Regular Council Meetin June 2 1969 Finance The following report of the Finance Committee was pres ented to the Committee Council by Councilman Kliegel, Chairman of the Committee: Report. Finance Committee Report The Finance Committee met to discuss the matter of the City' s contribution for the publication of a brochure to the Cole County Lewis and Clark Trail Committee. The request was referred by the Committee to the Jefferson City Chamber of Commerce. Also discussed was compensation to personnel of the Police Department for overtime hours in the amount of 932k hours @ $4.00 per hour for duty at the recent incident at Lincoln University. The Committee recommends that the overtime be granted. Respectfully submitted, /s/ Ed. Kliegel, Chairman Finance Committee. Councilman Kliegel moved that the report be approved. , The motion passed. Councilman Kliegel moved that the firemen be reimbursed for 169k hours @ $4.00 per hour for fire fighting at Lincoln University. After some discussion, themotion passed. - w Street Councilman Haake, Chairman of the Street Committee, presented the Committee following report: Report. Street Committee Report The Street Committee met at 7 :00 p.m. , in the office of the Director of Public Works and recommends the following: 1. That the execution of the agreement with the Highway Commission on the reconstruction of Route "C" be hold up until the City Attorney determines the legality. 2. That the Director of Public Works be authorized to employe three part-time employees @ $1. 75 per hour to cut weeds. 3. That any developer, prior to annexation, that had any streets that were curbed and guttered and which had adequate rock base as determined by in- spection by the Director of Public Works, be per- . mitted to sealcoat the street with the understanding that future repairs which would require an asphaltic concrete overlay, be done at the expense of the abutting property owners. Councilmen absent: Borgmeyer, absent with leave. 1.4 RegulA-r Council Meeting, June 2, 1969 [Councilman Wildhaber, Chairman of the Fire Department Committee I Fire presented the following letter to the Council: Committee. May 28, 1969 entlemen: RE: Preposed New Fire Station East End. Councilmen Wildhaber and Strong together with Fire Chief Hunter visited this office on April 28, 1969, to determine a suit- able location for a proposed new fire station in the east end of Jefferson City. After much discussion, we are agreeable to a site between andwehr Hills Road and the old former city limits. When this static is completed, Station No. 2 will be abandoned and equipment and anpower will be moved to this new station. The stipulations set forth are on the basis that the present No. 4 Station being erected will be utilized and put in service. !� We have further agreed that should the price of land become () xorbitant between the old city limits and Landwehr Hills Road as i second alternative we are agreeable to another site which can be located as far east as approximately 500 feet east of Doehla Drive on U. S. Highway No. 50 Business Route. Incidentally, the former location would be on McCarty Street, Also U. S. Highway No. 50 i Business Route. The porposed erection of the new fire station in the east end and the abandonment of No. 2 Station will have no adverse affects n the present fire insurance rates and could possibly have an im- roved affect on those properties in the extreme east end of town other than dwellings. Health ' Committee o the Mayor and Members of the City Council : Report. Your Public Health Committee, Councilmen Kliegel, Iuen, f crivner and Strong, Acting on the request of Dr. Nemer, recommends the hiring of Don Burnett and Charles Stout, as part-time help for 11 arvaesiding, at the rate of $1. 75 per hour, and for possible training in the fogging operations in the City. Councilman Strong, Chairman of the Accounts and Claims Committee, ( Accounts & recommended that the tools which were stolen from the Street Claims Department, be replaced by the City, since homeowners insurance Committe would not cover the loss. Councilmen absent: Borgmeyer, absent with leave. ----------- The following resolution was introduced by Councilman Haake: RESOLUTION IJ WHEREAS: The Congress of the United States is considering; Resolution revision of the tax laws and; ' Revision of WHEREAS: Several proposals would create a "minimum ii Tax Laws. income tax" which would, in effect, tax the interest on municipal I� bonds, and; WHEREAS: The enactment of any measure which would tax, ii either directly or indirectly, the interest on municipal bonds would seriously affect the market for such securities in addition to causing higher rates, and; WHEREAS: Such action would be disastrous, to the cities, and the local taxpayers who would pay more and have less to say about the affairs of their own community NOW THEREFORE: The City Council of the City of Jefferson goes on record opposing any kind of Federal action that would remove the tax exempt status of local government bond and; FURTHER: That a copy of this Resolution be forwarded to The Honorable Stuart Symington, Thomas F. Eagleton, United States Senate; and the Honorable Richard H. Ichord, House of Representati s in Congress and ask their cooperation in this matter. Adopted: June 2. 1969 [sJ John G. The motion passed. •w r r r r w•w r r The following resolution was introduced by Councilman Iuen: RESOLUTION Introduced by Councilman Iuen e - raffic ffic WHEREAS, there is a hazardous driving condition existing Signals - on the Rex Whitton Expressway, and Expressway- --RQ9U14r--Cout1.ci eet Lng, ..dune 2 9 X969 WHEREAS, the traffic control signals on the Rex Whitton Expressway are under the control of the Missouri State Highway Department, and WHEREAS, it is apparent to the City Council of the City of Jefferson that driving hazards on the Rex Whitton Expressway could be substantially alleviated by the installation of left turn signal on the Expressway at the intersections of Broadway, Jefferson, Madison and Monroe Streets. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Jefferson that the Director of Public Works be instructed to meet with the representatives of the Missouri State Highway Department and determine how and when said left turn signals can be installed at the aforementioned intersections. "That the Ordinance pertaining to the Police Department be amended to reduce the number of Captain' s positions to four, the number of Lieutenants be increased to three, also the position of a rank higher than Captain be established." - Parking & i Councilman Scri.vner referred the matter of two-hour parking on the Traffic south side of High Street from Ash to Pine to the Parking and Commission. Traffic Commission, since business men use the street for storage of old cars. Utility Councilman Scrivner referred the matter of an additional light in Committee. the vicinity of 2709 Old St. Louis Road to the Public Utilities Committee. ----------- Adjournment.
