Before such bids were opened, of Bids Chief Hunter made the statement that they did not want to accept a i bid this evening - they would be taken Linder advisement by the FireilFire 'Camittee and himself and checked before awarding the bids . Zoning iI Commission - - - - - - - - - - - - - Councilman Kliegel presented the following report of the Street Committee: Street Committee Street Committee Meeting - 7:00 P.M. - June 15, 1970. Present: Vice Chairman Kliegel; Members Riner Strong and Rackers. Also present were Councilman Wildhaber, Roger �erslues and a delegation of property owners along St. Louis Road. (1) A representative presented a petition in favor of the project and after considerable discussion the Street Committee recommends an Ordinance be passed providing for the paving of St. Louis Road pending the determination of the percentage of property owners objecting to the improvement. (2) The Committee recommends the following summer employees be approved: Larry Longwell - John Crews - Chris Lampe - Robert Holtkamp. (3) Regarding the damage to the curb and gutter at 1216 Bald Hill Roa the Committee recommends that $100.00 be allowed for the repficement of the damaged section. The Committee recommends the approval of the plan that would ,, place the Humane Officer under the direction of the Health Depart- ,�ment and make some changes in our present Leash Law. (� The Committee recommends that a Section be added to Table 4.4 of the Jefferson City Plumbing Code, being Section 8, to read as ifollows: Subsoil, drainage material. Cast Iron Soil pipe, Claytile, Fiber pipe and Plastic pi e, conforming to ASTM Standards , Acetals D-2133-6p47, D-788-63. The Committee also recommends the employment of an additional iPlumbing Inspector, to be hired on a part time basis . Councilman Wildhaber moved that the report be adopted. Motion passed. Personnel Committee and requested that each Councilman be mailed Committeeii' a COPY. i - - - - - - - - - - - - jThe following report of the Annexation Committee was received: Annexation' Committee The Annexation Committee was called to order in the Council Chamber at 8:00 p.m. , June 8, 1970. Present were - Committee Members J. Delbert Wells , Chairman, Kenneth Wildhaber, Edward Kliegel, James Strong. Absent - John Riner. Others present were Vincent Borgmeyer, Harvey Hager, Ed Rackers , Director of Public Works, and Robert Hawkins, Attorney. The Chairman advised that a question had arisen concerning the legality and limitation of the Holt Summit Incorporation. He then asked Mr. Hawkins and Mr. Rackers to identify on the Aerial Map the problem and to elaborate. Attorney Hawkins stated that he believed that a part of the area incorporated in the new Holt Summit City Limits was closer than two miles to the Jefferson City Boundary. If this is the case it is in defiance of the incorporation statute governing incorpora- tions. He reported that Attorney Forest Carson who handled the incorporation proceedings, also, agreed that this was probably the case. This case and its ramifications for the future of Jefferson City were discussed rather thoroughly. A motion was made by Mr. Wildhaber, seconded by Mr. Strong, and passed, that this Committee recommend Council action of a two part nature. I. We recommend that the Jefferson City Council investigate the incorporation of Holt Summit City and determine that its boundaries as determined are not in conflict with the two mile proximity limit as set by statute. If it is determined that the boundaries are in error - such corrective action I(T(3 Meeting, June 15, 19170.. as necessary should be authorized by the Council. II. We recommend that once the boundaries of Holt Summit have been '! properly and legally determined and qualified, the Jefferson City Council pass a resolution of Annexation including a parcel of land between the two Cities which would prohibit Holt Summit from annexing additional land between the incorporated Cities . The chairman agreed to visit with Attorney Riley about this "Problem and Attorney Hawkins is to check further with Attorney lCarson.
