Councilman Scrivner moved that the resignation be accepted. The motion passed. A communication relative to dogs was received from Robert S. Wilso ' . Police The letter was referred to-the-Police Department Committee. {� Department. 77 _ .� RogulAr Council Meetings November Moreau A resolution on behalf of the Moreau Heights P.T.A. to solicit the He ghts help of the Council in finding a solution to the safety problem P.T.A. which exists that is both realistic and as palatable as possible for all was presented to the Council. ^ Finance The following report of the Finance Committee was presented by Committee. Councilman Kliegel,. Chairman: # "The Finance Committee met at 7 :00 p.m. , November 4, 1969, in the Council Chamber with all members present except Councilman Hiesber 'er. 1. Due to an oversight the salary of the Street Commissioner was !! not put in the budget. The Committee recommends that $8137.00 be added to the Street Department Budget in catagory A-1. 2. The Airport Commission submitted a revised budget. The Committje recommends that the budget in the amount of $77,084. 86 be approved. Councilman Kliegel moved that the report be approved. The motion passed, Fire Dept. The following report of the-Fire-Department Committee was presente ! Committee by Councilman Wildhaber, Chairman of the Committee: Report. "The Fire Department Committee met at the Industrial Drive Station, Monday, November 3, 1969. jThe Committee recommended the hiring of the following personnel to man the new Fire Station: Gary Laudzers, Holts Summit; Paul Johnson, 224 E. Cedar Street; David Tripp, Capitol View Village; Pete Oetting, 411 Walnut Street, Myron Sullens, 313 Benton Street to become effective November 15, 1969. The Committee accepted the low bid on mattresses and springs from the mattress factory in the amount of $127 . 95 each. The Committee recommends that the remainder of furnishings for new ! I� fire station be bought at different business places. The total notil to exceed $1650.00 including; a television. The Committee to on record to favor a resolution which will be introduced by Mr. Iueii pertaining to fire lane on Ellis Blvd. } Councilman Wildliaber inoved that the report be approved. The motion passed. 4. Public The following report of the Public Utilities Committee was presents Utilities by Councilman Iuen: Committee Nov. 3, 1969 �( Report. Mayor Christy: Your Utilities Committee recommends the following street light installations if they meet with the Master Plan. 1. Install one (1) Mercury Vapor Light in the 900 Blk. of East Miller. 2 . Install five (5) Mercury Vapor Lights in Schellridge. (See attached) 3. Install one (1) Mercury Vapor Light at 1819 E. The motion passed. Health Comm. The following report of the Public Health Committee was presented I�r Report. Councilman Walther, Chairman of the Committee: f November 4, 1969 1 To: The Mayor and Members of the City Council Your Health Committee met on Thursday October 23, 1959, with all members present. Also, in attendance were Mr. Tom Benton, Mr. McKinney, Mr. Mike Riley. This meeting was called due to the opposition to the permit issued i to the Disposal Service for the garbage transfer station in the I 700 Blick of Dix Road. ` 78 Regular Council Meeting, November 4, 1969 Mr. Tom Benton, City Planning Director reported that there was no- thing in City ordinances to prohibit the operation, and that a i permit was issued in June, 1969 for this transfer station. R Mr. McKinney stated he did not see much of a problem if the operation was kept clean. The Committee decided that since the operation was not being used at the present time and according to Mr. Garvin would not be in operation for several more weeks and presented no health problem at the present time, that they would check the operation after it became operable, as to whether it presented a health problem. /s/ Jerry A. The motion passed. - The following report of the Parking & Traffic Commission was pre- Parking & sented to the Council: , Traffic PARKING AND TRAFFIC COMMISSION REPORT ! Commission November 3, 1969 1 Report. Meeting held Monday, November 3, 1969, 7:00 P.M. , with the following members present: Chairman Crewz, Councilman Haake, Members Vetter, Patton, Director Public Works Rackers and Findlay. The Commission makes the following recommendations: 1. That the traffic count and recommendation for the Madison Street-East Capitol intersection be delayed until the completion of the parking lot on State Street and the drive on the north side of the Capitol. '� 2. In view of the change in traffic flow, the Commission recommends that the existing STOP sign be removed onthe south end of Schell- ridge Road and that the STOP sign be installed on Country Club 1i Drive at the same intersection. 3. The Parking and Traffic Commission endorses the proposed in- creased parking rates as outlined in Bill 73, but suggests to the II author that the Bill be referred to the City Attorney in order tha all reference to administrative functions delegated to the Parking and Traffic Commission be eliminated until such time as a Parking Authority be established as recommended by the Greater Jefferson City Committee and endorsed by this Commission. 4. The Commission requests the principal of the Moreau Heights Sc �ool contact the Chairman of the Parking and Traffic Commission to set up a special meeting to help resolve the traffic problem at Hough Park Road and Moreau Drive. Introduced by Councilman Iuen k WHEREAS, there is a hazardous driving condition existing on the Rex Whitton Expressway, and WHEREAS, THE traffic control signals on the Rex Whitton Expressway are under the control of the Missouri State Highway Commission, and WHEREAS, it is apparent to the City Council of the City of Jefferson that driving hazards on the REx Whitton Expressway could be substantially alleviated by the installation of left turn signals on the Expressway at the intersections of Broadway, Jefferson, Madison and Monroe Streets NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Jefferson that Councilman Iuen be instructed to meet �! with the Missouri State Highway Commission to determine how and � when said left turn signals can be installed at the a.forementioned 'I intersections . Resolution - � The following resolution was introduced by Councilman Iuen: Fire Lane. RESOLUTION Introduced by Fire Committee. WHEREAS, the City of Jefferson is building a new fire Station on Ellis Boulevard, and WHEREAS, the fire lane which the fire department intends to use is east on Ellis Boulevard to Hough Park Street, and WHEREAS, Ellis Boulevard from Rosewood Drive to Hough Park Street is extremely narrow for emergency vehicles to use, to-wit: approximately eighteen feet wide, and WHEREAS, this creates a dangerous condition for the safety of both the citizens and the firemen. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Jefferson that the Director of Public Works be instructed to conduct an immediate survey of the aforementioned condition and determine how the dangerous condition can be corrected. The Director of Public Works to report on his recommendatio s at the next regular Council Meeting. Adopted: November 4 1969 /s John G.
