MMr. Wade Baker, 1714 Southwest Blvd. , appeared in opposition to they
rezoning. He presented petitions in opposition signed by eighteen ,!
, property owners . Ray Roling, who requested the rezoning, explained�l
that the terrain in the area is rough and not suitable for single
family homes. He also stated that the duplexes would not be built +�
near single family dwellings. I
Public A public hearing was held on the rezoning of property located at
Hearing 1310 Swifts Highway from "A-1" Single Family Dwelling to "B"
Multiple Family Dwelling. There was no opposition.
Public A public hearing was held on the rezoning of property on Old Highwa

Fire A request was received from Earl Cannon, Secretary, Committee for �
Dept.1, Providing Fire Protection to Area Served by Public Water District
Committee I; No. 2, to meet with Council Committee for the purpose of discussing(;
' a proposal for providing fire protection to the City and their
IlDistrict on a cooperative basis .
The request was referred to the Fire Department Committee.
City IIA communication was received from Mrs . Roy Handley, owner of a j
Attorney , beauty shop, regarding the matter of "No Parking" at any time on
� Handley Lane. She requested limited parking on one side of street
or installation of 2-hour parking meters . Councilman Strong moved
'Ithat the City Attorney prepare the necessary ordinance allowing
parking on the north side of Handley Lane. The motion passed.
Public Councilman Walther, Chairman of the Public Health Committee,
Health resented the following report:
Comm. 'Arthur Hohenstreet, Environmental Sanitarian, to be paid 100 a
mile starting March 1, 1970, and $166.00 per month, plus 10G per
mile starting April 1, 1970. The job will last until October 1,
1970.
The above recommended by the Health Committee - Councilman Kliegel,
Iuen, Scrivner and Strong.

Councilman Borgmeyer, Chairman of the Ways and Means Committee, Ways
resented the following report: and
1 'The Council's Ways and Means Committee met on Sunday, February 15, , Means
1970, with Councilmen Riner, Hiesberger, Wildhaber, Iuen and Chair-�Zmmittee
man Borgmeyer present. The Committee again reviewed the possible Report
avenues open to the City for additional revenue and recommends the
following: !f
1. The Council endorses the sales tax as the route the City shouldi
go to obtain additional revenue, and
2. The Council call an election on the sales tax question for the `
second Tuesday in May, 1970.

Councilman Haake, Vice Chairman of the Finance Committee, presented Finance

"Judge McCormack Wilson has requested an additional appropriation Report
of $600.00 for Jail Costs for the Police Court Budget due to the
fact Jail costs have increased from $1.50 per day to 42.00 and the
Budget is depleted. The Committee recommends that the additional I
appropriation be granted."
Councilman Haake moved that the report be approved. Motion passed.

Councilman Iuen, Chairman of the Public Utilities Committee, ``'iUtilities
presented the following report: IlCommittee
'The Public Utilities Committee met with representatives from the 'Report
Capital City Water Company to discuss billing. The Capital City
Water Company wants an increase to 17� per billing. The Committee ;I
( recommends an interim contract at 1.5(-- per bill n for 6 months or!iiat which
1i pending an audit, whichever date occurs first, The current agree- I time
ment has not been approved by ordinance. The Committee recommends icharges
that lumen mercury vapor lights be installed on Primrose Drive in ';will be
, accordance with the Missouri. Power & Light Company Master Plan. ( renegotiated

( The following report of the rParking~and-Traffic Commission was
presented to the Council.:
The meeting was held Tuesday, February 10, 1970, 8:00 A.M. at the 4
Governor Hotel with all members present.
The Commission makes the following recommendations:
1) In the future all Parking and Traffic Commission meetings be
open to anyone who wishes to appear in behalf of any items
being discussed and that notice of the meetings be published
in the news media.
2) The Commission re-affirms its previous recommendation on the
parking restriction on Handley Lane and since an ordinance has
been passed restricting parking, that the ordinance should
either be enforced or repealed.
3) That the City Clerk notify the property owners interested in
the parking restriction at West Main and Boonville Road to
appear at the next Parking and Traffic Commission meeting,
4) That the property owners on Dawson Street appear at the next !
Parking and Traffic Meeting to discuss the parking problem on
that street.
.5) That the east-west alley lyying south of the Missouri State
Highway Commission office be vacated. !+
6) That the two-hour parking restriction on the south side of the
600 block of West Main be eliminated.
7) That an 18 foot loading zone be established in the 100 block o
Jefferson Street on the east side of the street starting at a �.
point 115 feet south of the south curb of Water Street.
Further recommend that the fee be waivered due to the state
office use involved.
8) That the temporary islands at the Dunklin-Clark Avenue inter-
section be constructed permanently with Concrete curb and
gutters.

Report session at 7: 30 p.m. , January 8, 1970 in the Board Room of the
, Chamber of Commerce.
The following items were discussed and recommendations made:
1. Request from Frank Landwehr to rezone 19 lots on Scenic Drive
in Landwehr Hills Subdivision from Single Family to Multiple
Dwelling.
Recommend that lots 164 and 165 and lots 176 through 192 in
Section 4 of Landwehr Hills as per plan recorded in Plat Book
7, Page 89, be rezoned to B - Two Family Dwellings . i
� 2. Request from June E. Leonard for a special permit to operate a
Beauty Shop in her home 637 Belmont Drive.
Recommend that the request be denied.

Resolution The following Resolution was presented to the Council:
Declaring WHEREAS, Section 10. 130 of Ordinance Number 7593 of the City
Candidacy of Jefferson, Missouri, requires that a primary election be held on
for the second Tuesday of March of each year; and
Political WHEREAS, the second Tuesday of March in 1970 falls on March 10
Office. 1970; and
WHEREAS, Section 10. 150 of said ordinance requires that all
declarations for candidacy for any City office must be filed with
the City Clerk no later than 5:00 p.m. of the third Monday of the
month preceding the month in which the primary election is to be
held; and
WHEREAS, under the terms of the aforementioned section, all
Ideclarations of candidacy for the primary election to be held on
March 10, 1970, are required to be filed by 5:00 P.M. on Monday,
February 11, 1970; and
WHEREAS, Section 10. 160 of said ordinance provides for a
canvass of the declarations of candidacy and the adoption of
Iresolutions declaring unopposed candidates for City office, other
than to membership to a City Committee, as the nominee of their
party to the office declared for, and declaring unopposed candidate !,
to membership to a City Committee to be elected to membership on
the City Committee of their political party; and

WHEREAS, from its canvass the City Council finds that each

the political office on behalf of the political party shown on the
Appendix; and
WHEREAS, from its canvass, the City Council finds that each
person whose name appears on Appendix "B" attached hereto is the
only person who filed a declaration of candidacy for nomination to
the political office mentioned above their name on behalf of the
political office shown on said Appendix, NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
That each person whose name appears on Appendix "A", attached
to this Resolution, is declared to be the candidate of the political
party appearing above his or her name at the top of Appendix "A"
for the political office named at the side of the candidate's name.
RESOLVED FURTHER, that each person whose name appears on said
Appendix "A" is hereby declared to be nominated by his political
party to the office declared for by such person.
RESOLVED FURTHER, that each person whose name appears on
Appendix "B", attached to this Resolution, as a candidate to the
City Committee of the political party appearing above his or her
name, is hereby declared to have been elected by said political
party to the City Committee of that party, as the Committeeman or
Committeewoman from the precinct and/or ward of the City appearing
at the side of the name of such person.
RESOLVED FURTHER, that the Clerk of Jefferson City, Missouri,
cause a copy of this Resolution to be published in the Daily
Capital News and the Post Tribune within five days from the adoptio
of this Resolution.

RESOLUTION of the City Council of the City of Jefferson, Missouri, Renewal
approving the undertaking of surveys and plans for an urban renewal I Riverside
project, and the filing of an application for Federal advance of i Area.
Funds .
WHEREAS, under Title I of the Housing Act of 1949, as amended
(herein referred to as "Title I") , the Secretary of Housing and
Urban Development is authorized to extend financial assistance to
local public agencies in the elimination and prevention of the
spread of their slums and urban blight through the planning and
undertaking of urban renewal projects ; and
WHEREAS, it is desirable and in the public interest that the
City of Jefferson, Missouri, make surveys and prepare plans, presen

1 estimated to cost approximately Thirty Nine Thousand Dollars !�
39,000) , in order to undertake and carry out an urban renewal
project of the character contemplated by Section 110(c) of the City
of Jefferson, County of Cole, and state of Missouri, which is
described as follows: j
Beginning at the intersection of the northerly line of
Riverside Drive (street running east and west at this point)
and the westerly line of Riverside Drive (street running north
and south at this point) ; thence southerly with aforesaid
westerly line to the intersection of the southerly line of I�
Water Street; thence southeasterly along aforesaid southerly il
line to the intersection of the center line of Lincoln Street ; ;l
thence southerly along the aforesaid centerline to the southerly'
line of McCarty Street; thence easterly along aforesaid south- 11
erly line to the intersection of the easterly line of Garfield 11
Street extended; thence northerly along aforesaid easterly
line to the point of intersection of the northerly line of
Edwards Street extended; thence northerly from aforesaid point
to the point of intersection of the westerly line of Buchanan

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY

appropriate for an urban renewal project and that the undertaking
by the City of Jefferson of surveys and plans for an urban renewal
project of the character contemplated by Section 110(c) of Title I
in the proposed Urban Renewal Area is hereby approved.
2. That the financial assistance available under Title I is !

provided in an amount which will be not less than one-.fourth of the
Net Project Cost of the Project and which, together with the Federal,
capital grant, will be generally equal to the difference between
Gross Project cost and the proceeds or value of project land sold,
leased, or retained for use in accordance with the urban renewal
plan.
5. That the filing of an application by the Housing Authority
of the City of Jefferson, Missouri, for an advance of funds from
the United States of America to enable it to defray the cost of the
surveys and plans for an urban renewal project in the proposed
'Urban Renewal Area described above is hereby approved.

Renewal ESOLUTION of the City Council of the City of Jefferson, Missouri,
Hough ilapproving the undertaking of surveys and plans for an urban renewal
Park liproject, and the filing of an application for federal advance of

WHEREAS, under Title I of the }lousing Act: of 1949, as amended
(herein referred to as "Title I") , the Secretary of Housing and
Urban Development is authorized to extend financial assistance to
local public agencies in the elimination and prevention of the
spread of their slums and urban blight through the planning and
undertaking of urban renewal projects ; and
WHEREAS, it is desirable and in the public interest that the

approving the undertaking of surveys and plans for an urban renewal Southside
project, and the filing of an application for federal advance of Area
funds.
WHEREAS, under Title I of the Housing Act of 1949, as amended
(herein referred to as "Title I") , the Secretary of Housing and
Urban Development is authorized to extend financial assistance to
local public agencies in the elimination and prevention of the

The following was presented by Councilman Haake: Parking
lAuthorit
For the past several weeks, Mr. Riley and I have been consulting y
with regard to the necessity of establishing a Parking Authority
for the City of Jefferson as was recommended by the Greater
Jefferson City Committee in their report of November, 1968. Since
that time, as you well 'know, a number of parking lots have been
opened and are operating and in accordance with our agreement with
the Housing Authority, the City is required, within the next 3 to
5 years, to purchase these lots . It is my opinion that unless
proper and detailed accounting insofar as the cost of operation as
well as receipts from operation are kept, the sale of any type of
revenue bond to prospective bond buyers would certainly be impaired
I wish to therefore advise you that I intend to introduce in
the first meeting of March an Ordinance setting, up the Parking
Authority and am recommending that basically this Authority be
given the power to acquire land by purchase or lease, to construct
and operate off-street parking lots, to rent lots for operation by
concessionaires, to build and operate multi-level parking garage
structures and to install on-street parking meters as it deems
appropriate. The operating income for such an Authority will be
from revenue received from on and off street parking facilities
within the City and the Authority would be responsible for provid-
ing -adequate parking for the entire City from these revenues plus
the issuance of necessary bonds as capital improvements or
purchases are needed. For the present time, being cognizant of the
City's dire financial condition and realizing that the loss from
the parking meters must be replaced, I would suggest that the
Ordinance call for the implementation of this recommendation with
the suggestion that an amount of revenue equal to last year's
receipts from the parking meters be deducted so that the City will
not face a financial loss in this area. I would also suggest that
insofar as the Parking Garage is concerned that the fund be
transferred to the Parking Authority and a direct appropriation
made for all expenses in connection with the operation of the
Garage be made each year.
In its original conceppt, I would suggest that the Ordinance
call for the Authority to be made up of five individuals appointed
by the Mayor with the approval of the Council who will serve
staggered terms .
I am also of the opinion that the Ordinance must contain �1
provisions whereby the handling of funds realized from any bond i
issue and the payment of those bonds should be the responsibility
of the proposed Jefferson City Parking Authority which will also
have the additional responsibility to maintain and operate all
parking facilities both on as well as off street.
When this Ordinance is introduced, provided that Mr. Riley can
prepare same by March 2nd, I fully intend to submit the Ordinance
to Mr. David Harrison, Chairman of the Special Committee on parking
of the Greater Jefferson City Committee, the present Parking and
Traffic Commission, and the Parade of Progress Committee for their
study and further recommendation.
