Approval The minutes of the meetings of February 22nd and March 1st were of approved as received. Minutes A public hearing was held in regard to the rezoning of land located at the northwest corner of High and Fulkerson Streets from "C" Public Multiple Dwelling to "D" Multiple Dwelling, for the construction of Hearing an office building for the' Capital City Water Company. There was no opposition. A public hearing was held to grant a special permit to the Capital Public City Water Company to construct a 1,000,000 gallon water tank along earing with accessory buildings on property located near the northwest corner of Southwest Blvd. , and Route "C", known as the Neutzler property. There was no opposition. A public hearing was held in regard-to the rezoning of property Public located 800 feet south of intersection of Industrial Drive and Hearing Highway 179, known as the Har,jo property, From residential to industrial. There was no opposition. Motion passed. ! ;Councilman Scrivner, Chairman of the Street Committee, presented the following report : Meeting of the Street Committee - 3/15/71 M©acing called to order by Chairman Scrivner at 7:00 P.M. Present ' ! also were Councilmen Riner and Wells . :: 1. Permission was granted to 7-up Bottling Co. , to construct a Street ,i 40' driveway at their proposed warehouse construction sight on South 10 mile drive. Committee ('2 . A petition was read from residents of Hillview Drive, City View e ` p Drive area, requesting the formation of a sewer district to serve streets in that area. The formation of a sewer district was approved, subject to the regular steps necessary to the ! formation of a district. 3. The request for permission to construct a sewer from the new Public Library to Capitol Avenue was discussed. The request is for permission to construct a sewer thru a private alley. This will require a condemnation suit by the City in order to provide an easement necessary to give right of way. Members of the Street Committee do not believe this decision to ! be within their ,jurisdiction. Due to lack of availabla inform- ation on the background of the problem it was approved that Attorney Hawkins and other interested parties be asked to appear before the next meeting of the Committee, April 5th, at 7:00 P.M. At this time various viewpoints can be heard and the;, problem presented. If necessary, it can then be presented to �! the Council. 4. The problem of blocking the alley at 314 E. Ashley Street was discussed. The city street is being blocked by local residents and prohibits traffic . It will be brought u to the Council with recommendation that the matter be brought to the Police Department 's attention. 5. Lab. Technician at Sewer Department needed. Ed Rackers cited the need for a lab technician at the Sewage Plant, plus some { clerical help for their area. He submitted the name of Stephen Fisher of Greenberry Road and explained that the State Government and Federal government was getting rather critical of the fact that we do not have a man making tests as per the agreements. We must soon start keeping records on the plant operation in order to meet Federal demands. He answered an ad for full time employment in September and later answered an ad for part time help. Install 6800 lumen mercury vapor light at 1610 Sunset Lake Road�i 2. Install 6800 lumen mercury vapor light in the middle of the j 100 block of West Atchison. 3. Also present was Mr. Jim Folk, Traffic Studies Engineer at District 5, Missouri iState Highway Commission. i The Commission makes the following recommendations : (�arking 1) The Commission discussed the pedestrian signal lights on i` and Business 50 East and West and requested the Highway Commission ,tr affic standarize the signals at the same time the City's school Commission pedestrian signals are standarized -- scheduled for theteport summer months . , 2) The Commission recommends that parking be prohibited on both sides of Oak Street due to inadequate access for fire and garbage trucks . The Commission denied the request for traffic control devices at Gardenview and Ihler and at Lola and Ihler due to extremely low traffic volumes and accident experience. The Commission held over for further study the request for restricted parking on east side of Southwest Boulevard at Sun Valley Drive. The Commission recommended that No-Parrkiip signs be installed on the north side of Industrial Drive at the Argonne intersection under provisions of existing ordinances . The Commission recommends that Hough Park Road be designated as a thru roadway for the purpose of erecting stop signs on the intersecting streets . The Commission recommended that the proposal (copy attached) for the traffic safety study be accepted pending approval ocf funding under provisions of the National Highway Safety Act. The motion passed. 30,,q The following report of the Parking Authority Commission was submitted to the Council: Meeting was held Wednesday, March 10, 1971, 7:45 a.m. , with all members present. Also present were Mr. Ted Herron of the Housing Authority and Mr. Roger Verslues of the Public Works Department. The Authority took the following action: 1) The Authority approved the proposed landscaping plan for the walkway to High Street from the parking lot in the 200 block of E. High and Mr. Herron is to present the plan to the Housing i Parking �I Authority Commissioners for their approval. Authority �2) The Authority recommended proceeding with drawing up landscap- Report ;, ing plane for the parking lot in the 200 block East High Street ! � 3) The Authority set the starting salary at $450 per month for they ; meter clerks to be employed by the Parking Authorityy. Appli- cants will be interviewed and recommendations will be made to the City Council for the employees selected. 'I 14) The Authority recommended advertising for bids for the parking !� meter maintenance room to be constructed at the Parking Garage. 1 +�5) It was recommended that the Chairman of the Parking Authority re-negotiate the contract with the Housing Authorityy relating !� to the leasing and rental of parking lots acquired by the Housing Authority. �6) The Authority recommended accepting the low bid of $770 from Prost Construction Company for the construction of a concrete stairway leading to the alley from the parking lot located t behind the Episcopal Church on East High Street. Dear Mr. Strong: �I 'm convinced that you are aware of the asset Lincoln University is to our community. For years it has provided a great amount of revenue to the city, and has educated many of our youth who would have otherwise gone lacking had it not been for Lincoln. 1, Our� office is involved in a public awareness program in terms of the community. We feel that many people in the city fail to i Irealize haw much the school has contributed to a finer Jefferson j City. I would appreciate your opinion concerning a picture of Young Hall, , the University Administration Building, on city automobile stickers for next year. We feel this would be another method by which } Lincoln could get closer to the community, and the community, in turn, could identify somewhat with the school. Regular Council MeatIng. Councilman Hager moved that the picture of the Capital Building be left on the 'City' Sticker and that "Home of Lincoln University" be placed at the bottom of the sticker. The motion was seconded by City Councilman Wells. Stickers Councilman lac, stated that he would prefer to see the Lincoln University Mall on sticker this year. Councilman Riner offered the following substitute motion: That the Lincoln University guilding be on sticker this year with other interesting city buildings the following years. The substitute motion failed to pass by the following vote: Councilman voting Aye: Nacy Riner and Strong. Councilmen voting Nay: Borgmeyer, Hager, luen, Kliegel, Scrivder, Wells and Wildhaber.
