A quorum was declared present.
Councilman Scrivner corrected the minutes of the meeting of March Approval
16, as follows: "By striking the word ' south' in line 53 , page 136y of
and inserting in lieu thereof the word 'north' . The minutes were Minutes
then approved as received.
A public hearing was held on the rezoning of land located in :!Public
Landwehr Hills from Single Family to "B" Two Family residence. ;,Hearing
�Petitions were received opposing the rezoning. Vernon Beinke, 341 Landwehr
iFredericks Lane was spokesman for the Landwehr Hills group and „Hills .
stated that the opinion was uniform against multiple dwelling.
�Mrs . Dorothy Sullins , 300 Landwehr Hills , also appeared in
opposition.

RE: Estate of Mary B. Heinrichs, deceased.
Dear Sirs:
Under conditions of the first codicil to the Last Will and Testament
of Mary B. Heinrichs, deceased it is provided among other things
that the Trustees shall annual�y make to the City Council of
Jefferson City, Missouri, a full report of their income and dis-
bursements for the previous year, and that the report shall be
published in a daily newspaper in Jefferson City at the time said
report is given to the Council.
In compliance with the terms of the above said first codicil, the
trustees , heretofore appointed by the Mayor of the City of Je£ferso ,
herewith file their fifteenth annual report of trustees in the abov
named estate. The report covers the year beginning April 1, 1969
and ending March 31, 1970. A copy of this report will be published
in the Post Tribune on April 6, 1970.

"Whereas, Mrs . Mary Starke has been a resident of Missouri for
her entire life, and
Whereas, Mrs. Mary Starke has been a resident of Jefferson City Resolution
Missouri for the last twelve years, and t Mrs. Mary
Whereas, Mrs. Mary Starke has reared four boys and two girls " Starke
who are a credit to their mother, this state, and this Nation, and
Whereas, Mrs. Mary Starke has twenty-four grandchildren, j
eighty-two great grandchildren, and twelve great great grandchildren,
all of whom are a living tribute to her true christian example; !'
NOW THEREFORE, the City Council of the City of Jefferson
commends and congratulates Mrs. Mary Starke for her contribution to !
this city, state and Nation by her outstanding example of proper
motherhood on her one hundredth birthday, which she celebrated on
March 9, 1970.

Councilman Borgmeyer introduced the following Resolution: Resolution
"WHEREAS , members of the YMCA are now attempting to solicit f YMCA
memberships for the purpose of starting a YMCA Organization in the
City of Jefferson; and
WHEREAS, it has been demonstrated in other cities that a YMCA
Organization acts as a detriment to Juvenile delinquency; and
WHEREAS, these current members of the YMCA group have devoted i
jtheir time and effort to the betterment of the City of Jefferson. j
NOW, THEREFORE, BE IT RESOLVED by the City Council. of the City !;
of Jefferson that we go on record as giving our wholehearted support':
to the YMCA and that we encourage each and every member of the
community to support this worthy cause.

work is necessary to be done. That the cost of said improvement, r;

tracts of land, fronting or abutting on the street so improved alon
the distance improved, in proportion to the number of fronting or
kabutting feet, and shall be paid for by special tax bills issued {{
against the property fronting or abutting on any of said improvementf,
