Minutes t�A public hearing was held in regard to the rezoning of part of Public 11Inlot No. 896, located on the northwest corner of Broadway and Hearing ,Ashley from "C" Multiple Dwelling to "D" Multiple Dwelling. There 1, iiwas no opposition. Mr. John Haralson, President, Cedar Hill P.T.A. , appeared before Street Lithe Council requesting that the extension of Vieth Drive in the Committee i1vicinit of Cedar Hill Elementary School be completed and brought 1up to the minimum city specifications at the earliest possible 'idate. The request was referred to the Street Committee. 11A letter of resignation was received from Major General Lawrence L. Resignation 1111einlein as a member of the Jefferson City Police Personnel Board, General :effective December 31, 1969. Heinlein . Councilman Borgmeyer moved that the appointment be approved. The motion passed. he name of Ronald W. Erbrecht, 712 Hobbs Terrace, was submitted Appointment to the Council for appointment to the position of Police-Patrolman. Police ouncilman Scrivner moved that the appointment be approved. The :Patrolman motion passed. lA request was received from the Capital City Water Company to Planning ezone Inlots No. 263 and 264, facinff High Street, at the corner f High and Fulkerson Streets , from 0 Multiple Dwelling to "D" and ,Zoning u Dwelling, to permit an office building. The request was Commission referred to the Planning and Zoning Commission. :ouncilman Haake, Chairman of the Street Committee, presented the 'Street following report: Committee. Report The Street Committee met at 7 P.M. , January 5 with Councilmen liner, Strong, Kliegel and Haake present and also Mr. Robert t Mr. Schell and Mr. Calgon. In connection with the request of Mr. Livingston for the vaca- ,tion of the balance of Cambridge Street which has been pending e the Street Committee for several months, the Committee ecommends that the balance of Cambridge Street be vacated. Regular Council Mee tin g,�January 5. 1970.��_ 2 . With regard to the request from Schwarz and Henmi for the vacation of two street right-of-ways on property owned by Lincoln University, the streets being Franklin and Union between Lafayette land Chestnut, the Committee recommends that such streets be vacated Street 3 . With regard to Bill Number 80, the Committee recommends the Committee deletion of Item B, Section six of the Bill and that the Bill be Report referred back to the Council for it 's action. I 4. The Committee requested that Mr. William Rose be advised to appear before the Street Committee at it ' s next meeting, about which he will be advised, concerning the bill for construction of certain drainage ditches on Rose Valley Drive. 5. The Director of Public Works was requested to provide the status on the cost estimates for the improvement of West Main from Forrest Hill to Jaycee Drive and he advised that these estimates will be ready by January 19. After receiving these estimates Councilmen Iuen and Haake will call for a ,joint meeting of the Street Committee and all of the property owners having any property abutting the street. Bill 103 Bill No. 103, introduced by Councilman Haake, entitled: Calling 1"An Ordinance of the City of Jefferson, Missouri, calling a Special a Election on Tuesday, February 10, 1970, in the City, to submit to Special the qualified voters thereof the question "Shall the proposed home i Election rule charter for the City of Jefferson, drafted by the Jefferson on City Charter Commission, be adopted?" Charter Read first and second time by title and on motion of Councilman Haake, the rules were suspended and the Bill was read the third time by title and placed on final passage and was passed by the 1 following vote as Ordinance No. 8231. Councilmen voting Aye: Borgmeyer, Haake, Hiesberger, Iuen, Kliegel � Riner, Scrivner, Strong, Walther and Wildhaber. Councilmen voting Nay: None. Councilmen absent: None. Bill 80 Bill No. 80, introduced by Councilman Borgmeyer, entitled: Sidewalks "An Ordinance of the City of Jefferson requiring the construction New of sidewalks for all new construction." Constr. Councilman Borgmeyer moved that Bill No. 80 be brought up for third reading. Councilman Borgmeyer moved that Bill No. 80 be amended as follows: By striking subsection B of Section 6 and by striking the letter C in Section 6 and inserting in lieu thereof the letter B. The motion passed. Councilman Hiesberger moved that Bill No. 80 be amended by striking the word and figure 600 and inserting in lieu thereof the word and figure 300. The motion passed. On motion of Councilman Borgmeyer, Bill No. 80, as amended, was read the third time by title and placed on Final passage and passed by the following vote as Ordinance No. 8232. Councilmen voting Aye: Borgmeyer, Haake, Hiesberger, Iuen, Kliegel Riner, Scrivner, Strong, Walther and Wildhaber. `Councilmen voting Nay: None Councilmen absent: None Regular Co ncil Meetin January 5 1970. Councilman Iuen moved that the Director of Public Works notify the President of the Missouri Pacific Railroad by registered mail, return receipt requested, deliverable to addressee only, that they have thirty days to comply with the request to improve crossing Missouri grades. If nothing is done within that time, the Director of acific Public Works is to make survey, secure estimates from contractors Railroad. and .send the bill to the Missouri Pacific Railroad Company.
