Beginning August 3, 1 will take ten days of my annual vacation, and return to work August 17. And on August 24, 1 will take an additional six days of my accumulated vacation time. Contingent , of course, upon your approval. I have enjoyed working for the City of Jefferson City, and I want toll' thank you and all those with whom I have been associated for your good cooperation and assistance. The reason for my leaving is one of advancement only, and certainly not because of any personality conflicts or grievances against my employer nor any of those employees with whom I have worked. My family and I have met a lot of good people and have made some new friends in Jefferson City, and we will always hold fond remem- brances of our stay here. Thank you. It was moved by Harvey Hager, seconded by Delbert Wells, that a supplementary appropriation of $10,000 be made to the Airport Budget for the fiscal year ending October 31,, 1970. This appropriation made for the construction of the taxiway to serve the National Guard hangar and the hangar being constructed by Central Missouri Realty Company. Motion carried. 112. Garage, & Mr. Leroy 'Lampe, union representatives, and Mr. Ed Rackers, Dir. of Pub. Wks. Chairman Strong reported that he had been asked to attend a :meeting of the Street Dept. workers at 7: 30 'a.m. that morning with Mr. Rackers, the City Dr. of Pub. Wks. Re. u.Lq Council Meeting_,._Au�aat The purpose of the meeting was to inform the employees of this �� Dept. why they had not received raises on July lst, along with other City Employees has had been reported in the local news paper, `. A list of street dept. employees that had received raises was turned over to Mr. Lampe and it was explained that all eligible men ; in the Street Dept. were raised that could be and others were in �� Accounts their top bracket and this was the function of our committee to 11 Claims attempt to get a fair bracket increase for members of the Streets , I, and Sewers and Transit that showed on our report of March 2, 1970, as , Personnel being below the standards of the State. ill Committee It was then reported by Mr. Lampe and acknowledged by all those Report that were present that they felt that all of the Street & Sewer employees should be on the same wage scale. They felt that it was unfair to have a bracket system and that }' a man should be put on a probationary period for six (6) months and then if he is accepted at this time draw the same as the rest of the men. E After much discussion both pro & con - it was unanimously approved by the committee to recommend to the mayor & city council the feeling of the employees of these two depts . It was further felt that this approval would be contingent on receiving a petition !; signed by all of the employees of these two departments that they so desire to change to this policy. Some discussion concerning the Central Maintenance Garage was brought up. It is the feeling of our committee that job description: should be outlined for the mechanics in this dept. as to clarify i which department that they come under. Upon the excusing of the guests the committee continued its salary study and adjourned at approximately 9:40 p.m. /s/ J. R. Strong, Chairman Councilman Strong moved that the report be approved. Motion passed: The following report of the Planning and Zoning Commission was presented to the Council: special meeting of the .Jefferson City Planning and Zoning Commission was held at 7: 30 p.m. , .July 23 , 1970 in the (hot) Caunci!Planning hambers at City Hall. and The following items were discussed and recocmnendations are as toning follows: iCommission 1. Request of Medical Arts Building;, Inc . , and Cemdel, Inc . , to Report rezone to H. Business the following tracts which lie within the boundaries of Capitol Ave. on the south, East High Street on the north, Jackson Street on the west and Marshall Street on the east. I! The area for which the rezoning is requested is legally described as shown on attached sheets . Above petitioners further requested that they be granted a legal right to construct a portion of their building over an alley extending east and west through the above described property. Recommend that the request to rezone all of above legally described land to "H-Business" and that the City Engineer be instructed to change the zoning of said area on the proposed zoning map to C-3 which would correspond to H. on the present map. Recommend that a permit be granted to construct the petitioners building over the alleyway and suggest that the City Attorney view the plans and descriptions and draw up a legal document to I allow such construction and useage of space above the alley. �} Said document to give full protection to the city for such construction and useage. 2. Request of Homer Tyler and Palmer Scheperle to accept the finall� plat of Riverside Heights Subdivision, located at the north- west corner of Riverside Drive and East High Street. Recommend that the plat be accepted. Advised the City Engineer to be certain that the zoning on the proposed map corresponds with the present zoning. 3. Discussed the proposed zoning map and zoning ordinance - several'I changes were made in the map in order to make the new map comply, with recent changes that were made in recent zoning. 4. A committee of 3 was appointed to set up a "Special Permit!' section in the proposed zoning ordinance. ! Councilman Wildhaber, Chairman of the Committee of the Whole, presented the following report: Committee-of-the-Whole meeting held July 28th 7:30 P.M. it Committee heard objections to the Sidewalk Ordinance No. 8232 from a Committee of the builders and subdevelopers , represented by Chairman Robert Major. Mr. Major informed the Committee of their findings relating to Ordinance 8232, attached. Committee recommends that Sidewalk Ordinance No. 8232 be irepealed. t Committee Committee also recommends that that portion of the Subdivision of-the Ordinance, pertaining to the sidewalks , be held in abeyance. Whole Committee also heard comments from Bert Koester, Chairman of I Report �Jthe Planning and Zoning Commission, pertaining to the new Planning and Zoning Ordinance. Committee made no recommendations now. Isl Kenneth Wildhaber, Chairman. !!�Your committee with which the builder' s and subdevelopers of Jefferson City, Missouri, met July 14, 1970, to discuss the abolishing of Ordinance No. 8232 pertaining to the building of sidewalks in outlying subdivisions, ask that a committee be appoint- ed to meet with other builder' s and determine what action should be taken in this matter. The Committee after meeting with other builder's and subdevelopers have determined the following: 1. That the present ordinance is an undo financial burden on the builder' s and subdevelopers . 2. That in so far as safety is concerned these outlying sidewalks afford no safety whatsoever. 3. That it looks ridiculous to have a few scattered sidewalks I in a block while the balance of the block has none, 4 . In some cases utilities would have to be located under sidewalks . 5. If they want sidewalks for school safety they should startlil nt the schools and go out to the school bus limits. 6. The law is not clear as to how sidewalks must be construct- ed in commercial and industrial areas . 7. It is almost impossible to build a sidewalk when curb and gutters are not required. Therefore, we feel that the only solution that is practical, fair and of any benefit to the general public , would be for the city council to enact a new ordinance making all property owners . build. A sidewalks in front of every property in the city. Until such time as the city council enacts such an ordinance we request that the present Ordinance No. 8232 be abolished. Public Councilman Riner offered the following substitute motion - "That Works the Director of Public Works contact Mr. Van Stratton, Roadmaster, in regard to the condition of the railroad tracks and that they be given two weeks to fix the tracks before the order goes into effect. The motion passed. - Councilman Iuen stated that many of the city streets are wash- Director boarding and asked that the Director of Public Works see that the of following streets are fixed - Dix Road between Williams and Public Missouri Boulevard, High Street between the Capitol Drive and Works Broadway and Jefferson Streets, north of the Expressway.
