of the local taxi companies, recommends that Section 2 of Ordinance 7190,
relating to taxi fares, be amended to react as follows: II
"Sixty (. 60) cents on first flag drop instead of the present fifty (. 50) cents.
Ten (. 10) cents on cacti one-fifth mile, instead of the present one-fourth
mile. Six ($6. 00) dollars per waiting time instead of the present four
($4. 00) dollars per hour. Twenty-five (. 25) cents per each additional
passenger, instead of the present ten (. 10) cents per passenger. And a I
minimum of $1. 25 on all deliveries instead of the present $1. 00. . 40 �f
extra cents on all grocery hauls and . 25 extra oil all extra stops.
The Committee also recommends the following:
1. That the grades and strengths of the Police Department be approved. f
2. That the position of Deputy of Assistant Chief, be established in pay }
step 3 of the grade of Captain ($7, 898) or an addition of $31. 42 per ;
month.
3. That a Detective Lieutenant be established from the rank of Sgt, and I

�IAlso recommend the Fire Department replace vehicle No. 101, Chevrolet
ifour-door sedan 1964. This vehicle be replaced by Bond Issue money through
bids.
The Committee discussed cooperative fire protection with District No. 2 Fire
Department and agreed to set up a joint meeting at a later date.
The Committee recommended that no recommendation be made in regard to
the salary study for the fire department until a later date.

1. Assume payment of dusk to dawn light located at 421 Rolling Hills Road
billed to Kenneth E. Davis.
2. Install two (2) 6800 lurnen mercury vapor lights on Dogwood Drive.
3. Install one (1) 6800 lumen mercury vapor light on Bassman Street.
4. Install two (2) 6800 lumen mercury vapor lights on Brookside - 250 feet
north of intersection of Green Meadow on east side of street and 500 feet
north of intersection on same side.

O. T. I-Jy, Milk Sanitarian, appeared bofore, the c-0""'if ttee and requested that
his salary be reviewed. 11c, felt he should he in a higher bracket thall lie
pre8ently is. The Board agreed to study his salary structure and Much
discussion followed. Since, there were no Milk SanitariarI8 shown in the Ill
Missouri cities used in the study it bracket system will be compared to oil(-, use(
by the Division of Employment Security. It is recommended that Mr. Ely's
request be taken tip with the Health Committee and a recommendation be made
this department.
The City Attorney appeared before the committee - however the subject was
considered of a confidential nature and he will make a report at a later date.
A letter was read from the Chairman of the Police Personnel Board, Vernon
O. Burkhalter, Chairman, requesting that certain recommendations submitted
to the Council on February 27, 1970, be made into ordinance, since Substitute
Bill 91 was defeated, it also defeated other recommendations that are
considered essential and necessary to the Police Department.
1. That the grades and strengths of the Department be approved.
2. That the position of Deputy of Assistant Chief be established in pay
Step 3 of the grade of Capt. ($7, 898. ) or an addition $31 . 42 per month.

The committee approved the recommendation unanimously and referred it to
the Police Personnel Committee for approval and Joint Authorship by Ordinance.
Ken Wildhaber, Councilman First Ward, appeared before the committee and
recommended that this committee go on record by resolution endorsing the
upgrading of salaries of the City Employees. Such resolution was approved
unanimously by the Committee.
After scrutinizing what personnel has been has been reported on by the
committee it was decided that there are approximately thirty more positions
that will have to be reported on before the study will be complete. It is the
hope of the committee that this may be done before the committee loses the
good help of Councilmen Haake and Walther who will soon be taking their

The following report of the Parking and Traffic Commission was presented to Parking and
the Council: Traffic
The meeting was held Tuesday, March 10, 1970, 7:30 p. m. , with all members I.j Commission
present except Chairman Crewz. Vice chairman Findlay presided. !Report.
The following individuals were heard: ��tt
1) Mr. William Corbin of the 1100 block of Oak Street appeared and complainet
i of parking congestion on both sides of Oak Street.
2) Dr. Richard Hyleck appeared in regard to the recommendation of the
Parking and Traffic Commission to remove on-street parking near the West
Main-Dix Road intersection and requested the recommendation be held over
for the time being. 1
3) Mrs. Robert Hyder of Peachtree Drive appeared in behalf of insufficient (�
parking space available at the Moreau Heights School as a result of the change
of angle parking to parallel parking. j
4) Mr. Olen Smith of Dawson Street appeared regarding congestion on Dawson
Street and requested consideration of a parking restriction on one side of the
street.
5) Mr. Norman Thompson appeared in regards to the problem of post office
trucks parking to pick up mail at state office buildings where no loading zone
is available and requested a loading zone be established on Broadway Street
for the Broadway Office Building.
The Commission makes the following recommendations:
1) That an ordinance be passes] restricting parking on the east side of Hough
Park Road from a point 118 feet to a point 183 feet south of the west curb line i
of Moreau Drive. cPhis ordinance is required to enforce the present restrictio )
2) That the School Board consider construction of additional off-street parking,j
and loading and unloading areas at the Moreau Heights School similar to that li
constructed at West School. f
3) That no action be initiated regarding parking in front of individual snail �
boxes as there is no practical inethod to enforce it.
4. ) That the orit,inat reconimen('ation of the Parking and "Traffic Commission ('
be implemented providing for cane-way traffic southbound on Olive Street as thel
present traffic pattern of one-way traffic northbound on both Clive and Pine hard
aggravated traffic congestion on Dawson Street and further, recommends that
Dawson Street be made one-way northbound and that parking be restricted on
the west side of Olive Street.
5) That on-street parking restrictions under consideration at the West Main-
Dix Road intersection be tabled pending finalization in intersection
modifications in conjunction with signalization of this intersection.
6) That parking be restricted on the north side of Williams Street from Dix
Road to Beck Street.
7) That monthly parking be implemented on a temporary basis at a monthly
rate of $10 per month after completion of surfacing at the old State Theatre lot
8) That a double loading zone be established at 603-605 Jefferson Street.
9) That the Oak Street and post office delivery truck parking problem at the
Broadway Building be held over for the next meeting.
10) The Parking and Traffic Commission endorses Bill No. 117 establishing
a Parking Authority with the following recommendation: "that the terms of the
members be longer than one (1) year term and be on a staggered basis to
provide continuity. "

Streets remain one-way going north and Dawson one-way going south for a
trial period of 90 days.

For example:
1 . Why did the commission act contrary to the recommendations of its own
engineers, who strongly supported upgrading of this section to a four-lane route ?
2. Wily did the commission vote to retain a three-lane highway, which traffic
safety engineers agree has been and still is a safety hazard?
3. Isn't the commission practicing false economy in approving a most question-
able plan when the professional-engineer- approved four-lane improvement
would cost only $150, 000 more?
114. Why has the State Highway Commission approved multi-lane local urban
I I highway improvements in St. Louis, Kansas City, Columbia, other parts of the
Ilstate and most recently Rolla? Why was Jefferson City short-changed in its
improvement program when the traffic volume on the route in question is higher
than either the Rolla or Columbia routes or any other similar urban roads in
District 5 ?
5. Did the commission prior to its recommendation for Business Route 50 Wes
lladopt a state-wide policy limiting improvements on local urban highway prograr is?
Has and will a similar limited policy prevail in St. Louis, Kansas City and other
1urban areas in the state ?
16. The City Council requests that the Commission make a public list of all loc
urban improvement programs of similar nature which it has made throughout th
state in the past five years, including the extent of the improvement, cost and
other vital data.
l7. The Jefferson City Council also requests that the four-lane plan for Busines
Route 50 West, as recommended by Highway Department and District engineers
be reopened for discussion and reconsideration.
8. The City Council also requests that the Commission immediately table its
recent recommendation for Business Route 50 West. The Council believes this I
plan will not be in the best interests of the Greater Jefferson City area and the
State.

Finally, the Jefferson City Council unanimously renews its support for pro-
ceeding of improvement of Business Route 50 West under the four-lane plan, �!
advanced and recommended by the commission's own engineers. ;44
The City Council of Jefferson City urgently requests an answer to this I?
resolution at the earliest possible moment for we believe the question is of !
major significance not only to Jefferson City area highway users, but also to i
all highway users in the State of Missouri. !

Councilman Riner presented the report of the "Determination of Need" Determination
Committee: of Need
Your subcommittee, the "Determination of Need" Committee, has met with Committee.
city officials in regard to the revenue needs of Jefferson City.
We have also met in sub-groups to study the various departments of city
government independently. We wish to commend the various studies that have
been completed and made available on city fiscal needs and on which these
recommendations are based to some extent. The committees of the City Counc 11;
the Police Personnel Board; Mr. Ed Cole, City Collector; Mr. Ed Rackers,
Director of Public Works; Mrs. Margaret Christian, City Clerk; and the Mayo
John Christy, have been most helpful in our deliberations. it
Based on our findings, we feel that there are several areas that are critical
in our city government at this time. A delay in solving these problems will
anly add to their severity that we now see and feel in our community. I�
There is no doubt in our opinion that two areas are of paramount importance to l
Jefferson City. First, we feel that as an example, public safety and public
works need to be upgraded in our city. This is no reflection on our operating I
departments. With the funds now available they are providing every service
possible . We feel the citizens of Jefferson City do not think that this is
enough; through our study, we agree. However, to provide better service,
retention of experienced personnel, we must be willing to do more. The public
needs it. The right for safe streets, reduction in crime and adequately
compensated city employees has to take a high priority in our community.

Y We believe the general public agrees with this synopsis.
Of equal importance, in our opinion, is capital improvements in Jefferson City.
As an example, because of lack of funds, we find some of our city streets in a
deplorable condition. While the present method used to patch and occasionally
seal our streets is fairly inexpensive, the maintenance cost is relatively high
and a repeated process. With funds available, fifty miles of our streets would
be blacktopped with a one inch mat at the rate of five miles per year, which
would give the citizens the type of streets they want and deserve. This and
other priority projects contemplated in the comprehensive plan for the City of
Jefferson generates a requirement of an expenditure of approximately
$300, 000 a year over the next ten years.
We have taken into consideration that these items will be costly for the city.
Therefore, we recommend that additional taxing measures be taken to increase
revenue in the amount of $575, 000 annually.
By so doing, we feel $250, 000 should be allocated to general revenue to allevia
the problems in public safety and other areas as determined by the Mayor and
City Council, that $300, 000 be allocated for capital improvements, and $25, 0001
for capital equipment.
We feel that these are needs that have been present for sometime in our city an
that failure to provide funds to meet thetas will result in added problems for the
Capital City. We also feel that the City Council, the elected representatives of
our government, are concerned about the needs of the city and that with the hel
of the comprehensive plan as completed by Harland-Bartholomew and Associat 3,
will continue to make the improvements as recommended.
If the committee feels these figures are realistic, we then recommend that
consideration be given to a city-wide sales tax proposal of one cent.

*We feel this would eliminate the necessity of a Bond Issue at a later date for
equipment under the Capital Improvements program.

Councilman Riner moved that the report be amended by striking the word
"Real Estate” on page 3, item 4 of Recommended Annual Outlays, and inserting
in lieu thereof, the word "Property". The motion passed.
Councilman Riner then moved that the report be approved as amended. The
motion passed.

Cedar Hills Councilman Borgmeyer stated that he had met with residents in regard to the
Road. improvement of Cedar Hills Road. It is necessary that.the city share the cost
of the extra width. Councilman Borgmeyer moved that the city substitute by
doing necessary grading and backfilling instead of sharing the cost. The
motion passed.
Planning and A subdivision plat of Twin Hills Subdivision, Section 2, was presented to the
Zoning Comm. Council. The plat was referred to the Planning and Zoning Commission.

Central Hotel. Councilman Iuen stated that he had received a complaint about the barricades
at Central Hotel. He contacted Mr. John Paulus about the situation, the
barricades have been removed which has allowed space for seven parking meters.
