HomeMy Public PortalAbout03-10-2014 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on March 10 , 2014 In the Boardroom Mayor Collins called the meeting to order at 7:0 0 p.m. Present were: Mayor Collins, Trustee Peck, Trustee Lamb, Trustee Rippy, Trustee Bonuchi (7:01 p.m.), and Trustee Fay. Board absent: Trustee Racich. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Scott Threewitt, Lea d Engineer; Randy Jessen, Public Improvements Superintendent; Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; and John Konopek, Chief of Police. There were approximately 7 persons in the aud ience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on February 24 , 2014. Seconded by Trustee Lamb . Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Mayor Collins : • Reminded everyone of the St. Patrick’s Day Parade and the St. Baldrick’s events that will be held on Sunday. TRUSTEES COMMENTS Trustee Fay stated that there will be a family area after the parade that will have events for children of all ages. PUBLIC COMMENTS None WORKSHOP MEETING #1 COUNTY CAPITAL PROJECTS Mr. John Burscheid, Kendall Count y Highway Department, gave the Board a quick update on the status of the project at Route 126 and Ridge Road as well as an update on the traffic signal at Ridge Road and Caton Farm. Mayor Collins th anked Mr. Burscheid for the update. #2 2014 -2015 CAPITAL BUDGET Mr. Allen Persons, Mr. Scott Threewitt, and Mr. Randy Jessen reviewed the 2014 -2015 proposed Capital Projects including Roadway resurfacing, traffic control devices, pedestrian improvements, 143 rd Street extension from Route 59 to Route 126, Renwick Road corridor, I -55 Interchange project; annual resurfacing program, and multi -year resurfacing program. Trustee Bonuchi inquired about McClellan Street. Mr. Persons stated that he would look into it. Mrs. Traci Pleckham then reviewed the 2014 -2015 proposed Capital Budget Revenue and Expense Detail , 5 year Capital Plan Summary, and the 2014 -2015 proposed Budget Revenue and Expense Detail for miscellaneous funds including Motor Fuel Tax Fund, B ond & Interest Fund, Tort Immunity Fund, Audit Fund, Police Pension Fund, D.A.R.E. Fund, Tax Increment Financing Fund, and Alcohol Enforcement Fund. Village of Plainfield Meeting Minutes – March 10 , 2014 Page 2 Mr. Murphy and Mrs. Pleckham reviewed some changes to the Financial Policies. Mr. Murphy stated that staf f will bring back the changes to the Financial Policies at a future Village Board Meeting for formal adoption. Mayor Collins thanked staff for the presentation and read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed.
