Approval ( Councilman Hiesberger moved that the minutes of the meeting of
of February 16th be corrected as follows: "Page 121, Bill No. 113,
Minutes line 6, by striking numbers 115 and inserting in lieu thereof 113."
The motion passed.
Councilman Iuen questioned the absence of action on Bill No. 100.
Mayor Christy stated that the records had been expunged in regard
to the Bill, and that action would be taken at this meeting. The
City Attorney ruled that the Mayor had vetoed Bill No. 100. The
minutes, as corrected, were approved as received.

Opening The following bids were received for the construction of sewers in

Councilman Riner moved that the bid be awarded to the lowest bidder

Betterment appeared and requested the passage of Substitute Bi11 91, as it is

Capital IA communication was received from the Capital City Water Company,
City requesting the withdrawal of their request for rezoning of Inlots
Water ( No. 263 and No. 264 at this time.
Company iCouncilman Riner moved that their future request be referred to thel
Zoning IPlanning and Zoning Commission again. The motion passed.
Resignation A communication was received from the Police Department informing
Police the Mayor and Council Members of the termination of employment of
Roger Gail Helmig, Patrolman, and Carolyn Grimm, Clerk.
Councilman Scrivner moved that the resignations be accepted. The
motion passed.
Resignation The following communication was presented to the Council:

Gentlemen:
It is with mixed feelings of emotion that I request you accept m
resignation as Planning Director to become effective March 15,1970.
In leaving the service of the City, I wish to thank all the City
personnel from the Mayor and the Council to all employees of the
various Departments for their assistance and cooperation. I am
most grateful to each of you.
If in the future I can be of any service to the City, I will be I
most happy to do so.

Resignatio The following was presented to the Council:

Upon completion of nearly 27 years as a member of the Jefferson
City Fire Department, I wish to inform you of my retirement from
service, and am making application for my pension, effective
April 1, 1970.
Permit me to say that it is with a feeling of regret that I sever
my association with the Fire Department.

A request was received from Callaway Farmers Equipment Company, Inc ' , Planning
to rezone property located in the vicinity of St. Louis Road and and

A request for additional funds in the amount of $1,338.00 for radioilFinance
installations, new antennaes and monthly radio maintenance, and Committee
$197.00 for additional photo equipment not anticipated at time of

City Council to pass an ordinance increasing the salary of the Police

Gentlemen:
The Police Personnel Board respectfully submits the following �M
recommendations pertaining to the Jefferson City Police Department, ?
and further recommends that Bill No. 91 be amended to reflect these
changes prior to consideration by the Council.
1. That the authorized strength of the Police Department be
as follows:

The organizational chart to support this personnel schedule is

an additional four radio dispatchers above the present authorized
strenggth.
2. That the members of each grade shall be paid monthly in
accordance with the following salary schedule:

A suggested payroll under the proposed salary schedule is
11attached as Addendum B. Step positions to correspond to the I
;; individuals position under the present schedule are indicated,
1; except for seven patrolmen employed less than six months and one
;ivacancy. This represents approximately a ten per cent increase in
:'Ipractically all instances. It is emphasized that a general increaao
I
';1in salaries does not necessitate a complete revision of the stepped
; salary schedule. Merit increases in pay may be made at any time
.; after a minimum of six months within a given step, providing the
;' increase is justified and funds budgeted for this purpose are
!; ava! available by placing employees in a higher pay bracket. Stages are ;l
ilable
to be considered as merit increases rather than chronological
,iexcept for probationary patrolmen who would automatically be
1, advanced to Patrolman I at the end of a satisfactory six month
I. probationary period. Again, we wish to emphasize, that steps are
not time oriented and do not represent annual or any other time I'
1, phased steps except as noted above.
In instances of promotion in rank, the subject will be placed ji
'j in the pay stage of the higher rank to permit a reasonable increase ;
!fin salary.
3. ibat since the Department does not follow weekly work
schedules, the wording in Section 3 of Bill No 91 be changed to
read "***forty-five hours per week, or equival;nt
4. That the first sentence of Section- be deleted, and the
monthly maintenance allowance be changed to twenty-five ($25)
dollars per month to correspond to present practice. ik
5 . That the wording under Section 5 should be changed to reads
! "all officers required to work on a paid holiday shall receive

!LEAVE to provide that for present members sick leave will accrue
! from date of hiring or the past 12 months, whichever is less . Also ;

7. It is further recommended that the City purchase Health it

non-contributory bards , with the members granted the privilege of
Jenrolling faintly members in the grOLIP plan at their own expense.
In reference to Bill No. 92 , the Board recommends the
passage with no changes.
The Board is of the opinion that this request is reasonable W
this time, and recommends that this be implemented without delay.
! We further recommend that this matter be subjected to review six
,I months after the effective date for possible revision.

Councilman Hiesberger responded in support of the Bill.
Substitute Bill No. 91 was then read the third time by title and
failed to pass by the following vote:

Councilmen voting Nay: Borgmeyer, Iuen, Kliegel, Riner, Scrivner
and Wildhaber.
