Motion passed. - - Street The following report of the Street Committee was presented by Committee .Councilman Haake, Chairman: Report A meeting between the members of the Street Committee and the (Commissioners of the Special Road District was held at nine o'clock P.M. , May 13 , 1969. Ap that time it was decided, after lengthy discussion, to have a second meeting with them at which time a dollar figure on all com- mitments which have been made by them would be available and a etermination could then be made as)to the feasibility of the City assuming some or all of the commitments in order that future projests within the Corporate Limits of the City could be undertaken with the approval of the Council, and such monies as can be provided by the oad District could be specifically ear-marked for a project. State aw provides that the District may contribute twenty-five (257.) per ent, but does not make this a mandatory requirement. The Street Committee met at seven o'clock P.M. , May 19th, 1969, with all members present. 1. In regard to the feasibility of the City taking over the aintenance of the High Street Viaduct, the Committee requests the irector of Public Works to request the Highway Department to for- ard a formal contract for maintenance, for our review and our pproval. 2. In connection with the request from the residents on. ississippi, California and Columbus Streets for sewers, the Street ommittee discovered that approximately three months ago the City eeommended that a Sewer District be formed and preliminary field ork will be done as soon as possible. 3. With regard to the hazardous condition of Hough Park and Ellis Boulevard intersection, the Director of Public Works is to M i�y oft ,ea and explore the possibility of securing additional } * 1 it 4. The widening of West Main Street, from Forest Hill to Jaycee Drive, will involve apparently a large expenditure of money, 11 since according to the 1958 report of Harland-Bartholomew it is J'], recommended that the Street be widened to forty-four (44) feet. The J' Director of Public Works advised that the present Street east of i Forest Hill is a thirty (30) foot Street and because of the high cost to the adjacent property owners it was decided that the , Director of Public Works should proceed with the idea of a thirty (30) foot Street with curbing and guttering and the possibility Of i; limited parking. The motion assed. a Councilman luen, Chairman of the Public Utilities Connuittee Public presented the following; report: Utilities Committee Your Utilities Committee requests that the following lights be Report re laced with 6800 lumen Mercury Vapor lights : 1220 Lee Street - 1112 I,ee Street - 1.225 Moreland -• 1.1.10 Major - at Atchison and Dockery - and that present 1.000 wattmercury bulbs be replaced with 6800 lumen Mercury Vapor bulbs at St. Paul and Columbus and the two lights on Mississippi Street. The Committee further recommends that Council approval be given for ' installing one fire plug on Haugh Park Road at the fire station under construction, and the installation of a fire plug at the end of the 1800 block and the beginning of the 1900 block of Swifts Highway. Councilman Yuen moved that the report be approved. Utilities Committee The following report of the Parking and Traffic Commission was presented to the Council: !` Meeting held Tuesday, May 13, 1969, 7:30 o'clock P.M. , with the ;l Parking following members present: Chairman Crewz, Councilman Haake, and ! and Members Vetter, Rackers and Pope. ; Traffic Commissi The Commission makes the following recommendations. Report i 11. That a 4-way stop be installed on a ninety (90) day trial basis at the North Ten Mile Drive, Industrial Drive, Route 179 Inter- �I section, in lieu of the one-way traffic now in effect on West Main Street. J 2. That a bus loading zone be established on Missouri Boulevard �j Just west of Howard Street, at the request of Transit Authority1 Regular Council Meeti May 19, 1969. That the Director of Public Works check on the dates of the original Ordinnnce establishing one-way traffic (westbound) on WestfI ,Main Street from the West High intersection to Hart Street, and check whether the Ordinance had been repealed. The Commission 'further requests accident records and traffic counts at this for further consideration at the next meeting. ,intersection 4. The Commission requests further clarification of the need for Ithe two-hour parking on Jefferson Street south of McCarty Street. i S. That two-hour parking be installed on the east side of the 700 ! block of Jefferson Street, from the alley south to Ashley Street. !! l6. That the request for lowering the speed limit on East McCarty IStreet be referred back to the Utility Committee, as the speed limit is not the determining factor in the installation of continuous lighting. ! 7. That the Police Department make a speed check on East Dunklin Street at the Chestnut Street intersection for further consideratiol by the Parking And Traffic Commission. f 8. That the request for "no parking" in the 400 block of East II McCarty Street be clarified as to the need of same. I9. That parking be restricted on the east side of Southwest Boule- I (vard extending 130 feet south of the entrance to Our Savior's Lutheran Church. 10. That the applicants for Loading Zone aL the First Christian Church and at Forck Cleaners apply at the office of the Director ofl Public Works for an application form for a Loading Zone Permit. l I 11. That the double-parking ban be enforced on Lafayette Street at ISenior High School, as loading and unloading of students should tak place on the private drive around the School rather than on ,Lafayette Street. i I12. Crewz, P.E. , Chairman After much discussion, Councilman Hiesberger moved that the report be accepted. Councilman Wildhaber instructed the city attorney to prepare an Ordinance for a 20 m.p.h. speed zone from Vetter s Lane east to des lend of Miller Street. Councilman Haake moved that all items to be referred to the Parking and Traffic Commission be presented by letter, stating request, location and reason. The motion passed. The following report of the Planning-and-Zoning Commission was (presented to the, Council: May 9, 1969 The regular monthly meeting of the Planning and Zoning Commission as held at 7: 30 P.M. , May;tB, 1969 in the Board Room of the Chamber of Commerce. The following requests were presented and discussed and recommenda- tions by the Commission are as follows: 1. Request from Major Brothers to rezone part of Inlots 955 and 95 located on the corner of Broadway and Ashley St. , from "C" to '.'D" Multiple Dwelling. Recommend that the request be granted. �2. Request from Orville Stieferman to rezone land on the South Ten Mile Drive from single family to "C" Multiple Dwelling along with a special permit to install and operate a beauty salon. Recommend that both requests be granted, however as the plat which was presented was inaccurate and there was no legal description presented, the exact area to be rezoned cannot be defined herein. The Secretary of the Commission phoned Mr. Stieferman this A.M. and II requested that he have a survey and plat made immediately and ' present same to the secretary for comparison with sketch which was used by the Commission in making their decision - legal and Council Meeting,May_ P,_ _P69. description to be forwarded to City Clerk as soon as it is received and compared by the Commission Secretary. 3. Request from International Telemeter Corp. for a permit from the', City of Jefferson for the erection of a micro-wave tower in Sec . 23 :1 twp. 44 Rng. 12 located in the south part of the City, this proposed: tower will be 250 ' in height and will be necessary for the operatioril of the CATV System in Jefferson City. Recommend that the request for such permit be granted, further recommend that plat showing pin point location of tower be kept on file in City Engineers Office and in the office of the City Planner.1 4. Request from Charles E. Smith to rezone 22. 7 acres lying betweed ,Hwy. 54 W. and Route C and 19. 9 acres on the W. side of Route C to 11F , Hwy. Commercial for the purpose of developing a retail shoppingli center, this land is located in the Ellis Blvd. and Route C area south in the Cit and is known as the Mary Ann Zehendner tract. Recommend that the request be granted, City Clerk to request legal description and plat from Charles E. Smith. it 5. Request from June Platt for a special permit for operating a beauty salon at 1015 West High Street. Recommend that the request be granted, however before the permit car! be issued subject property must be rezoned to "C" Multiple Dwelling " therefore the Commission recommends that the entire half block of land lying on the south side of the 1000 block of West High St. Brooks and Berry Sts. and extending south to the first public alleyll be rezoned to "C" Multiple Dwelling. 6. Election of Officers of the Planning and Zoning Commission, Chairman, Vice Chairman and Secretary, The following officers were re-elected to serve for one year, Bert Koester, Chairman; G.M. (Dude) Threlkeld, Vice Chairman and Jack Jordan, Secretary. 7. Scott Cantine of Harland Bartholomew and Associates gave a report and displayed maps on portions of the Jefferson City Compre- hensive Plan, the plans and reports concerned A - Present water supply systems and projected future needs . B - Sanitary Sewer plan showing present trunk lines and projects; ed future lines. Mr. Cantine commented that the sanitary system at ' ,presen • and as projected in the future should be able to handle n population of 60,000. C - Storm Drainage area showing present location of creeks and drainage areas was presented, Mr. Cantine commented that several agencies had prepared plans and recommendations on the drainage problem and that several other agencies were working on plans to ii alleviate the drainage problems. Motion passed. - - - - - - - - - - - - The report of the Board of Electrical Examiners was presented by Board of Councilman Borgmeyer: Electrical Examiners The Board met in City Hall on May 15, 1969, at 1: 30 o'clock with the following members present: Vincent Borgmeyer, John Sullivan, Martin Bunch, M. C . Wheeler and Tom Benton. It was proposed that the Electrical Code be amended to allow non-metallic cable (Romax) only in residential construction and I small commercial structures, such as offices. In effect, this LYPU cable would be prohibited in large office buildings, churches, schools motels, hotels, industrial and retail business buildings . The proposed Ordinance will be discussed at the next meeting. It was also proposed that all Electrical Contractors must submit electrical plans on all new work, major remodeling and majorl additions, to the Electrical Inspector before the job is started and before the Permit is issued. The examination for License was thoroughly discussed and the following changes were recommended: 1. The City pfiovide a new classification, and that it shall be termed Residential Electrician". 2. separate examinations be drawn one for Residential Electrician and one for Journeyman Electrician. listed 3. if an applicant cannot prove his qualifications as i4in Section 9 of the present Ordinance, he will be allowed to take ,; the examination for Residential Electrician. 4. A person licensed as a Residential Electrician can only 1work on new single family dwellings (no duplex or apartments) and iresidential remodeling or additions. 5. The fee for taking either examination shall be raised t forty ($40.00) dollars. A special meeting of the Board has been called for Tuesday, iMay 20, 1969, at 1: 30 O'clock P.M. , in the Council Chamber of the ;i City Hall.
