The { motion passed. 84 Regular Council Meeting,_ November 17, _1969._ A request was received from J. R. Strong to rezone lots numbered 111Planning 14 15, 160 171 18 and 19 in Block No. One of Wagner Place from 'hand "BT' two family-dwelling to "E" Local Commercial. The request was ' Zoning referred to the Planning and Zoning Commission. ;!Commission A request for one hour parking during daylight hours on Mulberry " Parking Street between High and McCarty Streets was received from Norman Viand Auto Supply and other business men in that area. The request was !' Traffic referred to the Parking and Traffic Commission. Commission Councilman Haake, Chairman of the Rules Committee presented the Amendment following amendment: Rule No. 11 As Chairman of the Rules Committee, I wish to submit the following amendment to Rule Number 11 as revised and adopted on April 15, 1969 to which Councilman Hiesberger and Bosgmeyer concur. ''Duties of Claims , Accounts , Officers , and Personel Committee: This Committee shall examine and report to the Mayor and Council upon all bills, accounts , or claims against the city which may be referred to them, or which are required to be examined. It shall become familiar with and cause to have made a ,job description for all employees of the city. The committee shall study all reports which may relate to the establishment of new offices, the status of all wages of city employees , any pension plans which now exist or are proposed and shall cooperate with department heads in the various personnel problems that arise in their department. It shall , from time to time, make recommendations concerning personnel, salaries , bonuses, pensions , sick leaves , longevities , annual vacations , etc . as pertain to City personnel, to the Mayor and:. members of the City Council. The Committee shall also make recommendations concerning the abolition of any existing office, or which effect or relate to:. the conduct of any officer, his bond , or the manner in which his duties are performed, that may be referred to them by the Council for investigation and report, and such Committee shall;; make such investigation and report whenever so required by thc;; Council. ;( Said Committee shall at all times , have free access to any City office and may, at any time, inspect the books, papers , 11 and records . Whenever, in their ,judgment, the public interest!'. may require it, they shall make an inspection of City offices . ;' In our opinion, we have at present 12 standing committees and one commission. It is our feeling that no additional council com- mittees are needed, and that furthermore, since the duties of the Claims and Accounts Committee are limited that the practical approach would be to place the personnel responsibilities on that Committee." Councilman Haake moved that the amendment be approved. The motion j passed. Councilman Haake, Chairman of the Street Committee, presented the IStreet following reports: Xommittee 'IRepor is . A meeting of the Street Committee was held on Wednesday evening 11 November 12, with Councilmen Strong, Kliegel, and myself present. 1) The purpose of the meeting was to discuss with the residents who have property fronting on West Main Street the proposed improver ment. Mr. Rackers explained that the improvement included a 32' street with sidewalks on both sides. A considerable discussion on the merits of the sidewalk as well as the needed street took place, �i and the question was posed to the property owners attending the �� meeting as to whether they favor the extension of the improvement to Jaycee Drive. The consensus seemed to have the opinion that thee; improvement should not stop at Ridgeway Drive. On a show of hands „i the majority of the property owners agreed that the improvement should be carried to Jaycee Drive, and for this reason, the Committee recommends that the Director of Public Works immediately if commence preliminary study and determine the layout and the cost pe foot to the abutting property owners from Ridgeway, west to Jaycee _.___.Rpgulax..C,ouncil_.Meetirtg,.. embez_]�, b . Street ;2) In connection with the request to vacate a portion of the allay Committeel'to the rear of Inlots No. 177 and 178 made by the Housing Authority, Reports11the Committee recommends that the portion of the alley abutting Inlot No. 178 be vacated. A meeting of the Street Committee was held on Monday evening, November 17, with Councilmen Riner, Scrivner, Kliegel, Strong and Haake present. I 1A petition submitted by Frank Railton, Robert Railton and Webster I 1:0il Company to vacate an alley between Beck and Conrad was discusse . ;The Committee recommends that the alley be vacated. Motion passed Public jCouncilman Iuen, Chairman of the Public Utilities Committee, Utilities 1presented the following report: Committee jI Report HA public hearing of the Utilities Committee was held at the City ,Council Chambers at 7: 30 P.M. , Friday night, November 14 , 1969, in !{regard to the complaints concerning the telephone service being ,;rendered by the Capital City Telephone Company. Committee members ;present were Councilmen Walther, WildhabeL and luen. Councilman i{Borgmeyer was unable to attend because he was absent from the city. (JAttending the hearing were members of the public , the news media , �I 1!and representatives of the 'Telephone Company. A thorough discussio , �lof the complaints regarding billing and :service was hid. �( � Xour Committee makes the followin recommendations : f 1. That the Capital City lNephone Company file a current cop ::of its tariff now on file with the Public Service Commission. 2. That any future proposed changes in the tariff be filed Lith the City Clerk at the time they are filed with the Public 1!Service Commission 3. That the Capital City Telephone Company, file monthly with the City Clerk a report of the number of cut-offs for non-payment of bills and the percentage the cut-offs bear to the number of accounts . 4. That The Capital City Telephone Company shall file with the City Clerk on January 1st and July 1st each year a report of their new construction until January 1, 1972. Your Committee further recommends that new type 6000 lumen lights i1be installed at Deborah and Thompson and at the end of Thompson. !} Install a new light at 1819 Notre Dame { Install a new light on the south side of Linden Drive at 700. i'Councilman Iuen, Chairman of the Public Utilities Committee, moved that the report be approved_ -Motion passed. Ways & Meansil Councilman Borgmeyer, Chairman of the Ways and Means Committee, ii Committee (� presented the following report: Report. The Council' s Ways and Means Committee met Monday, November 10 and reviewed meager possibilities open to the Council at this t e for increasing the potential revenue to the city. Other discussion included a revision of the current licensing ordinances, the im- provement of the manner in which insurance agents are licenses to ensure a fair and equitable approach to the problem, a room tax onl hotels and motels. Committee members recognized the pressing need of addition 1 sources of revenue for the city, but also feel that a very detaile study of the possible approach is necessary before recommendations �� to the Council, with the exception of one area at this time. Regular, Council fleeting, November 17J 1969 The Committee recommends that the Council modify the current metho of licensing insurance agents in the City by instructing Mr. Cole to work with the Committee and the City Attorney to come up with III a fair approach to all insurance agents and companies by having the City Collector' s office, through the License Inspector, bill the companies selling insurance in Jefferson City, rather than attempt to license every agent doing business on a full or part j time basis within the City. The company would be responsible for +j the licenses of each agent declared to be selling to residents of the city, or doing business within the city, and could elect wheth r or not it would in turn collect said licerue fee from the individual agent rather than the city collecting it. i Respectfully submitted, /s/ Vincent F. Section 2 to read as follows: All matters relating to the operation And regulation of the Munici 'al Parking Garage shall be vested primarily in the Mayor, rind all recommendations of the Mayor shall be approved by the City Council.i I The Mayor shall assume all duties and powers previously given to { the Parking and Traffic Commission relating to the Municipal Parki Garage. Section 5 . Operating Personnel to read as follows : The operating personnel shall consist of a full-time supervisor, a full-time assistant supervisor and three full-time attendants .
