Utility Committee had been negotiating with the utility companies ;Report

Missouri Boulevard. Councilman Iuen stated that the utility com-
Ipanies had agreed to waive the city's portion, only on this one j
l�project and that the Water Company does not assume the responsi- �;
�bility for moving the individual customer service lines extending II

Pouncilman Iuen then moved that the City enter into a contract within
the Highway Commission for the Missouri Boulevard improvement. The !;

(The meeting of the Parking Authority convened at 7:30 P.M. ,
lNovember 17, 1970, in the Council Chamber, with Chairman Larry I
Haake presiding:
Members present were Charles Czarlinsky, Robert Schulte, James
!Strong, Ed Backers . News Media present: Scott Clark
The Parking Garage Usage and the Parking Garage Receipts were J
;presented to the Parking Authority - see attached.
Parking I! Communications from Dr. Giffen and Dr. Westmoreland were read
Authority,{concerning parking in the City Lot across the street from the Mo.
Report ;Baptist Building during current construction program.
1; The Parking Authority recommended that the following price be
set for the lot back of the Episcopal Church at $7.00 per month. +
,c The Housing Authority presented the availability of lots to the I
;Parking Authority. (See attached) . The Authority recommended that
Hall lots automatically be increased to $1.00 more per space
-according to records held by City Clerk. I
The Parking Authority moved that all rentals be paid in advance. 1
lAfter a 10 day period, if not paid, the car will be removed.
'I The Parking Authority recommended that the Lot behind the Jack
I'Hobbs Building be metered. It was also recommended that the
jjmultiple head coined meters, as are now in operation, be purchased.
IMr. Ed Rackers is to inquire as to the price.
The Authority moved that consideration be given to the lands-
caping of the various parking lots.
The meeting adjourned at 9:00 P.M.

I The Commission makes the following recommendations:
Parking '�1) That the request for two-hour parking in the 400 block of West
and j Main be denied on the basis of only one or two businesses in
Traffic ;I the block affected.
Commission I12) That the request for making the 400 block of Cherry Street a
Report one-way street be denied on the basis of the small traffic
volume and the small accident experience.
1'3) That the request for one-hour pparking on the west side of the
I, 300 block of Lafayette Street be denied.
4) That the request for a four-way stop at Jefferson Street and
Capitol Avenue be taken under advisement for further study.
5) That an ordinance be passed covering the school crossing stop
signs and that the City Attorney contact Lt. Duncan of the
Police Department regarding the conditions to be included in
the ordinance.
6) That the inconsistency of the time limit indicated on the
parking.meters as compared to that outlined in the ordinance
for the meters in the 100 and 200 blocks of East High Street
be referred to the Parking Authority for their recommendation.

Authority, reported that the high-rise apartment building on State Authority
Street is taking form, the rezoning on Cliff Drive had been turned Report
