Charles W. Morris , owner of-a-trailer-court , located on Schumate Fire
Chapel Road, spoke in regard to fire protection for persons living ';Protection
(outside of the city limits . He suggested that outlying arenas pay

Councilman Riner moved that the voting places be approved. The

Primary Councilman Wildhaber moved that they be approved. The motion

Councilman Kliegel, Chairman-of the Finance Committee, reported
Finance that his Committee met at 7:00 p.m. , March 1, 1971, with all member
Committee present, except Councilman Wells . A motion was made by Councilman
Report Nacy, seconded by Councilman Riner, that the salary of the Police
Judge be increased from $380.00 per month to $450.00 per month.
Motion passed. The Health Insurance Plan for City Employees was
referred to a sub-committee composed of Councilmen Wildhaber,
Borgmeyer and Nacy.
Councilman Kliegel moved that the report be approved. The motion
passed.

Councilman Scrivner, Chairman of the Police Department Committee,
presented the following report:

The Police Department Committee met at 8:00 p.m. , February 22nd,
with Councilmen Scrivner, Wells and Riner present.
The meeting was held to consider the bids which were received iPolice

2. Install 6800 lumen mercury vapor light on Hill View Drive as
requested by the developer.

Accepted the low bid on fire hose. Low bidder Central Fira and
Police Supply, Shawnee Mission, Kansas .
Recommend that Chief Willmeno salary be increased to $9,400.00
March 1, 1971.
Recommend that the salary of the promoted personnel be increasedll
to the salary in the new position which is immediately higher than i

Councilman Hager, Chairman of the Building and Grounds Committee, Building
again requested that the gate at the rock quarry located on Bald � and
Hill Road be locked so that trash and garbage could mt be dumped. ,Grounds

to sell at this time.

Councilman Nacy, Chairman of the City-State Relations Committee, City-
reported that Senator Avery had introduced a Bill whereby the City (State
could purchase or rent the Lohman's Landing Property. Relations

The following report of the Parking and Traffic Commission was
presented to the Council:
Meeting s held February 16, 1971, with all members present except
Councilman Scrivner with an excused absence and Jim Whaley. Also
present was Mr. Ed Mulcahay Traffic Engineer. Parking
The Commission makes the following ecommendations: and
1) That the Missouri Power & Light Co. be requested to move the Traffic
utility pole on Dix Road just north of Industrial Drive due Commission
to a traffic safety hazard. Report
2) The Commission analyzed the traffic count at the Jefferson
Street-Capitol Avenue intersection and recommends that the
Jefferson Street, Madison Street and Monroe Street intersection
on East Capitol be signalized under the TOPICS program or underl
the Urban Renewal Progress Project if eligible.
3) That the request for traffic controls at Gardenview and Ihler
and the Ihler-Lola intersections be held over for an accident
investigation by the Police Department.
4) That parking meters be installed on the south side of the
400 block of East High Street.
5) That parking be prohibited in front of the drive-in bank
facility on West Dunklin Street to improve sight distance

CITY OF JEFFERSON
AND THE
COUNTY OF COLE, MISSOURI.
CREATING THE JEFFERSON CITY-COLE COUNTY
COMMISSION ON DRUG USAGE.
WHEREAS, the use of drugs is becoming increasingly a matter ofl
national state and local concern; and

WHEREAS, many interested and concerned groups and individuals
in Jefferson City and Cole County have met to discuss the problems
resulting from drug usage; and
WHEREAS, the solution to the problems will require the cooper-
ation and concerted efforts not only of the local government and
the public and parochial schools, but all citizens, interested
groups, and civic organizations.
Now Therefore, BE IT RESOLVED BY the City of Jefferson and
The County of Cole, that

There is hereby created and established the "Jefferson City- Commission
Cole County Commission on Drug Usage". The Commission shall be on

by the Prosecuting Attorney.
3. A representative from the Jefferson Cityy Police
Department, which representative shall be
designated by the Chief of Police.
4. A representative from the Cale County Sheriff's
Department, which representative shall be
designated by the Sheriff.
5. A representative from the Juvenile Court for Cole
County, which representative shall be designated
by the Circuit Judge.
6. A representative from the Jefferson Cityy Health
Department, which representative shall be
designated by the Health Officer.
7. A representative from the Cole County Nurse 's
Office, which representative shall be designated
by the County Nurse.
8. A representative from Lincoln University, which
representative shall be designated by the President.
9. Various representatives of the Board of Education
as may be designated from time to time by the
Superintendent of Schools .
10. A representative from the Jefferson City
Ministerial Alliance.
11. Various representatives of the City of Jefferson as
may from time to time be designated by the .Mayor.
12. Various representatives of the County of Cole as may
from time to time be designated by the Presidoing Judge.
13. Various representatives of the Service Clubs of
Jefferson City.
k. The Jefferson City-Cole County Commission on Drug Usage is
irected to study the problems of drug usage, and the abuse thereof,
specially in respect to its effects on the lives and well-being of
he citizens of the City and County, and recommend solutions to the
roblems to the City Council and the County Court. In the course
f its proceedings, the Commission is requested:
1. To carry on preventative community educational
programs by deseminating factual and obi ective
information concerning dr g abuse to you— 1"�;
parents, and citizens of the City and County.

2. To collect such authoritative sources of information
concerning the use, handling and effects of various
drugs as may be available; and
3. To obtain such information and statistics concerning
and problems arising from the misuse of drugs as may
be available, from various federal, state and local
governmental authorities, organizations which may be
concerned with such misuse of drugs, and such other
sources of information as the Commission shall
determine necessary and proper; and
4. To review, evaluate and determine the relationship
of existing laws and existing regulatory devices
and methodology pertaining to problems concerning
misuse of drugs, especially by young people; and
5. To recommend such action as should be taken by the
City and County in initiating programs designed to
curb misuse of drugs, as well as rehabilitative
treatment for those who may have been affected by
such misuse.
B. The Jefferson City-Cole County Commission on Drug Usage shall
render a report on the above matters to the City Council and the
Cole County Court on or before the 1st day of September, 1971,
unless it can responsibly be reported at an earlier date,
BE IT FURTHER RESOLVED by the City Council and the County
Court that each and every agency, officer and employee of each of
the respective political sub-divisions ,joined in this Resolution,
shall cooperate to the fullest extent with the Jefferson City-Cole
,l County Commission on Drug Usage to accomplish that which is

Sec. 1297 Councilman Strong advised the Council that the opinion rendered by
Revised I the City Attorney in re and to Section 1297, Revised Ordinances of
Ordinances the City of Jefferson 1956, is that the section is unconstitutional
1956. Councilman Scrivner Mien moved that the Prosecuting Attorney ask
for an opinion of the section from the Attorney General. The
otion passed.
William Marsh, representing local barbers, requested a hearing
from their group before change is made in Section 1297.

Street Broadway, to bring the east-west alley up to standard and made
