Councilmen present: Borgmeyer,� Hager, Iuen, Kliegel, Nacy, Riner, Scrivner, Strong, Wells and Wildhaber. Councilmen absent: None. A quorum was declared present. The minutes of the Special Meeting held October 29th, and the Regular Meeting held on November 2nd, were approved as received. - - - - r - r - r r Opening The following bid was received on an audit of the records of the of bids City of Jefferson for the period July 1, 1969, through October 31 , Audit 1970: Williams-Keepers-Oliver-Payne & Rockers . A minimum of $2 , 700.00 land a maximum of $3,400.00 excluding the Park Board which will be done after December 31, 1970,' pursuant to their letter of September 15, 1970, estimate the charge for this 18 month period to be a minimum of $800.00 and a maximum of $1,050.00. Councilman Wildhaber moved that the bid be accepted. Motion passed Housing A request was received from property owners to rezone land located Authority on the North side of Cliff Drive between Bolivar and Clay from "C" Multiple Dwelling to "E" Local Commercial. The request was referred to the Housing Authority. Planning A request to rezone property located at 1200 Myrtle Avenue and & zoning Swifts Highway to Multiple Dwelling was received from Mrs . Jack Comm. !Cease. The request was referred to-the-Planning and Toning Commission. Parking�lA request for one-hour parking restrictions at 301 Lafayette, on and the west side of Lafayette extending approximately 90 feet from the ' Trafficilsouth curb line of High Street, was received from C. F. Whaley. Comm. �lThe request was referred to the Parking and Traffic Commission. Finance !Councilman Kliegel, Chairman of-the-Finance Committee, presented Committee the following report : Report The following items were approved in the Police Department Budget but were not included in the Salary Ordinance. $2 .00 per hour - Cross-walk guards ; $ 2,400.00 salary for Custodian; Expense account for Chief of Police $75.00 per month Councilman Kliegel moved that the report be approved. Motion passed Councilman Scrivner, Chairman of the Street Committee, presented Street the following report: Committee The Street Committee met at 7: 30 p.m. and approved the employment Report of the following persons: William Bemboom, 1227 E. Water Street , Laborer; Stanford Lynch, 1232 E. Water Street, Draftsman; Marcus Thornsberry, Construction Inspector. Councilman Riner presented the following Minority Report of the Street Committee: 1. Recommend that Maurice Coleman be hired as Construction Inspect r. 2. William Bemboom as Laborer. 3. Councilman Riner asked for a roll call vote on the Minority Report hand it failed to pass by the following vote: Councilmen voting Aye: Nacy, Riner and Scrivner. Councilmen voting Nay: Borgmeyer, Ha er, Iuen, Kliegel, Strong, P Wells and Wildhaber. Councilman Scrivner then moved that the report of the Street Committee be approved. The motion passed. - r r r r r r r r r Public Councilman Scrivner moved that Councilman Hager, Chairman of the Bldgs . Public Buildings Committee, be, given power to act in regard to panelling walls where there is a moisture problem. Motion passed. -44 R Councilman Iuen, Chairman of the Public Utilities Committee, stated Public that the Missouri Power and Light- Company had filed an electric Utilities rate increase with the Public Service Commission. He moved that the City Attorney intervene for the City. The motion passed. Councilman Wildhaber, Chairman of-the-Committee of the Whole, Committee presented the following report: of-the Whole November 9, 1970 1. Call to Order The Committee of the Whole was called to order at 8:00 by Mayor Pro Tem Wildhaber. Present were Mr(s) . Borgmeyer, Kliegel, Wells, Iuen Hager, Riner, Scrivner and Strong. Absent, Mr. Nacy. 2. Committee to work on office machine procurement appointed. Chairman Wildhaber appointed the following committee to work with Mr. Cole, Mrs . Christian, and Judge Groner in seeing what could be worked out about a replacement bookkeeping-posting machine: Mr. Frank Iuen , Chairman, Mr. Harvey Hager, Mr. J. Delbert Wells . 3. Firemen's Hearing Request Read. The Chairman read a letter addressed to Mayor Christy from The Firefighters Local asking for a hearing concerning salaries and benefit and listing those who would be present to testify or negotiate on behalf of the Uniun. Following this he asked Assistant Chief Willmeno to present his representatives . Mr. Willmeno stated that one person had not arrived from Kansas City due to travel difficulties , but he showed recent graph of death and injuries to firefighters to emphasize its dangerous nature. e also presented a statement from USDA indicating; that one of his ieutenants had been awarded welfare commodities that day, thereby roving that he was in a "poverty" income bracket, hence qualified ,for public commodity assistance . At Mr. Willmeno 's request a five minute recess was granted to perms the firefighter speakers to organize. Following; the recess speakers' I ere presented in the following; order with discussion following each; resentation. I Mr. Charley C . Schafer, Jr. - An Attorney from Kansas City spoke, first. His key points were: 1 . Joplin and Jefferson City are the only two cities in Missouri that work their firemen 72 hours per week and both are low in pay scale, it 2 . The demands for parity-:with police and longevity payment are reasonable and proper. The added costs would be $28,000 1 and $20,000 respectively i He spoke on the "risks" n the business and charged that the City had a responsibiliV to honor the requests since their "askings" are moderate n comparison to other cities. During the ensuing discussion Mayor Christy clarified the sales tax/property tax reduction feature of the referendum for the benefit of the visiting speakers . . Mr. Stanton Gladden - International Representative of the International Firefighters Union . He presented figures for firefighters in other states and stressed that our firefighters were $1200 below the national average. His main point of emphasis was on the role of the petition which had been signed and the apparent public "demand" for ' salary increases . His thought was that the petition indicated that the public felt the Council was discriminating against the firefighters . His suggestion was that we pass the requested pa increases now and make them retroactive to November 1 when the money comes in. His other points were: 1 Our fringe benefits are not up to par with others; 2 The petition although possibly not legal, showed intent, 3 The firefighters claims are just and reasonable and should be honored. IC Mr. Fred Langwith - St. Louis Council of Firefighters. !� Mr. .Langwith directed his remarks to the "parity" idea. He stated that "parity" is coming whether we like it or not and there is a big push going on all over the United States to secure it. Motion made. ' Councilman Borgmeyer made a motion that we stick with the salaries approved n the prior budget. Seconded by Wells . Regular Council Meeting_, November 16, 1970. _. A roll call vote was requested by the Chairman with the following votes being cast: YES Borgmeyer, Kliegel, Wells, Strong, I Scrivner, Wildhaber. I NO Iuen, Riner, Hager. CLOSING COMMENTS Mr. Scrivner stated that he was agreeable to reviewing salaries I again when our income for the year could be more accurately I { predicted. Mr. Iuen said that he would like to see a set of facts and figures on which all could agree as the correct figures. Mr. Riner asked if this was to be considered a negotiating session or just a hearing. Mr. Gladden said that the procedure did not fulfill the requirement { of a negotiating session. Mr. Scrivner then stated that the Committee had fulfilled its statutory requirement. Mr. Schaffer stated that you do not negotiate with the press present . Motion to Adjourn A motion to adjourn was made .by Mr. Wells with the recommendation that the report of this meeting be presented to the Council at its regular meeting on November 16, 1970. Seconded by Mr. Strong and passed. Councilmen voting Nay: Hager and Riner. Housing Councilman Wells, representing the City Council at the Housing Authority Authority Meetings, presented the following report: Liason Report �! The 13th Annual Meeting of the Jefferson City Housing Authority, was held on November 10, 1970, at 3 : 00 p.m. Mr. D uIle was again lelected Chairman and Mr. Shikles, Vice Chairman. Mr. Wankum and � Mr. Meyerhart and Mr. Hamilton are the other commissioners . Items of concern to this Council are: � 1. The contract for constructing the Elderly Housing Building at i .Capital and Jackson was to be signed at 11:00 on November 12 , 1970. ' f�fThe building has been adequately funded through a supplemental i from HUD so construction should soon start. .� One hundred and fourteen parcels have been purchased in the 1progress project R-45 area and six options are pending. Between 'one-half and two-thirds of the parcels slated for redevelopment have been purchased. 3 . An engineering report stated that the storm sewer construction on McCarty Street will continue through most of the winter, probably being completed sometime in the Spring or Summer of 1971. The street and sewer improvement projects laid out as a part of this pproject should all be completed by January, 1972. 4. The request to rezone 722 Cliff Street to permit a residence type dining room with liquor by the drink which was referred to the Authority by this Council was denied. Denial resulted from several major considerations : (1) the petitions in opposition, (2) the spot zoning aspect, and (3) the fact that this would require reconsideration of the whole Capital West project if the characteristics of the area were changed. . Several other items were considered, butthose above are of major concern to this Council. !' Councilman Wells moved that�the_report be approved. Motion passed. Parking The following report of the Parking and Traffic Commission was ;'presented to the Council: ' Traffic ! Comm. Meeting was held November 10, 1970, 7: 30 p.m. , in the Council Report �lChambers with all members present . Also present were Lt. Duncan, Roger Verslues, Councilmen Borgmeyer, Iuen, Wells and Strong, and William Armstrong, traffic consultant. A small group of citizens were also present for the public �fhearing. After hearing the presentations regarding the downtown signals the Commission delayed making any recommendation until the street improvements in the downtown area are completed. The Commission makes the following recommendations : 1 That parking be prohibited on the west side of Belair Street. 2 That the stop sign on Rosewood at Ellis Boulevard be retained. 3 That the request for removal of 2-hour parking between 710-714 Monroe Street be denied. The following report Wthe Planning and Zoning Commission was lanning presented to the Council: and The regular monthly meeting of the Jefferson City Planning and Zoning Zoning Commission was held at 7: 30 p.m. , Thursday, November 12, Comm. 1970, in the Chamber of Commerce Board Room at the Governor Hotel. ( Report The following items were presented and were discussed by the Commission and recommendations are as follows: 1 - Request of Elmer Schmutzler to rezone Lots 8, 9 and 10 of Eastwood Acres Subdivision from residential zone to D-Multiple Dwelling. Recommend that said lots 8, 9 and 10 be rezoned to C-Multiple Dwelling Zone. 2 - Request from Dorothy Proctor to rezone Lot 103, Section 4, of Gardenview Terrace Subdivision (2708 Wesley St.) from A-1 single family to C-Multiple Dwelling, also request a special permit to operate a Beauty Shop at that location. Recommend that the request be denied. 3 - Request of Mrs .Josh Cease to zone property located 1200 Myrtle Avenue to Multiple Dwelling. Recommend that area along Myrtle Avenue from the southern boundary of the Public Housing; Project to the north line of Swifts Highway and to a depth of 145 feet be rezoned to C-Multiple Dwelling. 4 - Request of M.F.A. to rezone the Lawrence Copeland tract consisting of approximately 4 acres of land which is located on Christy Road near the Apco Service Station. This land is to be used for erection of feed store and feed grinding operation. Request is to rezone to I-Light Industrial. Recommend that the request be denied. As a supplement to the August 14 report of the Commission (item 5 it is recommended that lots No. 29, 30 and 31 be included in the B-Zone recommendation along with lots 32 to 47 and lots 58 and 59 of the unrecorded plat of Section 2 of the Luebbert and Rothouse Subdivision. Councilman Iuen questioned rate increase for October and November since contract is effective December 1st. Councilman Riner moved that Bill No. 63 be placed on the Informal jCalendar until the word "bag" is clarified. The motion passed. 'Councilman Wells introduced-the-following Resolution: Resolution Resolution of Commendation and Priority 's Housing We, the members of the Jefferson City City Council, Authorityllcongrntulate the Jefferson City Housing Authority and the United and Army 'States Army Corp of Engineers for submitting plans and cost estima Corps of 1relating to the completion of the Capital West Drainage and Engineers Redevelopment Pro ram. Further, it is the consensus of this Council that any plan considered should give priority to a covered channel type of ! drainage structure to replace the present Wears Creek channel. II This action is taken in view of the immediate proximity of the area of the State Capital Building. We further ask Honorable Mayor Christy to convey this attitude of the City Council to the proper authorities. Bargaining The following was presented to the Council: Agent Fire- We now file with the City Clerk the designation of Local #671, x' fighters International Association of Fire Fighters, AFL-CIO, as the exclusive bargaining agent for the Fire Fighters employed by Jefferson City, Missouri. This designation is required under Chapter 105 of the Revised Statutes of Missouri. Upon examination, you will note that it has been signed by an overwhelming majority of the Fire Fighters employed in the Fire Department. It will be appreciated if you will file this Exclusive Designation with the Mayor and City Council of Jefferson City, Missouri. Most sincerely, /s/ Charles C. City of St. Louis, St. Louis, Missouri. Dear Mayor Cervantes: Jay Bell from the Municipal League has written me in regards to the December 4th meeting for Regions VI and VII here in Jefferson City. Jay explained the Distinguished Civic Leadership Award and that one distinguished civic leader would be honored from each city represented. Here in Jefferson City a program identical to this was started a few years ago by one of our outstanding citizens. It is handled by Governor Dalton and is called "The Jefferson City Award". It is awarded annually in January and publicized in the fall to allow the various organizations to submit candidates for the award. Due to this program, I feel it would not be in the best interest of the City of Jefferson to select an individual to be honored in December. I am sure you will agree that two such awards within a thirty to forty day period would not compliment each other in a community of our size. Perhaps it could be announced that Jefferson City's recipient is honored in January. I trust you understand our situation and I am looking forward to seeing you at the Regional Division meeting.
