The following petition was presented to the Council by Joe Payne, Petition
619 Nelson Drive: Nelson
Drive.
The Honorable John G. Christy, Mayor of the City of Jefferson,
Members of the City Council of the City of Jefferson; the City
Clerk, Mrs . Margaret Christian; the City Attorney, Mike Riley;
Colonel E. I. Hockaday of the Missouri State Highway Patrol; The
Sergeant in Charge of Construction of the New Patrol Academy of the
Missouri State Highway Patrol; The Parking and Traffic Commission;
and General Contractors .
We, the undersigned residents and property owners of Nelson Drive,
South of East Elm Street, respectfully call to your attention the
following serious problems in connection with the construction of
the New Highway Patrol Academy:
1. Safety of the approximately 50 children on Nelson Drive.
2. Potential and actual damage to the street, which was in
excellent condition prior to commencement of construction
of this building.
3. Use of city street instead of available State Patrol Drive
4. Dirt in street.
5. Polution and noise.
We hereby request cooperation from the above-mentioned in the
following:
1. Enactment of an ordinance restricting the weight of trucks
excluding service vehicles to homes, using Nelson Drive to
12,000 pounds gross weight for a 24-month period from
enactment of this ordinance, or until completion of the
above-named construction.
2. Use state-owned Highway Patrol Drive for delivery of
construction materials .
3. Immediate cleaning of Nelson Drive.
4. Utilization of radar by City police Department.
5. Painting of whit6 centerstripe on curve at intersection
of Nelson Drive and Elm Street.

witness to a tremendous growth of our city and I find great pleasur
in knowing that, possibly, I have played some small part in this I

The 700 block of West Water Street was formerly black-topped and ;E
maintained by the City Street Department. Several years ago there �!
was a wash-out from the street to the railroad tracks . At that
�ftime the Street Department used trucks , highlifts and graders to
ichange the elevation on the street to prevent the water running
over the bluff on to the railroad tracks. In doing this, the orig- 11
inal blacktop surface and part of the base was removed. From that
l time on there has been very little maintenance on this street, with;;
the exception of occasionally adding a little gravel and blading j
the street. i
IAII of the home owners operate from I to 3 vehicles . Access to
,; their homes and garages, including all delivery service, has to be
imade from Water Street. The traffic on the gravel surface, plus
;jthe flow of water, creates ruts, causing car axles to drag. The
! property owners also experience constant rock dust from the traffic «
,t We also request that the Railroad Company be required to clear the
( underbrush from their property, to help eliminate mosquitoes .

Fiscal Officer be placed in the City Clerk's Office and that the recommen-
duties be divided among the employees . fie also recommended that dation
anyone to be considered for the position of Fiscal Officer have a Fiscal
degree in Business Administration and a knowledge of accounting or Officer
; a tremendous background in this type of work. Councilman Hi.esberger
moved that the Council accept recommendations of the Mayor as
( criteria for employment of persons for position of Fiscal Officer.

Report
The Street Committee met at 6: 30 p.m. , in the Office of the
Director of Public Works to discuss sewer availability on Boonville'!
Road. The Committee recommends that the cost of the necessary pumpil
station be borne by the developers and the City will assume main-
tenance upon completion.
Councilman Haake moved that the report be approved. The motion

Section 7 of the Weed Ordinance #8125 calls for the city to issue �
its warrant to the contractor when hired to cut weeds . Your
, Committee recommends that $200.00 be set aside from General Revenue :
for the contingency fund to pay these contractors in the event they !

Public Councilman Iuen, Chairman of the Public Utilities Committee,
Utilities presented the following report to the Council.

Report Your Utilities Committee requests that the City assume payment of a
right located at 2620 East McCarty Street and that the Missouri
Power and Light Company be authorized to move light located in the
alley behind the sheriff's office to parking lot.
The Communication from International Telemeter Corporation will be
taken under consideration at the next meeting of the Committee.

presented the following report:

The Council's Committee, pursuant to directive of the Council at it Report.
May 12 meeting, met in the Council Chambers with the County Court
and the Special Road District of Cole County.
The three bodies discussed mutual problems of roadbuilding and
specifications pertain thereto, particularly in the areas of the
City recently annexed.
Representatives of streets partially under construction at the time
of annexation in the Riverview Drive and Sun Valley Drive areas
were heard and the following action was taken by the Committee:
A motion was made, seconded and passed, that
it streets where curb
and guttering and rock base are already installed and said meet the
qualifications of the Director of Public Works, that owners be
{permitted to complete the street by "shooting it" with asphalt oil ,
with the provision that should the street need a two inch or more
asphaltic base in the future, it will be the responsibility of the
property owners on the street to improve the street.
A second motion was made, seconded and passed, that the Special Roa
District be permitted to complete those projects in annexed areas
according to the priorityy established by the District and that those
projects (understood to be a half dozen or so) be listed with the y
(City Department of Public Works .

The following report of the Parking and Traffic Commission was Parking

eetingg held Tuesday, June 10 , 1969, 8:00 o 'clock A.M. , with the I( Commission
following members present: Chairman Crewz, Members Vetter, Findlay,J; Report
ackers and Pope. Captain Patton and Lieutenant Duncan also present .
The Commission makes the following recommendations :
1. Contractors be re q aired to erect pedestrian walkways in the
business district whenever construction projects block sidewalk .
2. The updated Parking and Traffic Code, which incorporates
regulations in all the newly annexed areas, be passed.
3. Parking be prohibited in the 400 block of East Wall Street.
4. The new contract be passed, providing for professional traffic
engineering services .
S. The present 2-way traffic flow at the West Main - West High
Streets intersection be maintained as it was the feeling of the
Commission that making West Main Street one way west bound woul
divert too much traffic on High Street. The only solution is tool
restrict on-street parking to accomodate a left turn storage
lane, or completely structurally revamp the intersection.
6. Pedestrian traffic signals at Clark and Dunklin Street be denie �I
as pedestrian counts do not warrant them at this time, but that
additional counts be taken to further evaluate this intersectio
7. The request for restricted truck traffic on Swifts Highway,
between Southwest Boulevard and Edgewood Drive, be denied.
8. The request for stop sign on Russell Street at Adams Street be
denied.
The required annual public meeting of the Parking and Traffic
Commission be held Thursday night, June 19th, at 7: 30 o'clock
PM. , in the Council Chamber.

Street - Dunklin Street intersection a 4-way stop, be defeated,
as traffic volumes and accident records do not warrant the 4
installation. ,
1. The request for stop sign on Capitol Avenue at Pine Street be
denied.
2. The request for making Pine Street a one-way street be further
considered by the Parking and Traffic Commission.

Street between Ash Street and Pine Street to determine the
length of time parked there.

Planning The following report of the Planning and Zoning Commission was

Comm. The Planning and Zoning Commission held its regular monthly meeting
Report in the Board Room of the Chamber of Commerce at 7: 30 P.M. last
evening.
There being no zoning requests before the body, the evening was
spent discussing various portions of the proposed City Comprehen-
sive Plan.
Scott Cantine of Harland Bartholomew and Associates displayed
; several maps and explained their makeup and purpose in the general

�1 - Major Thorofares Plan - setting out present major streets and
those proposed at later dates .
2 - Land Use Plan - 'rhe most discussed portion of this plan was the
proposed locations of future schools in Jefferson City.
3 - Central Business District Plan - This plan outlined a general
plan for the uptown district, setting out parking areas , propose
traffic and street changes and a revitalization idea for the
uptown district:.
4 - Public Buildings Plan - Suggested locations for future City
Municipal buildings were shown on this plan.
There were questions and suggestions concerning most of the plans,
however in general the plans appeared to have been well worked out
and the explanations by Mr. Cantine were very thorough.

BE IT HEREBY RESOLVED by the City Council, City of Jefferson, Lights
Missouri, that the Missouri. Power and Li ht Company makes the
following installations , in accordance with recommendations
presented to the City Council by its Corrnnittee on Public Utilities,
and adopted by said City Council. on June 16, 1969:
1. Assume payment of a light located at 2620 East McCarty Street.
2. Move light located in the alley behind the Sheriff's Office to
the Parking Lot.
