The minutes of the meeting of August 3rd were approved as received.
Opening IThe following bids were received for the improvement of Dix Road,
Bids , south of Missouri Blvd. :

Councilman Iuen moved that the low bid be accepted. Motion passed. 1
Petition Councilman Wildhaber presented a petition signed by property owners
Rezoning ', opposing the rezonin of Vetters Lane that would allow for
Vetters construction of dwel ings for more than two families.

September , The first Council Meeting in September was set for September 8th.

presented the following report :
Police Report of Police Department Committee,August 17, 1970.
Dept. ; Members present - Councilmen Nacy, Riner, Borgmeyer and Scrivner
Committee 1. The Committee recommends that a computer terminal system to
Report check out licenses, persons, stolen property, etc . , be installed
on a leased basis , tl�e cost to the City bein approximately $1,056
annually. 60% of the cost will be supplied gy the Mid-Missouri
Regional Law Enforcement Council - the $1,056.00 being our share
of the total cost.
2 . The Committee recommends that the Police Department request for
14 casette type tape recorders plus transcribers be approved, the
cost $560.00.
3. The Committee recommends that the Beat Man be discontinued in
the uptown area from 3 to 11.
4. The Committee recommends that the money from the vacancies on
the Department be applied to the salaries of Radio Operators and
that they be hired as soon as possible.

Public Councilman Iuen, Chairman of the Public Utilities Committee,
Utilities presented the following report:

Report The Public Utilities Committee of the City Council recommends the
following:
1. Replace existing light located on the east side of Michigan
Street between 621 and 625 with 6800 lumen mercury vapor light.
2 . Install a 6800 lumen mercury vapor light in the 2400 block of
Scenic Drive. i

The following report of the Parking and rTraffic Commission was
presented to the Council:
Meeting was held Tuesday, August 11, 19709 8:00 A.M. , with the
following present: Chairman Crewz, Members Findlay, Patton and
Rackers.
The Committee makes the following recommendations:

l That the request for additional stop signs at the Fulkerson�-
Street - McCarty Street be denied.
2 That the sight distance problem at the Jackson Street-State
Street: intersection be held in abeyance until the high-rise Parking
housing project is completed. and
3 That the Joint City-State Transportation Committee prepare a Traffic
Tyle TT Arterial System map for initiation of a matching fund Commission
"TOPICS" program for intersection improvements and signalization Report
4 That a stop sign be installed on Schellridge Road before
entering the Country Club Drive intersection.
5 That a stop sign be installed on Carol Street at Chestnut •
6. That the pedestrian walk-don' t walk phase of the downtown traffic
signals be held over until the next meeting to further discuss +�

The following report of the-Planning and Zoning Commission was

August 14 , 1970 land
The monthly meeting of the Jefferson City Planning and Zoning I'Zoning
Commission was held at 7: 30 P.M. , August 13, 1970, in the Board Commission
Room of the Chamber of Commerce in the Governor Hotel. (Report
. The following items were presented and discussed and recommenda-
tions are as follows :
1. Request from Leonard and Clara Fischer to rezone .land on Ellis
Blvd. (near Tanner Bridge Road) from A-1 Single Family to i
D-Multiple Dwelling. Mr. Fischer presented the request. Ij
Recommend that the request be granted. 1�
2. Request from Mary Alice Beck for a Special Permit to operate a
Beauty Salon at 428 Christopher Place being Lot # 11 of �)
Weavers Subdivision .
Recommend that Lot # 11 of Weavers Subdivision be rezoned to ()
"C" Multiple Dwelling and further that after snid zoning has I�
been accomplished that n Special Permit be granted to Mary I
Alice Heck for operation of a Beauty Salon on said premises . !
3 . Mrs. George Rozier and Mrs . Royce Dawson, representing the Cole
County Historical Society, were present and presented their
views on the proposed Riverfront Development and Iiistoric
Preservation Plan.
The Planning and Zoning Commission will discuss the plan at a
future time and will give consideration to the recommendations
of the Historical Society.
4. There was some discussion concerning the final changes in the ,
proposed Zoning Map and Ordinance.
Recommend that City Council take action on the proposed Zoning
Map and Ordinance as soon as the Commission notifies the City
Clerk that the Special Permit section has been completed.
5. Request from Luebbert and Rothone through their surveyor,
Spencer Thomas, to accept final plot of Luebbert and Rothone
Subdivision # 2 (Plot dated 8-70, Drawing # 66-102) . Further
request that lots no. 32 to 47 and lots 58 and 59 be rezoned
from "A-1" single family to "B" two family dwellings .
Recommend that plot be accepted subject to final approval of
Jefferson City Engineering Dept. and Bert Koester, Chairman of
Planning and Zoning Commission. Further recommend that lots 32
to 47 and lots 58 and 59 be rezoned to "B" Two Family Dwelling.
After final plot has been approved and recorded.
6. Request of Oscar Ott and William Ott to accept preliminary
Plot of Twin Hills Subdivision, Section 4.
Recommend that preliminary Plot be accepted.

Councilman Riner moved that the Public Hearing granting a special
permit to Mary Alice Beck to operate a beauty salon at 428
Christopher Place be advertised for the September 8th meeting.
The motion passed.
Councilman Wildhaber moved that the report be approved. The
motion passed.
