Ed Rackers , Director of Public Works, stated that it was a joint ; decision between his Department and Horner and Shifrin to use this ;! type of sewer pipe since Flextran is more infiltration proof. ii Councilman Bor meyer moved that bids be resubmitted - one for I, Flextran and the other for clay. !' Councilman Wells , Chairman of the Annexation Committee , prevented the following report: ;'Annexation Commmittee The Annexation Committee met at 12 :oo moon at Oscar's Steakhouse onii Report March 26, 1971. Present were: J. Delbert Wells , Chairman, Kenneth , Wildhaber, Vice Chairman, Ed Kliegel, Robert Hawkins , Attorney, lid Rackers, Director of Public Works . Two items of concern were discussed: iI A. Annexation suit including the Westinghouse Plant area. Attorney Hawkins stated that the case was in the Kansas City Court of Appeals and that the appellate brief was due on April 23 or 24 with our defense brief being due 30 days later. No more evidence is needed and the Court will notify the city when to appear after the judges have had sufficient time to review the briefs . It is the opinion of this Committee that if the appellate court action is not challenged further by the opposition, the city should move rather rapidly in holding an election in order to complete the annexation process . B. Annexation concerning other area adjacent to the North. The Chairman stated that the resolution for annexing additional are north of the Katy railroad tracks should possibly be reviewed in light of the further actions to incorporate Holts Summit and the effort currently being made to establish a fire district in that area. Both actions may be prejudicial to the annexation proposal as filed. Mr. Rackers advised that Callaway County Court would probably rule on the incorporation status of Holts Summit within a week. In view of this, it was felt that our action should be consistent with the results since we do not oppose their incorpor- ation, but do feel that developments along the highways, whether residential or commercial, will be primarily Jefferson City oriented. Regular Cq Councilman Wildhaber, Chairman of the Committee of the Whole, presented the following report: Committee j COMMITTEE OF THE WHOLE - March 29, 1971. of the Whole Chairman Wildhaber called the meeting to order at 10:00 p.m. Report ' in order to consider approving funds for the improvement of lHighway C, that portion within Jefferson City city limits. Following discussion a motion was made, seconded and passed that this Committee recommend the allocation of approximately i 1 $32,000 to pay the city's share for moving the utilities on Route IC within the citg limits.
