Public Highway 50 East, from "A-1" Single Family to "F" Highway Commercial; Hearing to a depth of 200 feet. There was no opposition. Ij A public hearing was held on the rezoning of land known as Public 2118 Southridge Drive from "A-1" Single Family to "E" Local Hearing Commercial. There was no opposition . A public hearing was held on the rezoning of Schrimpf property ! Public located at 330 Bolivar Street from "C" Multiple Dwelling to "G" Hearing Commercial. There was no opposition. The motion passed. An application for employment of Marcus James Thornsberry as Street Construction Inspector in the Department of Public Works was Committee presented to the Council. Councilman Riner moved that it be held over and referred to the Street Committee. The motion passed. A request was received from Mrs. Dorothy Proctor to rezone propertyjPlanning located at 2708 Wesley from "A-l" to "C " Multiple Dwelling, and a land special permit to operate a beauty shop in the basement of her home Zoning The request was referred to the Planning and Zoning Commission. I�'Commission - A request was received from Mira Unternaher to rezone propert located at 722 Cliff Drive from multiple family residence to �'E" Housing classification, to operate a residential type dining room with a lAuthority license to sell liquor by the drink. The request was referred to the Housing Authority. ' A request for a refund on a merchants license in the amount of Refund $66.66 was received from E. C . Phelps . We protest the salary increase and are now invoking Mouse Bill No. I ; 166 upon the Mayor and City Council. Imatter was referred to the Committee of the Whole, with a `meeting to be held Monday, November 9th, at 8: 00 P.M. - _ - !Councilman Scrivner, Chairman of the Police Department Committee, Police ?stated that members of the Police Department will not work overtime Dept. ;without being paid. Since there are threenDre football games Committee " (Lincoln University parade) and the Christmas parade, it is causing �Ihim some concern. Lt . Col. Patton explained that covering the above functions would entail approximately 275 hours . Councilman Strong moved that the policemen be paid for the four periods , which would be 275 hours @ $3 .00 per hour, and that the City Attorney draw up the necessary ordinance for supplementary , appropriation. The motion passed. Councilman Wildhaber, Chairman-of the Fire~Department Committee, presented the following report: JFire Committee met October 29, 1970, 7:45 P.M. '!Received bids for new Fire Station located on East McCarty Street ;adjacent to Tower Courts . Five (5) bids were received - the Fire ''Committee recommends to the Council that we accept the low bid of 4118,000.00 submitted by Schell Construction Company. The Committed Fire instructed the architect to contact the Construction Company and Dept. 'negotiate for a shorter completion date - completion date was set Committee 11for 270 days , should lower the time by 70 days . The Committee also Report instructed the architect to have contract with Schell Construction Company ready for the Mayor's signature at tonight' s meeting. The !Committee also recommends that the Number of the Fire Station be (changed from "5" to "2" as a replacement of the Old East Miller Street Station. /s/ Kenneth V. Wildhaber, Chairman. The motion passed. .L Councilman Iuen, Chairman of the Public Utilities Committee, Public presented the following report: Utiltities , Committee The Public Utilities Committee of the City Council recommends the Report following: 1. Install necessary 6800 lumen mercury vapor lights on Dean Drive �2 . Install a 6800 lumen mercury vapor light on the corner of I� Timber Lane and Timber Trail. Respectfully submitted, /s/ Frank J. Motion passed. - - - - - - - - - - - - - - The following report of the Airport Commission was received: A meeting of the Airport Commission was held at noon on October 28, 1970, at the Airport. The following members were present: Messrs . Hendren, Chairman, Riner, Ochsner, Dallmeyer, Airport Miller, Iuen, Borgmeyer, Betts, Lamar and Mr. William Asel, Manager Commission of the Airport, and Mr. John Randolph of the Department of Public Report Works. Regular Council. Meetin_g_,_ November 2 1970._ Mr. Hendren explained that the meeting was called to consider authorizing the Director of Public Works to amend the contract with! the Prost Construction Company dated September 17, 1970, to providel that the contractor extend the taxiway he is constructing at the Airport to serve the hangar being built by Jeffco Aviation , Inc . �! It was explained by Mr. Randolph of the Department of Public Works , that Mr. Prost was presently constructing the taxiway up to the west boundary line of the property occupied by the Central Missouri Realty Company and that the contractor had agreed to extend the taxiway west 160 ' to serve the new hangar of Jeffco Aviation, Inc . , at the unit contract price of $6. 78 per square yard. After full Airport discussion the following resolution, offered by Mr. Ochsner and Commission seconded by Mr. Betts, was unanimously adopted: Report l RESOLVED, that the Airport Commission recommend to the ! Mayor and the City Council that the Director of Public Works j be authorized to amend a contract between the City and Prost I Construction Company dated September 17, 1970 and approved I by the City Council on September 8, 1970, to provide for site preparation and construction of an extension of the !t taxiway being constructed by the Prost Construction Company west 160' x 30 ' in width at a unit price, as provided in the contract, of $6. 78 per square yard to cost approximately $3700.00. All of the following employees of the City of Jefferson shall be required to be residents of the City and to live within the City of Jefferson: 1. Elected Officials 2 . Chief of Police 3 . All Police Officers with rank of Lieutenant and above. 4. Fire Chief 5. All members of the Fire Department with rank of Lieutenant and above. 6. Director of Public Works 7. Sewer Commissioner 8. All employees of the City of Jefferson, regardless of their residency, shall agree to purchase and shall purchase a City auto license for all automobiles owned by them, as a condition of their employment. Section 4. All sections of all Ordinances in conflict with this Ordinance are hereby repealed. Section 5. This ordinance shall take effect and be in full force and effect from and after its passage and approval.
