The following report of the Street Committee was presented by
Councilman Haake, Chairman:
jl The Street Committee met on August 25 at 7 p.m. with Council-
i1man Riner and myself present. Mr. Strong was excused because of
Mother council business . Also present were Councilmen luen, Borg-
meyer and Wildhaber and the Commissioners of the Special Road
District. In view of the importance of tile meeting, I had hoped
that all. members of the Council could be present; however, since
only two of the Street Committee members were present, we did not
have a quorum, and therefore, only an informal meeting took place.
The special road district advised that the lowest bid on Old
St. Louis Road was $126,000.00+. This was for a complete job
including curb and guttering and a 35 foot street. It was deter-
mined that the maximum contribution from the Special Road District
would be in the neighborhood of $30,000.00, which incidentally
would represent the entire 25% maximum permissible by law. The
property owners have in escrow, according to the Commissioners , a
total of $48,000.00. Therefore, the combined total is $78$000.001
which means that the city would have to make a cash contribution of
$48,000.00 in order to carry out this project.
Unless such cash contribution is made, I believe a legal
question arises in connection with the signing of a contract since
we would actually be encumbering and pledging future revenues. In
other words, it would take the maximum 25% which can be legally
spent within the city for the current year, next year, and
$189000.00 in the following year.
As no recommendation could be made by my Committee because of
., a lack of a quorum, and in view of the fact that the special road
district has less than 30 days to accept or rej.9ctgSPis contract, I
would like at this point to throw this mattee apen/ your discussion

Streets, McCarty Street and the Expressway, be spaced off and space El

installations , and installation of fire hydrant, if they meet with
the Master Plan:
1. Install fire hydrant between now existing hydrants No. 539 and
No. 540.
2. Assume payment of nine: (9) lights in an area of Idlewood Subdi-
vision, previously billed under the name of Burma Builders .
3. Assume payment of light at 2941 Country Club Drive. i
4. Assume payment of three (3) lights on Bluebird Drive.
5. Assume payment of three (3) lights on Starling Drive.

The following report of the Transit Authority was presented to toe Transit
Council: Authority
Report
A majority of the members of the Jefferson City Transit
Authority approve the bid submitted to the City Council August 18,
for insurance coverage on our city buses .
.I was unable to contact all of the members as two were out of
the city. It is our understanding the lone bid received by Council
is exactly the same coverage and cost as we have experienced this
ast year. That is a gross premium of $6,356 for one year with a
t 438 credit if two buses are withdrawn from June 1 to September 1,
eking a net premium of $5,918.
We have been assured extension of this coverage for the first
day of school since Council does not meet again until September 2, i
1969.
The Authority also recommends .to the Council that it approve
the hiring of Frank Landwehr as a bus driver. Mr. Landwehr is a
college graduate, a long-time resident of Cole County and is
experienced as a school bus driver.

Paving , WHEREAS, the roadway of West Main Street from Forest Hill to
of Ridgeway Drive, in the City of Jefferson, Missouri, is in need of
West improvement, NOW THEREFORE,
Main BE IT RESOLVED BY THE COUNCIL OF THE CITY OF JEFFERSON MISSOURI
Street THAT West Main Street, in the City of Jefferson, Missouri
from Forest Hill to Ridgeway Drive, shall be graded and paved,
including sidewalks ; and that all of the above described work is
necessary to be done. That the cost of said improvement, including
street intersections and drainage facilities, shall be charged
against the lots and tracts of land, fronting or abutting on the
street so improved along the distance improved, in proportion to the
number of fronting or abutting feet, and shall be paid for by special
tax bills issued against the property fronting or abutting on any of'
said improvement, and the Council hereby declares the aforesaid
paving from Forest Hill to Ridgeway Drive necessary to be done; and
RESOLVED FURTHER, that the City Engineer, be, and he is hereby
iinstructed, to prepare plans and specifications for said improvement
and an estimate of the cost thereof and file the same in the office
of the City Clerk.
RESOLVED, that when the said plans and specifications and

filed with the City Clerk, that the said City Clerk shall then
cause this resolution to be published for seven consecutive inser-

Parking REPORT OF TRIAL PARKING METER INSTALLATION
Meters ( IN 200 BLOCK OF E. HIGH ST.
Parking meters of 2 manufacturers were installed on a trial
)axis in the 200 block of E. High St. in November of last year.
Sixteen Rockwell meters were installed on the south side of the
street and 15 Duncan meters on the north side. Both of the meters
qere the manual type which requires winding after inserting a coin
s compared to the other existing meters now in use, which require
inding of the meter by City Personnel on a weekly basis .
Both meters were the multiple coin type, accepting nickels,
dImes and quarters. This feature proved very popular as approxim-
tely 40% of the revenue collected consisted of dimes and quarters.
Records were kept for a 4 month period from November to March.
he average income per day per meter amounted to 77 cents on the
outh side of the street and 71 cents on the north side. No
definite reason can be given for the higher collection on the south
Side, as malfunctions were very minimal on both meters. However,
ome complaints received indicated that coins were inserted in the
wrong slot on the south side of the street without registering any
time on the meter. An additional coin would then be required and
this possibly could have accounted for the slightly higher average
on these meters .

Spot checks were made of the meter returns several times after
the test period, with very nearly the same statistics regardless of
the time of year. The only significant factor affecting the averag
daily revenue in this block was extremely bad weather.
The average daily return on the new meters of 71 and 77 cents
respectively, is a significant increase over the 38 cents per day
average of the old meters in this same block. Numerous malfunction
in the old meters contributed to the loss of income and resulted in
free parking.
Public acceptance of the manual type meter has been satisfac-
tory although some complaints were received because the meter didn't
register any time. This would be due to one of two reasons : the
motorist either failed to wind the handle completely, or inserted
the coin in the wrong slot. In general, the public has now become
accustomed to winding the handles and this type of complaint has
reduced.
Insertion of coins in the wrong slot has been more frequent on
the south side of the street . These meters have the slots located
on the side of the meters and are a little more difficult to see as
compared to the slots on the front face of the meters on the north
side. On this basis alone, public response has been more favorable
to the Duncan meter on the north side.
RECOMMENDATIONS
1. That manual type meters be purchased whenever present meters are
replaced as manual meters have less working parts, last longer, and
do not require weekly winding by City Personnel.
2. That all new meter replacements or additions be the multiple
coin type for the convenience of the public .
3. That the D u nc a n Mete r (north side) be selected as a replacement
for the old meters in the test area, primarily on the basis of
public preference to the coin slot location.
4. That meters be purchased on a 50-50 revenue sh,iring basis or
pay -as-you-go plan as the :increased revenue collected per meter
would essentially pay for the new meters .
5. That an additional employee be authorized to service the old
meters on a regular preventive maintenance basis rather than cor-
recting malfunctions as they occur when time permits . It is
anticipated that with regular preventive maintenance, that mal-
functions would be reduced considerably and thereby increase the
revenue, which in turn would more than pay the additional cost of
the extra employee.

We, the undersigned residents and property owners in the City Commission
of Jefferson, hereby petition the City Council and the Council
Traffic and Parking Committee to reassign parking regulations, as
suggested below, near our residences and property.
1. Install parking meters or establish two-hour free parking in
the 200 and 300 blocks of West McCarty between the hours of
eight and five p.m. , Monday through Friday.
2. Establish two-hour free parking, Monday through Friday in the
400 block of Washington between McCarty and Miller Streets .
Parking should be permitted on the east side only.
3. Establish and enforce "No Parking" regulations in the alleyway
between Washington and Broadway Streets .
4.~ Install four-hour parking meters on the parking lot located
south of the alley between Washington and Broadway Streets.
(This is now a free parking area.)
We respectfully request that our Councilmen, Mr. John Riner and
Mr. Jerry Walters, submit this petition for immediate action by the
City Council of Jefferson City.
