The following report of the Finance Committee was presented by Finance
Councilman Kliegel, Chairman of the Committee: Committee
Finance Committee Meeting Report.
7 :00 P.M. - May 5, 1969
Present: Borgmeyer, Iuen, Walther, Riner, Strong, Wildhaber,
Haake, Hiesberger and Kliegel.
Purpose: Subcommittee report on Central Maintenance Garage.
Councilman Riner explained cost of Central Maintenance Garage and
after discussion on the proposal the following action was taken:
1.) Motion by Riner to initiate Central Maintenance Garage as
of July 1, 1969. All Funds pertaining to operation,
maintenance and purchase of all City Vehicles will be
budgeted under the Central Maintenance Garage.
The motion passed.
2.) Motion made by Riner to prepare and advertise for bids
for the construction of the Building. Amended to include
in preliminery estimate the possibility of using existing
wall, thus saving additional costs on construction.

Street The following report of the Street Committee was presented by
ommittee.Councilman Haake, Chairman of the Committee:
REPORT OF STREET COMMITTEE MEETING
April 23, 1969
The Street Committee met at 7 :00 p.m. , with Councilman Scrivner,
Kliegel, Riner Strong and Haake present.
ITEM 1: The Committee recommends granting approval to
Schanzmeyer Ford to cover Weirs Creek `by means of expanding present
structure or installing truss cover provided that existing channel
be maintained at present width.
ITEM 2: With regard to the request of Charles H. Fechtel to
remove the curb and sidewalk in front of his building at 425 West
Elm, the committee recommends that the request be approved.
ITEM 3: With regard to the problem of water run off at the
intersection at Notre Dame and Ellis Blvd. , the Committee decided
this was a maintenance problem and the Street Department will take
care of the matter.
ITEM 4: The problem concerning sewer service to the Bald Hill
Road area was discussed at length and the committee has requested
the Director of Public Works to prepare a preliminary layout and
cost estimate and to provide further information to the Committee
for further discussion at our next meeting.
ITEM 6: The Committee recommends that the maintenance agree-
ment prepared by the Highway Cotmnission for taking over the Vetter
Lane segment be executed.
ITEM 7: The matter of hiring additional street employees re-
ferred to the Street Committee at a previous council meeting was
discussed and the committee recommends the hiring of Harry Kempker,
Louis Distler and Art Landers (Landers at Step 3; Distler at Step
4 - Laborer; Kempker at Step 2 - Equipment operator) .
ITEM 8: The committee discussed the general condition of
city streets and asked that it be provided with a preliminary plan
of the work to be performed during the summer months.
ITEM 9: The Committee also, recommends a ,point meeting with
the Special Road District to discuss mutual problems wlth 'them
and the Director of Public Works was asked to contact the commission-
era and advise the committee as to when' a meeting could W held.

Police Dept. Councilman Scrivner, Chairman of the Police Department Committee,
Committee presented the following report:
Report. REPORT OF THE POLICE DEPT. COMMITTEE
The Police Dept. Committee met on April 21st. in the Council
Chamber.
The topic for discussion was the control of dogs within Jefferson
City.
Members of the committee present were: Councilmen Borgmeyer,
Haake, Hiesberger and Scrivner.
The City Physician, the Humane Officer, an representative of the
State Board of Health and a representative of the Police Dept.

Chief Short, also, was present.
Other City Officials present were Mayor Christy and Frank Iuen, the
third ward Councilman.
Mr. Hiesberger made a motion that the impoundment fee be raised
from one dollar to $5.00 per day for a 72 hour period. If the animal
is not claimed within the 72 hour period then the dog would be
destroyed according to the Ordinance.
Mr. Borgmeyer made a motion that would require proof of vaccination
for any dog before it can be released from impoundment.
Mr. Hiesberger made a motion that would require any dog in the city
to wear a name tag, including the name, address and telephone number
of the owner.
' Mr. Borgmeyer recommended that section 14 of the present ordinance
be reviewed by the City Council.
' The motions were approved by the committee and are recommended to
the Council for adoptibn.
As chairman of the Police Dept. Committee, I wish to point out that
this meeting was a committee meeting only and that final action rests
with the entire Council.

Councilman Hiesberger, Chairman of the City State Relations Committee
presented the following report: City
On Thursday, May 1, Mayor John Christy, Chief of Police &
Claude Short, Fire Chief Donald Hunter, Mayor Pro-Tem Tony Hiesberger, State
Chamber of Commerce President Bill Dallmeyer and Robert Kingsland, Relations.
Chairman of the Mayor' s Human Rights Commission met with represent-
atives of Lincoln University, including Miss Judy Toebben, Editor
of the Student Newspaper, Dean Ben Pugh, Dean of Men; Dean Betty
Adams, Dean of Women; President and President-Elect of the Student
Body to discuss areas in which the City and the University could
more closely achieve a working rapport.
These areas included police and fire protection for the
' University, the relationship of the student to the downtown mer-
chants in various capacities, areas in which the City and University
could more closely cooperate For the benefit of both the citizen
and student and establishment of channels of communication whereby
this initial group might be expanded to include a greater cross-
section of both university and city representation.
It was mutually agreed after a two-hour discussion of
the various topics on the tentative agenda by all that (1) an effort
should be made to continue these discussions on a regular on-going
basis; (2) that the group should be expanded to include representa-
tion from the Jefferson City Chamber of Commerce Committee-Help Lin-
coln University Grow; representation from the City Council's City-
State Relations Committee; representation from the Park Board; and
other groups that the Dean of Men or City officials felt should be
included in the future.
Councilman Hiesberger moved that the report be approved.
The motion passed.
Councilman Wildhaber explained that it was necessary to meet with Fire
the Bureau of Inspection to discuss eliminating the East End Fire Committee.
Station after the new station is constructed.
Councilman Haake moved that Councilmen Wildhaber and Strong and Fire
Chief Hunter be authorized to make the trip. The motion passed.

The Public Health Committee, at the request of Dr. Nemer
recommended the part-time employment of Dennis L. Fischer and
Dennis L. Strader, to assist in larvaciding, at the salary of $1. 75
per hour.

Public Councilman Iuen, Chairman of the Public Utilities Committee, pre-

Report. To the City Council:
The Utilities Committee met in the Council Chamber on April
27, 1969 at 8:00 P.M. The following members of the Utilities
Committee were present: Councilman Jerry Walther, Councilman Ken
Wildhaber and Councilman Frank J. Iuen. Also present were Mr. R. H.
Lahmeyer, Dist. #5 Engineer, Missouri State Highway Commission. Mr.
H. L. Ferguson, District Manager, Missouri power and Light Company
and Councilman Forrest Scrivner.
The meeting was called to consider what to do about the
Highway Lighting on Business Route 50 East. It was unanimously
decided by the Utilities Committee to request the Council to ask the
Traffic Committee to have the Commission to check the speed limit to
ascertain if it could be reduced to 35 miles per hour and if the
Commission would change their designation from Business Route 50
East as the City has now designated it as McCarty Street. If the
Traffic Committee will change the speed limit to 35 miles per hour,
then appropriate permits can be granted the Missouri Power and Light
to cover the installation of the lights and they will be permitted
to remain.
The Committee further unanimously recommends that the Council
request the Missouri, Power and Light to change the street lights at
Ashley and Mulberry and Broadway and Ashley from the old to the
6800 lumen type. Install 6800 lumen mercury light at 301 Eastwood
Drive and take over payment of light situated across the street from
208 Ilaaf Drive.

Lights.
BE IT HEREBY RESOLVED by the City Council, City of Jefferson,
Missouri, that the Missouri Power and Light Company make the
following installations , in accordance with recommendations
presented to the City Council by its Committee on Public
Utilities, and adopted by said City Council on May 5, 1969:
1. Replace street lights at Ashley and Mulberry and
Broadway and Ashley with 6800 lumen mercury vapor
lights .
2. Install 6800 lumen mercury light at 301 Eastwood drive.
3. Assume payment of light oituated across the street from
208 Haaf Drive:, now being payed by Cyril M. Baumhoer.

WHEREAS, it has pleased Almighty God, our Father to
summon to His immortal legions our beloved fellow citizen of
Jefferson City and Cole County, Missouri, Larry D. Johnson,
and
WHEREAS, we humbly bow to the will of Divine Providence,
while ever cherishing in our hearts the memory of his distinguished
service to our Nation, and his outstanding example to his fellow
American citizens through his belief in his Country' s heritage of
freedom and his willingness to give his life in an effort to pre-
serve that heritage. Now therefore, be it
RESOLVED, that the City Council of Jefferson City,
Missouri at its meeting assembled on this fifth day of May, in the
year of our Lord, nineteen hundred and sixty-nine, does mourn the
passing of our distinguished young fellow citizen, Larry D.
Johnson, and that we commend to all men his works, to God his
spirit; and be it further
