A quorum was declared present. Approval The minutes of the meetings of April 21st and April 27th were of i�approved as received. Minutes 41Judgesand Clerks were submitted to the Council for approval for the Judges ;iSpecial City Election to be held May 12, 1970. and ilCouncilman Borgmeyer moved that the Judges and Clerks be approved. Clerks +The motion passed. Voting j!Voting places for the Special City Election were submitted to the Places `.ICouncil by the Chief of Police. Special lCouncilman Strong moved that the voting places be approved. The City I!motion passed. Election , Councilman Strong presented the following communication to the Council: Dear Sir: I live at 1923 Green Meadow drive since 1957. I recently or d at the election held on April 7 1970 5th ward 5th precinct. I am not very well informed about wards and precinct and how they are formed but there is one thing that really stuck out like a sore ,,thumb.,t there were 93 people voted at the voting place and one absent T making a total of 94 votes cast, there are 160 registered �according to the county clerk count. The part that is really }amazing is the cost per vote cast. The cost of workers & other expense holding the election is approximately $170.00. Based on the number of votes cast and the cost, it makes every vote cost bout $1.81 each, which to me seems way out of reason. It is my underatanding that this is not an isolated case in the city. It seems to me that maybe there should be some study and See if some of these smaller precincts could be absorbed or the �waards be rearranged and cut these costs. Dallmeyer, Jr. , Vice President Dr. Pepper Bottling Company, Business equested a refund on the unused portion of their 1970 business License icense due to the sale of their business as of May 1, 1970, in the mount of $66.66. ouncilman Wells moved that the refund be allowed. Motion passed. Refund k request was received from Jerome R. Patterson for a refund on a Beer )rorated basis on a beer and business license for the Colonial Tap and toom, 1401 a West Main Street. The Committee agreed that the Jefferson City Fire Dept. help in training their fire fighters when organized Also that mutual aid be set up after the Dept, is set up and approved. Mr. Jablonsky met with the committee and presented the Couffnittee !with the preliminary drawings. Drawings were approved by the Committee. The Committee also approved specifications of ladder truck and pumper. Also approved drawings for changing heating in Industrial Fire Station apparatus room from electric to gas heat . That the cost of said improvement, including street intersections Portland cement concrete curb and gutter, and drainage facHities, shall be charged against the lots and tracts of land, fronting or abutting on the street so improved along the distance improved in proportion to the number of fronting or abutting feet, and shall be paid for by special tax bills issued against the property fronting or abutting on any of said improvement, and the Council hereby declares the aforesaid paving of St. Louis Road from its easterly intersection with East McCarty Street to its westerly intersection with East cCarty Street necessary to be done; and RESOLVED FURTHER, that the City Engineer, be, and he is hereb3 instructed to prepare plans and specifications for said improvement and an estimate of the cost thereof and file the same in the office of the City Clerk. RESOLVED that when the said plans and specifications and estimates of t{e costs of said work or improvement shall have been filed with the City Clerk, that the said City Clerk shall then cause this resolution to be published for seven consecutive inser- tions in the Post Tribune, a daily newspaper published and printed in the City of Jefferson, Missouri.
