I - w A public hearing was held on the rezoning of lots 12 through 19, Public Block l of Wagner Place Subdivision from "B" Multiple Dwelling to ?'hearing "D" Multiple Dwelling. Councilman Nacy presented a petition of 41 Wagner names of 'residents protesting the amending of the zoning ordinance ,Place from present zoning. ;``rezoning. A public hearing was held on the rezoning~of part of Outlot No. 87, 1Public Hrng. located near the south end of Monroe Street near Randy Lane, from iiezoning land "A-2" to "D". There was no opposition. Inear Randy .ane. A request for traffic signals at the intersection of Chestnut, �; Fairmount, Atchison and the Lincoln Campus entrance was received !Parking and from Mrs. Vera Loving Carter. The request was referred to the ;Traffic Parking and Traffic Commission. ;Commission. - - - - - - - _ - - - - 11 The following report of the Street Committee was presented by ;Councilman Scrivner, Chairman of the Committee: ij Street The Street Committee met and recommends that the City vacate !; Committe the platted alley running from Elm Street to the Rex Whitten ; Report Expressway right-of-way and the northerly 12 feet of the City 's right-of-way of Elm Street from the public alley westerly to the (intersection of Elm and Locust Streets. Public presented the following report: { Utilities The Public Utilities Committee of the City Council met and ( Committee recommends the following: Report 1. Install one (1) 6800 lumen mercury vapor light in the 100 bloc of Madison at alley. �2. Install one (1) 6800 lumen mercury vapor light across the road on existing pole, from 2816 Kenborg Hills . 3. Install one (1) 6800 lumen mercury vapor light in immediate area of 620 Boonville Road. Respectfully submitted. /s/ Frank J. Iuen, Chairman. Councilman Iuen moved that the report be approved. Motion passed. Councilman Wells, Chairman of the Annexation Committee, presented the following report: The Annexation Committee met at Oscar' s Steak House at 12:00 on May 13. Present were: Wells, Chairman, Wildhaber, Vice-Chair- man, Riner, Strong and Kliegel - Members, Mike Riley, Attorney. Meeting Content: The meeting was held during noon luncheon, with the Chairman sking the following questions: 1. What is the status of the annexation north of the river? Is there anything that the Council should be doing in preparation? 2. Is there an overall, long-range plan for the growth of the Jefferson City area? If so, what does it involve? If not, what fringe area analyses should be made? 3. Would an occasional meeting with the county judges be advisable lin order to help avoid problems in the future? __Regular..,Council..Meeting ,�..May Considerations and actions taken: 1. Upon the advice of Attorney Riley, it was agreed that the current annexation move required no immediate action by the Council ; The attorneys have the necessary legal work done. City Officials Annexation will be alerted to go to Moberly to testify that we can service thel Committee area, and Westinghouse officials will strongly indicate that their Report moving to Jefferson City depends on the annexation. The hearing will be held in Moberly on June 30. 2. The Chairman was advised of the Comprehensive Plan developed by Harland Bartholomew and Associates, in November, 1969, in answer to the second inquiry. One of these has been secured and is in the hands of the Chairman. 3. An occasional meeting with the county judges may have some value; however, since there are currently no zoning laws, they have little control now over the way a rural area develops. Hence, l any attempt to work with them to avoid future problems may be some- what futile. The meeting 9djourned at 1 :00 with the understanding that the Comprehensive Plan would be reviewed for keys to the future. J. Councilman Wells presented the following report to the Council: Report- LIAISON REPORT Housing JEFFERSON CITY HOUSING AUTHORITY Authority TO: Mayor Christy and Members of the Jefferson City Council FROM: J. Delbert Wells, Ward Three During the past two weeks I have met with Ted Herron for a briefing and attending the regular commission meeting of the Authority on May 12. ITEMS PERTINENT TO THE CITY COUNCIL, ARE: I. Hi h Rise Apartments for the Aged. Pa lardy-Evans and Associates have much of the engineering work done on the 9-story, high rise apartments for the aged which will be built at State Street and Jackson. Their estimates are that it possibly can clear the necessary federal channels so that construction might start by September or October. This will be 9 stories high - with 100 living units . The lower floor will be 1mainly a social hall for the aged in the community, plus 4 single ( units. i At the start, the first floor single units will be re-designed to house the Jefferson City Housing Authority. It will be approximately 54 ' x 137 ' in overall dimensions. ! The title to this building will be in perpetuity in the name of the Jefferson City Housing Authority. It will be tax exempt but will make payments in lieu of taxes . This amount will be 10% of the rent after utility costs are paid, which is the arrangement also with the present 170 units. No immediate demands are made on the Council on this project. II. Wears Creek or Mill Bottom renewal project. This project encompasses the area bounded by Broadway, Bolivar, the Missouri River, and 54 Expressway. The Housing Authority, R. W. Booker Associates , and Urban Programing all recommend that Wears Creek must be enclosed. The Corps of Army Engineers has been approached and cost studies of an open-versus-closed channel are being conducted. The entire area pays approximately $52,000 per year in total property taxes - except for the amount paid by the railroad and the; power company. The Authority's thinking is that during the next 3 to 10 yearst if possible, the area should be cleaned, filled, and renewed, with possibly 4 underground channels being used to carry the creek water or drain water to the river. The following comment from the report needs attention of the Council. The Corps of Engineers insists that the city itself must in effect sponsor this project, assuming responsibility for maintenance and proposes zoning to avoid future problems in the watershed area: The Corps is aware of the problems in enforcing the zoning, but insists that the overall project will be impaired in the future without it. We had to agree that part of the problem today is caused by lack of use control and encroachment of the creek. f' _.-._..- Re.gul ar.._.Gauncil_Meet J ng,._M8Y__18 __191Q. While Phase One envisions the control of Wears Creek from the river to the expressway, Phase Two contemplates enclosing the creek from the expressway to Highway 54, and Phase Three includes the east branch to Monroe Street. We may need to consider the above recommendation at an early date. III. The Urban Renewal Engineers reports that the Council may need to allocate some parking spaces to certain individuals while their f present parking is being graded and surfaced under this program. They indicate the need from two to four weeks, and perhaps not over six autos. Councilman Wells stated that the sewerage problem at the Community ! Center needs immediate attention. The following report of the Parking and Traffic Commission was I` Parking presented to the Council: j� and Traffic Meeting was held Tuesday, May 12 , 1970, 7:30 P.M. , with members H Commission present: Chairman Crewz, Councilman Scrivner, Patton & Rackers . Report Mr. Vetter had an excused absence. Also present was Jim Folk regarding parking problems on Argonne Street. The Commission makes the following recommendations: 1) That parking be prohibited on the west side of Argonne Street on a 90 day trial basis from West McCarty to Industrial Drive. 2) That parking be prohibited in the east-west alley lying east of the 200 and 300 blocks of Marshall Street extending east to Lafayette Street. r 3) That parking be prohibited on the cast side of Myrtle Avenue I from Swifts Highway north to Pike Street and on both sides of 1� Myrtle from Pike Street north to Kansas Street. 4) That the safety hazard problem of the East Miller Street bridges be referred to the Street Committee for consideration of street and bridge widening and further recommends that the bridge abutments be properly marked and signed. The motion passed. ~ ~ W The following reports g; of the Planning and Commission were ; Planning presented to the Council: � ond The Jefferson City Planning and Zoning Commission met in special ( Zoning session at 7:30 p.m. , Thursday, April. 9, 1970 in the Board Room of lCommission the Chamber of Commerce. ; Reports. Items discussed and recommendations by the Commission are as follow d.- 1. Request of Gene Schenewerk to change zoning on land lying y between Highway 50 West and Schellridge Road Subdivision from A»1 tp F . Highway Commercial for purposes of erecting a �( commercial complex on this pproperty. j Recommend that the request be denied. Petition against zoning " change enclosed. 2. The Commission received the Map and Zoning Ordinance recommend- ed for the City by Harland Bartholomew and Associates and in general agreed that the Ordinance and Map were appropriate and well prepared, however there were approximately 30 minor wording changes in the Ordinance that were recommended by the Commission. Tom Benton, the former City Planner, was a guest at the meeting and he agreed to work with Ed Rackers, the Director of Public Works, during the next week to make the recommended changes and have the corrected copies of the Ordinance ready for presentation to the Commission at the next regular meeting which will be held May 18, 1970. It is expected that final action will be taken by the Commission on the Map and Ordinance on May 13, 1970. /s/ Jack Jordan, Secretary. The regular monthly meeting of the Planning and Zoning Commission as held Thursday May 114, 1970, at 7:30 p.m. in the Board Room of the Chamber of Commerce in the Governor Hotel. The following action was taken and recommendations of the Tanning and Zoning Commission are as follows : Rgu1a Request from John W. Inglish in behalf of Windsor Investment Co. to rezone 10 acres in Sec . 14 Twp. 44 Rng. 12 located in the S. part of the city to a zoning classification that would premit construction of a nursing home thereon: The Commission recommends that the request be granted and the ' land be rezoned to "D" Multiple Dwelling. After much study and discussion during the past several months the i Commission recommends that the City Council adopt the proposed Zoning Ordinance as amended (amended copy attached) . We also recommend that the proposed zoning as recommended in the Harland Bartholomew & Associates Comprehensive Report be adopted subject to the zoning changes that were approved since the time the zoning map was presented in the report. I - - - - - - - - - - - !Councilmen Scrivner and Wildhaber introduced the following Resolution i Resolution: I Urban RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI Renewal ; APPROVING THE UNDERTAKING OF SURVEYS ANA) PLANS FOR AN URBAN RENEWAL RiversideiiPROJECT., AND THE FILING OF AN APPLICATION FOR FEDERAL ADVANCE OF Drive i FUNDS. WHEREAS, under Title I of the Housing Act of 1949, as amended (herein referred to as "Title V) , the Secretary of Housing and Urban Development is authorized to extend financial assistance to local public agehcies in the elimination and prevention of the spread of their slums and blight through the planning and under- taking of urban renewal projects; and WHEREAS, it is desirable and in the public interest ,that the City of Jefferson, Missouri, make surveys and prepare plans presently estimated to cost a roximately forty eight thousand four,, hundred sixty three dollars (V8,463 00) , in order to undertake and;' carry out an urban renewal project of the character contemplated by;' Section 110(c) of the City of Jefferson, County of Cole, and State I of Missouri, which is described as follows: Beginning at the intersection of the northerly line of Riverside Drive (street running east and west at this point) and the westerly ine of Riverside Drive (street running north and south at this point) ; thence southerly i+ with aforesaid westerly line to the intersection of the southerly line of Water Street; thence southeasterly along aforesaid southerly line to the intersection of the center line of Lincoln Street, thence southerly along the aforesaid centerline to the southerly line of McCarty Street; thence easterly along aforesaid southerly line to - the intersection of the easterly line of Garfield- Street -extended; thence northerly along aforesaid easterly line to the point of intersection of the northerly line of Edwards Street extended; thence northerly from aforesaid point to the point of intersection of the westerly. line of Buchanan Street extended, with the northerly line of Riverside Drive; thence westerly along aforesaid northerly to the point of beginning, containing 72+ acres. _ M NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI: 1. That the propaed Urban Renewal Area described above is an i insanitary, blighted, deteriorated, or deteriorating area appro- priate for an urban renewal project and that the undertaking by the City of Jefferson of surveys and plans for an urban renewal project of the character contemplated by Section 110(c) of Title I in the proposed Urban Renewal Area is hereby approved. 2. That the financial assistance available under Title I is needed to enable the City of Jefferson, Missouri, to finance the planning and undertaking of the proposed Project. 3. That it is cognizant of the conditions that are imposed in the undertaking and carrying out of urban renewal projects with Federal financial assistance under Title I, including those relatin 1 to (a) the relocation of site occupants, (b) the provision of local grants-in-aid, (c) the prohibition of discrimination because of race color, creed, or national origin, and (d) the requirement tha the locality present to theSecretary of Housin and Urban Develop- ment, as a prerequisite to approval of the application described below, a Workable Program for Community Improvement, as set forth in Section 101(c) of Title I, for utilizing appropriate public and private resources to eliminate and prevent the development or spread of slums and urban blight. 4. That it is the sense of this body (a) that a feasible method for the relocation of individuals and families displaced from the Urban Renewal Area, in conformity with Title I, can be prepared, and (b) that the local grants-in-aid can and will be provided in an amount which will be not less than one-fourth of the Net Project Cost of the Project and which, together with the Federa capital grant, will be generally equal to the difference between the Gross Project Cost and the proceeds or value of project land sold, leased, or retained for use in accordance with the urban renewal plan. 5. That the filing of an application by the Housing Authority of the City of Jefferson, Missouri, for an advance of funds from the United States of America to enable it to defray the cost of the surveys and plans for an urban renewal project in the proposed Urban Renewal Area described above is hereby appproved. Councilman Wildhaber moved that the Resolution be adopted. The motion passed. Southside WHEREAS, under Title I of the Housing Act of 1949, as amended (herein referred to as "Title I") , the Secretary of Housing and Urban Development is authorized to extend financial assistance to local publie 'agencies in the elimination and prevention of the spread of their slums and blight through the planning and undertak- ing of urban renewal projects; and WHEREAS, it is desirable and in the public interest that the City of Jefferson, Missouri, make surveys andprepare plans, presently estimated to cost approximately one hundred forty six thousand one hundred ,ninety one dollars ($146,191.00) ' in order to undertake and carry out an urban renewal project of the character contemplated by Section 110(c) of the City of Jefferson, County of Cole, and State of Missouri, which is described as follows: Beginning at the intersection of the southerly right of way line of the Rex Whitton Expressway, and the easterly line of Adams Street, proceed southerly along aforesaid easterly line to the southerly line of Tyler Street; thence westerly along aforesaid southerly line to the easterly line of Oak Street; thence southerly along aforesaid easterly line to the northerly line of Woodlawn Street; thence easterly along aforesaid northerly line to the easterly line of Adams Street; thence southerly along aforesaid easterly line to the north- erly line of Union Street; thence easterly along aforesaid northerly line to the easterly line of Jackson Street; thence southerly along aforesaid easterly line to a branch of Wears Creek- thence westerly along Wears Creek to the westerly line of U.A.Route 54; thence northerly along aforesaid westerly line to a point of intersection with the southerly right of way line of Nebraska Street extended; thence easterly along .......Regular ..Counc.il...Mee ting,.-May.. said right-of-way line of Nebraska Street extended to the point of intersection of said extended line with the easterly right-of-way of Deeg Street; thence northerly along the easterly line of Deeg Street extended to the point of inter- section of the northerly right-of-way line of West Dunklin Street. thence westerly along said northerly right-of-way of West Dunklin Street to a point 104.3 feet east of the easterly right-of-way line of Walnut Street; thence northerly along a line parallel to and 104.3 feet east of the easterly right-of-way line of Walnut Street to the point of inter- section with the southerly right-of-way of Elm Street; thence easterly along said southerly right-of-way line of Elm Street for a distance of 104.3 feet; thence northerly along a line parallel to and 208. 6 feet east of the easterly right-of-way line of Walnut Street to the north right-of-way line of the jl alley between Elm and West Miller Streets ; thence westerly along said northerly right-of-way line of said alley to a point 156.6 feet east of the easterly right-of-way line of Walnut Street; thence northerly along a line parallel to and 156.6 feet east of the easterly right-of-way line of Walnut Street to the southerly right-of-way line of the "Rex Whitton Expressway"; thence easterly along aforesaid line to the point of L�inning, containing 260+ acres . NOW,, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI: 1. That the proposed . Urban Renewal Area described above is an insanitary, blighted, deteriorated, or deteriorating area appro- 1priate for an urban renewal project and that the undertaking by the City of Jefferson of surveys and plans for an urban renewal project ,1 of the character contemplated bSection 110(c) of Title I in the proposed Urban Renewal Area is hereby approved. 2. That the financial assistance available under Title I is ,needed to enable the City of Jefferson, Missouri, to finance the , planning and undertaking of the proposed Project. 1. 3. That it is cognizant of the conditions that are imposed in 1; tbe undertaking and carrying out of urban renewal projects with ITederal financial assistance under Title I including those relating Ito (a) the relocation of site occupants , (�) the provision of loca ilgrants-in-aid, (c) the prohibition of discrimination because of ,race, color, creed, or national origin, and (d) the requirement ithat the locality present to the Secretary of Housing and Urban ff Development, as -a prerequisite to approval of the application described below, a Workable Program for Community Improvement, as set forth in Section 101(c) of Title 1, for utilizing appropriate public and private resources to eliminate and prevent the develop- ment or spread of slums and urban blight. 4. That it is the sense of this body (a) that a feasible method for the relocation of individuals and families displaced from the Urban Renewal Area, in conformity with Title I, can be i: prepared, and (b) that the local grants-in-aid can and will be provided in an amount which will be not less than one-fourth of the Net Project Cost of the Project, and which, together with the Federal capital grant, will be generally equal to the difference between Gross Project Cost and the proceeds or value of� project lan& sold, leased, or retained for use in accordance with the urban renewal plan. 5. That the filing of an application by the Housing Authority of the City of Jefferson, Missouri, for an advance of funds from the United States of America to enable it to defray the cost of the surveys and plans for an urban renewal project in the proposed Urban Renewal Area described above is hereby approved. 'supply- Now therefore, be it resolved by the City Council of the City ! ough of Jefferson, Missouri, that if it is absolutely necessary, the Park City will accept and operate as a publicly owned utility a project roject installed water system in the Hough Park Project area with water supplied by Capital City Water Company, or, the City will permit Special Water District Number II to supply water and own the system y after project installation.
