Bill 104 Bill No. 104, introduced by Councilmen Kliegel and Riner, entitled:
reating "An Ordinance of the City of Jefferson, Missouri, creating the
office of office of Deputy Police Court Clerk, and prescribing the method of
Deputy appointment, qualifications , term, duties and compensation of the
Police office."
Court Read first and second time by title and on motion of Councilman
Clark. Riner, the rules were suspended and the Bill. was read the third
( time by title and placed on final passage and was passed by the
following vote, as Ordinance No. 8233 .

Councilman Kliegel, Chairman of the Finance Committee, presented Finance

The Finance Committee met Monday, January 19th, and recommends the Report
following:
( 1. That the Deputy Police Court Clerk be employed at a salary of
II $ 235.00 per month.
2. That a used gasoline pump be purchased for the Central
Maintenance Garage, not to exceed $200.00 in cost.
3. That snow removal equipment be purchased for the Parking Garage
at a cost of $3877.00. The funds to come out of the Parking

Fire jCouncilman Wildhaber, Chairman of the Fire Department Committee,
Dept. 1presented the following report:
ommittee The Fire Committee met Monday at 7:00 o'clock P.M. , January 12,
Report with Tom Benton and Art. Jablonski also present .
Recommends that Drew and Jablonski be notified by letter to proceed
with preliminary drafting of new fire station on East McCarty
Street. This is the last fire station to be built under the Bond
Issue.
Recommends that Drew and Jablonski be notified by letter to proceed]
with plans to change heating apparatus in the fire station on I
Industrial Drive. Fire Committee to proceed with bids on heating
change.
Recommends that Fire Committee proceed with specifications for a
new ladder truck, also pumper truck, to replace our 1940 ladder
truck and our 1951 pumper truck. Fire Committee also to proceed
with advertising for bids on old trucks to be traded in on same.
Trucks to be bought from Bond Issue moneys.
Councilman Wildhaber moved that the report be approved. The motion
passed.
Public Councilman Borgmeyer, Chairman of the Public Health Committee,
Health 1presented the following report:
Committee The Public Health Committee met on January 15th with Dr. Nemer and
Report discussed pigeon control. The matter will be discussed again at a
future meeting.

The following report of the Parking and Traffic Commission was

Items discussed:
1) Reconsideration of the parking restriction on W. Main Street
between Boonville Road and Douglas Drive.
The Commission again recommends that parking be restricted on
the north side of West Main between Boonville Road and Douglas
Drive due to traffic congestion created by on-street parking
near this intersection during rush hours, as parking space is
available on DouglasDrive within one-half block of the effected
businesses . The restriction should apply from 7:30-8:30 A.M.
and 4:30-5:30 P.M.
2) Regarding the problem of parking on City right-of-way which
includes head-in parking, the Commission recommends that the
Department of Public Works delineate sidewalk locations with
painted stripes to facilitate enforcement of the existing
ordinance. Where head-in parking is eliminated, parallel
parking stalls will be painted on the street.
3) Regarding the no-parking restriction in the 100 block of Handle
Lane, the Commission reaffirms their previous recommendation of
restricting parking to facilitate fire equipment access .
The Commission recommends that a 4-way, stop be installed at the
Dix Road-West Main Street intersection immediately while the
intersection modifications are being finalized by the Traffic
Consultant.
15) Regarding the inquiry concerning the no-parking restrictions on
Fairmount Boulevard east of Chestnut Street, . the Commission
recommends that the present restrictions be retained. ,

Jefferson Street extending from 166 feet north of the north cur
line of Dunklin Stx:set to a point 184 feet north of the north
curb line on the east side of Jefferson. I�

Item No. 1. Councilman Haake reported that interested residents
were not given the privilege to attend the Parking and Traffic
Commission meeting. Councilman Iuen moved that Item No. 1 be
referred back to the Parking and Traffic Commission. Motion passed ,
Item No. 3. Councilman Riner moved that this Item be referred back
to theParking and Traffic Commission and that property owners on
Handley Lane be notified of the meeting so that they could be heardj!
The motion passed.

The Jefferson City Planning and Zoning Commission met in regular Zoning
session at 7:30 p.m. , January 8, 1970, in the Board Room of the i1commission
Chamber of Commerce. ( Report.
The following items were discussed and recommendations are as
follows :
1. Request of Ray Roling to rezone land in Stanford Subdivision asl
per plat resented (100 x 1000 lot fronting on Southwest
Boulevard from A-1 Single Family to "C" Multiple Dwelling
later ammended to "B" two family Dwellings) .

Recommend that the portion of the lot (100 front ft.) to a
depth of 265' remain "A-l" sinPe familyy and that the balance

from "A-1" Single Family to "F" Highway Commercial.
Recommend that the request be denied.
4. Request of Capital City Water Companyy to rezone Inlots 263 and
264 on corner of High Street and Fulkerson Street from "C"
Multiple Dwelling to "D" Multiple Dwelling for purpose of
erecting a new office building for their business .
Recommend that the request be granted.

ent for the rezoning of land as requested by Mr. Roling be made fo
public hearing and if no objections that the necessary ordinance
be drawn. The motion passed.
Item No. 3. Councilman Wildhaber moved that the necessary
advertisement to rezone property on Old Highway 50 at Algoa Road
from Single Family to Highway Commercial be made for a public
hearing. The motion passed.

Traffic Councilman Iuen moved that specifications be submitted to local
Signals contractors for bids to install traffic signals at Dix Road and
Industrial Drive. The motion passed.
Parking lRequests were received from Judge Sam C. Blair and R. G. Benson,
and IThe Department of Revenue, to restore a loading zone directly in front
Traffic of the double doors of the Tweedie Building on Jefferson Street.
Comm. matter was referred to the Parking and Traffic Commission. 4
, . Shooting Councilman Scrivner requested that the City owned rock quarry
Range located off Bald Hill Road be used for a shooting range for the
PoliceDepartment.

Traffic mailboxes to the Parking and Traffic Commission.

Bill 80 Councilman Borgmeyer moved that the vote on Bill No. 80 be
Sidewalks reconsidered. The motion passed.
Ord. Councilman Borgmeyer moved that Subsection (a) in Section 6 be
8232 deleted and the following inserted:
(a) Where development has occurred, as of the effective date
of this ordinance, on fifty (507x) per cent or more of the
frontage on one side of a street between two intersecting
streets , sidewalks shall be required along the remaining
frontage on that side of the street. However, sidewalks
shall be required even though a block is currently more
than fifty (50%) per cent developed if any continuous
undeveloped frontage in this block totals 300 feet or
more as of the effective date of this ordinance.
The motion passed.
Councilman Borgmeyer then moved that Bill No. 80, as amended, be
placed on final passage. The bill, as amended, passed by the
following vote
