The following bid was received for liability insurance coverage for !Dpening
eight buses: Central Missouri Trust Company - Total annual premiumbf Bids -
$6,356.00. If, as in the past, two of the 36-passenger buses are �Pability
taken out of service from June 1, 1970, to September 1, 1970, the Oses surance
d policy can be endorsed to indicate a credit of $438.00. This woul
make the net annual premium - $5,918.00. On motion of Councilman
Hiesberger the bid was referred to the Transit Authority. The
motion passed.

This is to inform you of the action taken at a union meeting of the
ity employee 's in regards to the liability insurance which was to
e taken out approximately 13 or 14 months ago and was again dis-
ussed at the Council meeting in July. Since there has been no

informing you that if no progress is made by the 25th of August, i
1969, the employees will not operate tiny city equipment from this ;l

A request was received from tbe Board of Directors of St. Joseph IStreet
Parish for the City to proceed with the installation of guttering �ommittee
and sidewalk in the area of West Main Street where St. Joseph
Church is located. The request was referred to the Street CommitteJ.

A ccmmunication was received from Drew and Jablonsky recommending ire
that a 90-day extension be allowed to Don Cure Construction Company Station
This includes days allowed for inclement weather and for the iron o. 4
workers strike. Councilman Wildhaber moved that the request be
approved. The motion passed.
A request was received from Hendren & Andrae on behalf of Al Planning
DeBroeck, Elmer Goldammer and Joe DeLong for a change in zoning of and
the property located on the northeast corner of the intersection of oning
Dix Road and Industrial Drive from "A-2" single family district to I ommission
"E" local commercial district. The request was referred to the
Planning and Zoning Commission.

The following petition was presented to-the-Council: Finance
"By means of this letter, we the undersigned, would like to ask you Committe
to consider initiating legislation creating a separate traffic and
parking authority for Jefferson City.
e realize this has been discussed on several different occasions by
the Council. However, we feel with the numerous lots that will be
created through Urban Renewal, the time is right for this creation. 1

in this manner, funds received through parking meters and other
parking facilities would be used only to purchase additional park-
ing facilities or for the normal maintenance and operation of such
fdcilities. We feel this would also be extremely important for the
purpose of selling bonds.
We would be most happy to meet with you to discuss this matter at
your convenience.

Councilman Strong referred the petition to the Finance Committee.
Parking A petition was received from residents-on Pine Street requesting
and that parking remain as it is (parking only on west side of street
Traffic between East High Street and Capitol Avenue, and park down hill) .
Comm. Councilman Scrivner referred the petition to the Parking and
Traffic Commission.
Councilman Councilman Strong moved that the Council express thanks to
Hiesberger Councilman Hiesberger in regard to his part in the installation of
Bishop McAuliffe at St. Joseph's Cathedral. The motion passed.

The following report of the Finance Committee was submitted to the
Council by Councilman Kliegel, Chairman:
Finance
Comm. Meeting held Monday, August 18, 1969, 7:00 p.m. , with following
Report members present: Chairman Kliegel, Councilmen Borgmeyer, Haake,
Iuen, Riner, Strong, Hiesberger and Wildhaber.
The following Committee action was taken:
(1) Reject bids submitted by Jerry Schrimpf 'free Service and Nelson
Tree Service and instruct Director of Public Works to contact
Missouri Power & Light Company on partial responsibility of
removing some of the limbs when light wires exist.
(2) That Don Ferguson of Director of Public Works ' Office be grants
a $10.00 per month cur allowance effective August 1, 1969.
'; (3) Due to the increased work load and lack of adequate equipment
in the City Clerk's office, the Finance Committee does not
recommend Employee payroll deductions for the 1969 United
Community Fund Drive.
(4) Recommends the Police Department purchase a new Radar Unit at
a cost not to exceed $1300.00.
(5) An amount of $350.00, to be included in the 1969-1970 Budget,
was approved to help defray the cost of printing City maps
distributed by Jefferson City Chamber of Commerce.

Your Utilities Committee requests that the following lights be
replaced with 6800 lumen Mercury Vapor lights:
Jackson at Atchison
Lee at Dockery
Lee between Dockery and Moreau
Corner of Crestmere Court and North Parkway
and that the following lights be installed
Between 1302 and 1306 Moreau, Drive
On Lafayette Street (second pole from High Street
next to East End Drug
100 block of South Johnson
On pole between 1711 Vieth Drive and 1717 Vieth Drive
On pole in front of 137 Forest Hill.

Regular Council Meeting, August 18. 1969.
Councilman Borgmeyer, Chairman of the Ways and Means Committee,
presented the following report:
As per the Council' s request, the Ways and Means Committee has take
under advisement the matter of parking rates at the downtown facil-
ity and related factors. Ways and
Means
The Committee has held a public: hearing on the matter, consulted ommittee
with the Parking and Traffic Commission and its parking consultants Report
heard testimony from representatives of affected parties , conferred
among itself and as a result, makes the following recommendations.
1. That the Council raise the hourly parking rate at the downtown
facility from 10G per hour to 15G per hour for each hour parked
2. Increase the monthly rate of reserved stalls from $15.00 per
month to $18.00 per month.
3. That the City Collector be instructed to bill the permanent
packers on a quarterly basis rather than on a monthly basis for
each upcoming quarter due.
4. That the Council by necessary ordinance, charge the Parking and
Traffic Commission with the responsibility of studying and
establishing future rate assessments on lots under development
in the Progress Project as well as at the downtown parking
facility as recommended by the Greater Jefferson City Committee,

Councilman Borgmeyer moved that the reports be approved. Me mot.-ion

The following reports of the Planning and Zoning Commission were Planning
presented to the Council: and
Zoning
The Planning and Zoning Commission held a special meeting at 5P.M. Committee
August 7, 1969 at the Downtown Holiday Inn for the purpose of Report
receiving cities preliminary Comprehensive Plan.
Scott Cantine of Harland-Bartholomew and Associates made the pre-
sentation and although the Commission had through the past year
viewed, discussed and passed on many of the individual plans, plats
and maps that are to become a part of the plan we had not had
occasion to view the finished preliminary project.
Mr. Cantine along with Mr. Malcolm Drummond of the St. Louiil'o' ffice
of Harland-Bartholomew and Associates gave a fine report on the
Plan and asked that the Commission study the Plan in detail and
make note of- any changes they thought adviseable.
No action was taken on the Plan by the Commission it was decided
that we go over the plan in full next Thursday at the regular
Planning and Zoning Commission meeting.

The Jefferson City Planning and Zoning Commission held its regular
monthly meeting at 7: 30 P.M. last evening (August 14) in the Board
Room of the Chamber of Commerce. The following requests were
presented and discussed and recommendations are as follows:
1. Request from Knob-Hill Development, Inc . , Gene Schenewerk,
Secretary, for a special permit to operate a Practical Nursing
Home at Woodlawn, Adams and Oak Street.
Recommend that the request be granted.
2. Request from University of Missouri Extension Council for
special permit to construct and use parking lot across from
Council Offices off Industrial Drive.
Recommend that the request be granted.

!' Mayor Christy appointed Councilman Scrivner to be acting Mayor
Acting j± August 23rd and 24th since both the Mayor and President of the
Mayor Council will be out of town.
Budget Mayor Christy presented the budget for the next fiscal year to the
Council.
Bill 50 Bill No. 50, introduced by Councilman Kliegel, entitled:
Parking "An Ordinance of the City of Jefferson, Missouri, regulating the
on east parking of motor vehicles on the roadways of the City, prescribing

following installations, in accordance with recommendations
presented to the City Council by its Committee on Public Utilities
and adopted by said City Council on August 18, 1969:

Councilman Iuen moved that the resolution be adopted.
Ed Rackers,—Director o£ Public Works, reported that hiring a survey
firm to complete the survey work on sewers would be as follows: Finance
South Ten Mile Drive $ 3200.00 Committee
South Taylor 1000.00
Tanner Bridge Road 3200.00
He stated that this amount approximately double the cost of having
own staff.
Councilman Borgmeyer referred the matter to the Finance Committee.
Councilman Hiesberger asked that,-the-City Attorney review the City

Councilman flaake asked that Bond Ordinance be checked to determine Parking
