Regular Council Meeting, September 15, 1969

Councilmen present: Borgmeyer, Haake, Hiesberger, Iuen, Kliegel, oll Call.
Riner, Scrivner, Strong, Walther and Wildhaber.
Councilmen absent: None.
A quorum was declared present.
The minutes of the meeting of September 2nd were approved as received. pproval of

The following bids were opened for the improvement of Chestnut Street: ids -
Roy Scheperle Construction Company $26, 197. 00 mprovement
Don Cure Construction Company 24, 830. 95 if Chestnut.
The estimate from the Department of Public Works was $24, 507. 60.
Councilman Hiesberger moved that the bid be awarded to the Don Cure
Construction Company and that the necessary ordinance be prepared. The
motion passed.
The following bids were received for the improvement of Industrial Drive Bids -
between Dix Road and Jaycee Drive: I mprovement
Jefferson Asphalt Co. , Inc. $26, 280. 00 f Industrial
Columbia Asphalt Company 32, 400. 00 Drive.
The estimate from the Department of Public Works was $25, 725. 00.
The bids were held over for the Director of Public Works to examine.
A public; hearing was held in regard to-the issuing of a special permit to the ilublic Hearing
Nob Hill Development Corporation for the construction and operation of a ob Ilill

A public hearing was held in regard to the issuing of a special permit to the Public Meier
University of Missouri Extension Council to construct and use a parking lot on construction of

A request was received from ,John D. Paulus, Jr. , for the removal of parkins;
meters along the west side of Madison Street from Capitol Avenue north, to Parkins; and
the river, and establishing a restricted zone for only Executive Mansion use, 'raffic Comm.

The request was referred to the Parking and Traffic Commission. '
Councilman Riner stated that he was in accord with the request if something
could be done about the drainage of the Governor's fish pond into Madison Street
and the water could be diverted to the sewer.
Petitions signed by twenty-seven residents in the 800 block of Fairmount, etitions -

A communication was received from L. W. Gray requesting that parking limit arking and
signs be installed on the north side of the 100 block of East Miller and on the raffic
east side of the 400 block of Jefferson. The communication was referred to 13ommission.

An agreement which pertains to a section of Business Route 50 reconstruction �treet
from west of Dix Road to east of Southwest Boulevard was received from the ommittee.
Missouri State Highway Commission. The agreement was referred to the
Street Committee.

September, 10th
The Finance Committee recommends an amount not to exceed $7, 000. 00 be
transferred from the Salary Account in the current Engineer's Budget to be
used under Special Services for outside engineering to survey sewer districts,
and contract should be signed prior to October 31, 1969 on sewer districts
approved by City Council.
Approved - Mrs. Tanner replacing Mrs. LaTowsky for five days at a rate of
$2. 00 per hour.

Councilman Kliegel moved that the report be approved. The motion passed.
treet The following report of the Street Committee was presented by Councilman

eport. The Street Committee met at 7 p. m. , September 15 with the following member
present: Kliegel, Scrivner, Strong and Haake
With regard to the private sewers in the Cottage Lane area, the Committee
recommends: That the present four inch line be replaced with an eight inch
line and proper manholes located with cost of material to be paid by property
owners. City Clerk to send letters to all persons involved.
With regard to the committments made by the Special Road district, the street
in question are: Cedar Hill and/or Vieth Drive, Dogwood, Landwehr Hills
Streets and Riverview. It is the feeling of the Committee that the city should
assume the seal coating of these streets where curb and gutters have been
Installed and a sufficient rock base has been put in. Following our last
meeting, wherein a motion was made in Council to the effect that we would
advise the Special Road district the designation of a specific project, we
request the City Cleric to advise the Special Road District Commissioners
that the City's portion shall be allocated to the above mentioned :streets with i
the balance to be used on Industrial Drive for the installation of a two inch
asphaltic concrete overlay.
As curb and guttery are not in on I)ogwood and Cedar Mills, it is requested
that the Director of Public Works advise the residents of this area to install th
curb and gutter and rock base for which we understand an escrow account was
established several years ago. In the portion of Cedar Hills which is bounded
on one side by a creek and on which no improvements have been made, we
recommend that the city seal coat this portion in order that the children
attending Cedar Hill School can at least walk on a hard surface street instead
of in the dirt and mud. This is to be done with the understanding that when
development warrants the street is to be completed using the tax bill method.
With regard to the St. Louis Road project on which a committment was
apparently made, it is suggested that the Director of Public Works meet with
the Special Road District to determine if the present roadbed could be used
and extended to approximately 32 feet. New cost estimates should then be
secured through the fall months and the matter then brought before the Council
for approval as a project in the spring of 1970. In this manner. we are not
closing the door so to speak, but we are demonstrating our willingness -to
try to carryout a committment, if possible.
With regard to the request of Oscar Ott, the Committee recommends: That
permission be given to complete Dean Drive and Dwayne Drive, subject to
inspection by the Director of Public Works and subject to future repair at cost
of abutting property owners.
With regard to the request of Cuz-tis Bybee concerning a storm sewer to
alleviate a flooding problem, the committee recommend that the request be
approved.
Recommend Don Ferguson's title be changed to Assistant to City Engineer.

Parking and The following report of the Parking and Traffic Commission was presented to
Traffic Comm. the Council:
Report. Meeting held Tuesday, September 9, 1969, 7:30 P. M. , with the following
members present: Chairman Crewz, Councilman Haake, Members Vetter,
Regular Council Meeting, September 15, 1969
Findlay, Patton, E. Pope and Racker.
The Commission makes the following recommendations:
1. That multiple coin parking meters be installed in the 100 block of ,Jefferson
Street and the 100 block east and west of State Street to accomodate all day
parking at a rate of 2 hours for 50, accumulating up to 10 hours for 250,
with the meters being purchased on a $1 . 50 per month basis. The monthly
revenue would amount to approximately $5. 00 per month, the same as
being charged by the State for the adjacent all day parking.
2. That the one-way street designation of Pine and Olive Street as per the
Parking & Traffic Commission recommendation of July 8, 1969, be
implemented on the 90 day trial basis.
3. That the request for designating Argonne Street one-way be denied.
4. That the request for 2 hour restricted parking in the 200 block of W.
McCarty be deferred until the completion of off-street parking facilities
being developed through Progress Project as there is no alternate at this
time for accommodating all day parking--the 300 block is restricted to
2 hour parking at the present time.
5. That parking be prohibited on the west side of the 400 block of Washington
Street to facilitate smoother flow of traffic.
6. That parking be prohibited in the alley south of McCarty St. extending from
Jefferson Street to Broadway.
7. That the parking restrictions presently in force in the 1300 block of E.
Dunklin be retained as moving parking to the opposite side of the street
would create sight distance problems at the intersection.
8. That the necessary ordinances be drawn up to comply with two-way traffic
And parallel parking in the 300 block of Adams Street.
9. That par king be prohibited on the cast side of the 400 block of Adams Streel .
0. That the previous position of the Parkins; & Traffic Commission regarding
the 50 m. p. h. speed limit on E. McCarty be reaffirmed based on sound
traffic engineering principles only, not considering other aspects such as
lighting.
1 . No recommendation is being; submitted on the parking lot south of the alley
between Broadway and Washington in lieu of the Building & Grounds
Committee recommendation on this matter.

ouncilman Haake stated that East McCarty could be lighted if the City took over
he street but with the Highway Commission maintaining the street, the lights
ould have to be on breakaway poles with underground cables or lights could be
laced at intersections or on private property.

ommittee meet with the Highway Commission to see if an agreement can be

he following matters were discussed and recommendations are as follows:
Request by law firm of Hendren and Andrae attorneys on behalf of
Elmer Goldammer, Joe DeLong and Albert DeBroeck that the unimproved
property located on the northeast corner of Dix Road and Industrial Drive
be changed from "Single Family Residence Zone" to "E - Local Commercial
Zone".
Request 30 day delay on this matter, the Commission will consider this
matter at it's next regular meeting.

Malcolm Drummond of Harland Bartholomew and Associates, City Planners
explained the plates and other high points of the proposed city plan, he stated
that the proposed plan according to the contract with his company is to be
completed and adopted by the city not later than November 6, 1969. j
According to the H. U. D. 701 agreement under which this plan was formulated ,
the plan must have citizen participation, be approved by the Planning and
Zoning Commission and finally by the City Council and the Mayor.
The Greater Jefferson City Committee which has committees set up to coincide
with the various sections of the proposed plan was represented at the meeting
by it's General Chairman, Sam Cook, along with several of his committee J�
chairmen.
i The president of the Planning and Zoning Commission, Bert Koester, asked
that Mr. Cook have his committee chairman file a report with the Commission !I
not later than October 6, 1969, concerning their approval or criticisms of the
( various sections of the plan. �(
Mr. Ted Herron, Executive Director of the Jefferson City Housing Authority,
spoke on the plan dnd emphasized that it was a requirement by the Federal
Government (H. U. D. ) that the city adopt a Comprehensive Plan in order that
renewal funds be forthcoming. He stated that other organizations such as the
Real Estate Board write the Commission on their opinion of the plan.
Several of the citizens who attended the meeting spoke on various sections of
the plan.
