Minutes
The minutes of the meeting of May 18th were approved as received. approved.
Byron Kinder, representing the Police Betterment Society, appeared IPolice
before the Council, requesting more money for the policemen. As ('Betterment
previously proposed, they request a $100.00 across the board raise !Society
for each man on the force. Also consider Councilman Scrivner's
Ordinance for overtime pay for policemen - they can work more hours
and can be properly compensated.

Councilman Borgmeyer moved that the lowest bid - that of Sterling
Excavation & Erection, Inc. , be accepted, if it meets with the
approval of the Engineering Department. Motion passed.

The following was received from Mayor Christy:
The eligibility list rendered by the Police Personnel Board, Appointme
contained the names of Captain Lawrence C . Patton as eligible for Polic e
appointment as Deputy Chief, with the rank of Lieutenant Colonel, Departmen
and Sergeant Frnnk Finke, Jr. , as eligible for Appointment of
Detective Lieutenant with the rank of Lieutenant.
I recommend appointment of these two Officers, effective June 1,
1970.
.Councilman Scrivner moved that: the appointments be approved. The
motion passed.
The following was received from Mayor Christy:
I have the honor to transmit herewith, for your consent and Appointment
approval, the following appointment- to office; Housing
Oscar D. Hays, 1019 West Main, Jefferson City, Missouri, as , Inspector
Housing Inspector for a term of two years or until his successor is
duly appointed or qualified.
It was determined that the salary of the Housing Inspector is to
start in Step 3, which is $400.00 per month, and a monthly expense
account of $75.00.

Councilman Borgmeyer moved that the appointments be approved. The

A request was received from B C D Corporation, thru their Attorney Planning
,Byron L. Kinder, to rezone property known as 604 Ohio Street, from and

A petition was submitted bycertainresidents of the Old St. Louis }
StreetIlRoad area, protesting the cost of street improvement to property
Committee�lowners, and asking that the costs be reduced. f
!Councilman Wildhaber submitted a letter signed by two persons,
requesting that their names be withdrawn from petition submitted
by property owners on Old St. Louis Road. The petition and the
jletter were referred to the Street Committee.
IlCouncilman Kliegel presented the following report of the Finance
,lCommittee:
'i (1) Motion by Jack Riner, seconded by Delbert Wells, that the Fire
Department Budget be increased by $601.45 under the item for
Finance;) Special Service, which represents additional cost for two-way
Committ:W radio maintenance for the period ending October 31. Motion
passed.
(2) Also additional $500.00 was approved in the Fire Department
Budget under F-1, Building Maintenance, on a motion by Vincent
Borgmeyer, seconded by Ken Wildhaber.
i (3) Motion by Jack Riner, seconded by Jim Strong, that John
Randolph be retained by the Airport Commission at a monthly
salary of $400.00, and that the Budget of the Airport
Commission be amended by $2,400.00 for the period ending
October 31, 1970. if Mr. Randolph is delegated work by the
Director of Public Works on sewer easements , etc . , then this
! portion of his salary will be charged to the Appropriate fund.

Committeei'Street Committee at 7:00 o 'clock P.M. , Monday, June 15th.

Meeting was held May 20, 1970, with the following present:
(Chairman Larry Haake,, Members Charles Czarlinsky, Ralph Hammond,
1Bob Schulte, Jim Strong, Warren Crewz, Roger Verslues (Representa-
tive for Ed Rackers) .
Jim Thomas from the Parade of Progress Committee and Dave Bryant of
the Downtown Business Association were present to discuss the
proposed changes in rates for the City Parking Garage on Madison
Street.
(Member Bob Schulte moved that a new rate be adopted by the City I
! Council to be 15� for the first hour, and 10� for each additional
+l hour, seconded by Ralph Hammond. Motion carried.

Chairman Haake suggested that efforts be made toward having
parking meter revenue assigned to the Parking Authority as soon as
possible.
Member Charles Czarlinsky moved that the Parking Authority solicit
estimates from local C.P.A. firms to establish an Accounting and
Bookkeeping System for the Authority, seconded by W. Crewz. Motion '
passed.

policy" for handling air rights on all parking lots under City it

IlThe Housing Authority requested that the Parking Authority take
'over a partial of a parking lot ear-marked for the City located
I(beehind Schleer Bros . Hardware, partial lot being 40. 25 foot by
70.0 foot.
, Member Crewz moved that the Parking Authority not accept partial
.lot behind Schleer Brothers at this time, seconded by Jim Strong.

.City Collector, Ed Cole, was present to advise the Parking Authority i
on present collection methods and problems unsolved. p
Councilman Strong moved the adoption of the Report, particularly i:
1with regard to the third paragraph - changing the rates to 15G for
the first hour and Ift for each additional hour. This change is to
be effective June 15th on a ninety (90) day trial basis . Motion
carried.

destroyed, at their convenience.

Councilman Wells commented on the recent Census taking. The Annexation
!Committee has been making inquiries and are continuing to work on iCommittee
it and are still looking into-the-matter.- !(Census)
Councilman Riner refe;red to the Parking and Traffic Commission the parking
matter of traffic in the 200 block of Mulberry Street, next to the j. and
Capitol Dodge. It is a fire lane and a bus lane but at times you iTraffic amo,
cannot get thru. Something should be done between now and the time tommissio
school reopens . Any further information can be obtained from Jim
ale, Police Department.

Councilman Wildhaber moved that we instruct the Codes Review '
Committee and City Inspection Department to make recommendations to
the Council, and to instruct the proper Council representative, to
Plumbing meet with the local plumbers ' organization to discuss plastic use
Codes and decide where in Jefferson City it is applicable. They are to
Review report findings to the Council, with an enforcible Ordinance to
Committee update the Plumbing Code, within six months. Motion passed.
Street Councilman Borgmeyer referred to the Street Committee the
Committee condition of Tower Drive, adjacent to Southwest Blvd.
Street Councilman Hager referred-to the Street Department the matter of a
Department dead elm tree at 726 Mulberry Street, between the curb and sidewalk
Councilman Strong referred to the Street Committee the matter of a
Street curb which needs repair, in front of the residence of Al Arenson,
Committee 1216 Bald Hill Road. There is about one hundred feet which needs
repair - he would share expense with the City.

Health Councilman Strong referred tothe Health Department a problem

Parking Councilman Nacy referred to the Parking and Traffic Commission the

Mayor Christy commented on the fact that Mr. Lawson Phaby, now with
Lawson KWOS Radio Station, is leaving Jefferson City to accept a position
Phaby with KSD Radio and Television Station in St. Louis . The Mayor
expressed thanks to Mr. Phaby for his courtesy and consideration
and wished him well in his new position.
Councilman Riner moved that the Council adjourn under the rules.
