.
Above land described as Inlots 263 and 264 . 209 ft. on
W. High St. and 19819" along Fulkerson Street. Purpose ,
of re-zoning is for erection of Water Company Office j
Building. I
Recommend that the request be granted.
2. Request of Capital City Water Company for Special Permit
to erect a 1,000,000 gallong water tank along with
accessory buildings on area measuring 135 ' x 150 ' which is �
known at the NeUtzler property same being located in the ;
Sunset Lake area near the northwest corner. of Southwest li
Blvd. and Route C .

Recommend that the request be granted. �
3. Requ exit of Harold and l'velyn Pahmeier of 219 Schumate
Chapel Road to rezone 8 acres of land from A-1 to E.Local
Commercial for the purpose of erecting an enclosed dog !
kennel building. Land is located near the intersection of ':
N. Ten Mile Drive and Schumate Chapel Road. `
Request 30 day extension on this request as the petitioners !!
did not appear at the hearing.
4. Request of Leland Fischer to approve preliminary plat of
Leslie Acres Subdivision which is located near the inter-
section of Leslie Blvd. and Chestnut Street .
Recommend that the preliminary plat be accepted.
5. Request of J. Raymond Brummet to rezone the lower portion
of the Eileen Weinstein tract from its present residential
use designated to an industrial zone thereby making the
entire tract of approximately 40 acres come under one
zoning ordinance. location - Industrial Drive at Highway
179. The legal description of the entire tract along with
the proposed zoning designation is filed with the City !
engineers office.
Recommend that the request be granted thereby causing the
entire tract to be zoned the same as the portion of the tract
fronting on Industrial Drive.

ing installations in accordance with recommendations presented to
the City Council by its Committee on Public Utilities and adopted

(The following Resolution was presented to the Council: Resolution
Declaring
WHEREAS, Section 10. 130 of Ordinance Number 7593 of the City candidacy
of Jefferson, Missouri, requires that a primary election be held on for
the second Tuesday of March of each year; and ,political
WHEREAS, the second Tuesday of March in 1971 falls on (office.
March 9, 1971; and
WHEREAS, Section 10.150 of said ordinance requires that all
declarations for candidacy for any City office must be filed with
the City Clerk no later than 5:00 p.m. of the third Monday of the
month preceding the month in which the primary election is to be

WHEREAS, under the terms of the aforementioned section, all
declarations of candidacy for the primary election to be held on
March 9, 1971, are required to be filed by 5:00 P.M. on Monday,
February 15, 1971; and
WHEREAS, Section 10. 160 of said ordinance provides for a
canvass of the declarations of candidacy and the adoption of
resolutions reclaring unopposed candidates for City office, other
than to membership to a City Committee, as the nominee of their
party to the office declared for, and declaring unopposed candi-
dates to membership to a City Committee to be elected to membership
Ion the City Committee of their political party; and
WHEREAS, the City Council has convened at 8:00 P.M. on
February 15, 1971, to canvass all declarations of candidacy; and
WHEREAS, from its canvass the City Council finds that each I
person whose name appears on Appendix 'A" attached hereto is the
;only person who filed a declaration of candidacy for nomination to
the political office on behalf of the political party shown on the
Appendix; and
WHEREAS, from its canvass, the City Council finds that each

MISSOURI, AS FOLLOWS:
That each person whose name apppears on Appendix "A", attached
to this Resolution, is declared to be the candidate of the politics
party appearing above his or her name at the top of Appendix "A"
for the political office named at the side of the candidate's name.
RESOLVED FURTHER, that each person whose name appears on said
Appendix "A" is hereby declared to be nominated by his political
party to the office declared for by such person.
RESOLVED FURTHER, that each person whose name appears on
Appendix "B", attached to this Resolution, as a candidate to the
City Committee of the political party appearing above his or her
name, is hereby declared to have been elected by said political
party to the City Committee of that party, as the Committeeman or
Committeewoman from the precinct and/or ward of the City appearing
at the side of the name of such person.
RESOLVED FURTHER, that the Clerk of Jefferson City, Missouri,
cause a copy of this resolution to be published in the Daily
Capital News and the Post Tribune within five days from the
adoption of this Resolution.

RESOLUTION AUTHORIZING THE ACCEPTANCE OF FIRST AMENDMENT TO GRANT
AGREEMENT, CONTRACT NO. FA3-1100, RELATING TO THE DEVELOPMENT OF
THE JEFFERSON CITY MEMORIAL AIRPORT, JEFFERSON CITY, MISSOURI.
BE IT RESOLVED By the Governing Body of the City of Jefferson City,
Missouri.
Section 1. That the City of Jefferson City, Missouri, shall
enter into an agreement entitled First Amendment to Grant Agreement
with the United States for the purpose of amending the Grant Agree-
ment between the Federal Aviation Administration, acting for and on
behalf of the United States, and the City of Jefferson City,
Missouri accepted by said City of Jefferson City, Missouri, on
May 22, 1961;
Section 2. That the purpose of said First Amendment to Grant
Agreement is to increase the amount of Federal funds from
$11,353.00 to $12,443. 75;
Section 3. That the Mayor is hereby authorized and directed
to execute said First Amendment to Grant Agreement on behalf of the
City of Jefferson City, Missouri, and that the City Clerk is hereby
authorized and directed to impress the official seal of said City
of Jefferson City, Missouri, and to attest to said execution;
Section 4. That the First Amendment to Grant Agreement
referred to hereinabove shall be as follows:

iAMENDMENT NO. 1 TO GRANT AGREEMENT FOR PROJECT NO. 9-23-014-6104
WHEREAS, the Federal Aviation Administration (hereinafter
referred to as the "FAA") has determined it to be in the interest
lof the United States that the Grant Agreement between the FAA, act- ,
ing for and on behalf of the United States, and the City of Jeffer-
son City, Missouri, (hereinafter referred to as the "Sponsor") ,
accepted by said Sponsor on the 22nd day of May, 1961, be amended
as hereinafter provided.
NOW THEREFORE, WITNESSETH:
That in consideration of the benefits to accrue to the parties
thereto, the FAA on behalf of the United States, on the one part,
,and the Sponsor, on the other part, do hereby mutually agree that
the maximum amount of the obligation of the United States as set
forth in paragraph 1 of the terms and conditions of the Grant
(Agreement between the United States and the Sponsor, accepted by
said Sponsor on the 22nd day of May, 1961, relating to Jefferson
City Memorial Airport Project No. 9-23-014-6104, is hereby
increased from $11, 355 .00 to $12,443. 75
IN WITNESS WHEREOF, the parties hereto have caused this Amend-

of February, 1971.

Dear Mayor Christy:
As you may recall, the proposed - improvement of Route C between
Southwest Boulevard and Route CC is - scheduled for letting in July
of this year. We feel this project would be very beneficial to the
City of Jefferson and would like to let the contract covering this
work on schedule.
, Before we 'can 'proceed, we must have the completed Urban Agree-
ment . forms which were sent to Mr. Rackers on May 6, 1969. Although
we understand the problem which hda caused the City to delay the
execution of the agreement, we cannot proceed until these forms are
in our hands.
The money which the City may be called upon to spend for the
relocation of utilities within the urban portion of the right-of-
way will be returned many times over in the benefits derived from
the State financed construction. If the project is delayed, the
cost to both City and State will be increased as the result of
spiralling costs. .
The matter is in your hands . If we do not receive the
completed agreements within the next 90 days, we will be forced to
remove the project from the July letting schedule. If you desire
any additional information, please contact us at once. ' Your past
efforts to find a solution to this' problem are sincerely appreciated .

Councilman Borggmmeyer moved that the ,Director of Public Works obtain
estimates on the Cityy's share of the cost of moving the utilities
and that the matter be referred • to• the Committee-of-the-Whore with
representatives of the Utility Companies and the Missouri State
Highway -Commission. The motion passed.
Councilman Wildhaber referred a proposal for hospitalization for Finance
City Employees to the Finance Committee, ommittee
