IThe Special Council meeting was called for the purpose of approving' , the four month budget. �I Finance Councilman Kliegel, Chairman of the Finance Committee, presented Committee the following report: Report � The Finance Committee met on May 8, 12, 20, 26, 27, June 4, and approved the following recommendations: �( 1. Salaries of all employees in the top bracket of the pay I I scale remain at this Salary until November 1, 1969. II 2. That the Finance Chairman contact the Mayor regarding the ! appointment of a Special salary study Committee to review all salaries for the fiscal period beginning November 1, 1969. 3. Recommends uniform allowance of Police Department be increased to $20.00 per month effective November 11 1969. 4. Recommends that the request for additional office space for Planning and Inspection Department be referred to Accounts and Claims Committee to see if move is feasible. 5. Recommends that the contracting for Janitorial services in City Hall be referred to Building and Grounds Committee. 6. Committee requests the Ways and Means Committee to study the cost per hour char a for parking garage. 7. Recommends that one (1� man in the Sewer Division will be on standby on Saturday, Sunday and Holidays for emergency calls and will be paid regular pay for two (2) hours plus time and one half (1-�) for actual time required to do the ,job on Saturdays and double time (2) times regular pay for actual time required to do the ,job on Sundays and Holidays 8. Recommends Gary Tripp and Fred Findley, Street department i laborers be promoted to Equipment Operatora effective July 1 and placed in Step two of this position at an annual cralary of $5007.00. Councilman Strong moved that Item No. l be amended as follows: By gadding "and if increases are allowed, the increase will be retro- active to July 1, 1969." The motion passed. Councilman Kliegel moved that the report, as amended, be approved. The motion passed. - - - - - - - - - - - - Councilman Kliegel, Chairman of the Finance Committee, presented .Annual Ithe following report: Budget ( Since the City Council unanimously adopted an ordinance changing th Icity's fiscal year from July 1 through June 30 to November 1 throug October 31 the proposed budget is for the interim period July 1, 1969 through October 31, 1969. The major reasons for the change are: I. Newly elected Council members taking office in April will have more time to orientate themselves with city operations prior to budget hearings . 2. Estimating income will be more accurate due to final assessed valuation tabulations being completed in the month of August. 3 . The end of October leaves the city with one of its lowest balances in the General Revenue Fund, thus ending speculation that high balances in May and June are merely surplus funds not particularly needed in the city's normal fiscal operations . i Special Council Meeting. June 24, 1969. 4. Budget hearings will be more easily scheduled during months of September and October as summer vacations will have been completed. The total budget recommended by the Finance Committee for the four month period is $457,401.50. Income during this same period is estimated to be 228,655.00. The estimated balance entering this period will be $400,000.00 leaving an estimated balance as of October 31, 1969 of $171 253.00. This compares with a balance of approximately $160,000.0 as of October 31, 1968. Councilman Kliegel moved that the budget as submitted by the Financ Committee be approved. The motion passed. Ac ting The Director of Public Works recommended to the Council that Donald Survey Ferguson be made Acting Survey Party Chief in Step 2 at a salary of Party $7334.00 per year. Councilman Haake moved that the recommendation Chief of the Director of Public Works be approved. The motion passed. Mayor Christy recommended to the Council that each employee in the Employees City Clerk's office be ppaid $100.00 per month beyond regular salary City for duties of the Fisca]. Officer. Clerk's Councilman Scrivner moved that the salary increase be approved. '� Office. The motion passed. Councilman Hiesberger moved that a check in the amount of $4433.38 received from the Housing Authority be placed in the General Revenu Fund to take care of pay of Firemen and Policemen for extra duty at ' Housing Lincoln University. The motion passed. Authority Councilman Kliegel moved that the City Attorney prepare the necessary ordinance to pay Avis Kiser and Jerald Heard in the amound City of $96.00 for overtime duty at Lincoln University disturbance. The Attorney motion passed Councilman Haake moved that the City Clerk be designated as Budget Budget Director. The motion passed. Director r - .. - r r r - _ w • + ..
