FINANCE COMMITTEE REPORT The Finance Committee met at 7:00 P.M. , November 25, 1969, in the Council Chamber in regard to the reorganization of the Police I Department. The Committee recommended that four (4) radio dispatchers be em- ! ployed at the Police Department - salary bracket same as Patrolmen The Committee, also, recommended that the Humane Officer and his Assistant be given time off in lieu of holidays . ! Personnel Chairman, Accounts, Claims & Personnel Committee. Committee l Subject: Joint Meeting of above committees with Jefferson City Report. Fire Fighters A.F. of L. Local 671, per their request. 1. Upon requests received by registered mail from George Coulter, President, of J. C. Fire Fighters AFL, Local 671, two j committees of the J. C. City Council: - the Fire Committee & the Accounts and Claims- and Personnel Committee, met at 1:10 p.m. in the Council Chamber this date. Ken Wildhaber, Chairman of the Fire Committee presided, for both committees . Ed. Cole, City Collector, upon request was present. Members present: Fire Committee : Borgmeyer, Walthers & Strong. Personnel Committee: Walther, Haake, Kliegel, Scrivner and Strong. Members of the Press & Radio were present also. Representing the Local Union from out of town was Fred Lindweth & Joseph McMahon of St . Louis, V. P. Int. Assoc. of Firefighters . I� 2. George Coulter was called on by Chairman Wildhaber, Coulter acted as spokesman for the Firemen. He had request from the firemen for an $80.00 per month increase for each of their E members . Cost to the City would be approximately $3,840 per month or a total cost of $46,080.00 per year. He refreshed the Council' s ; memory that the firemen are now on a 72 hour week, and that they ;! were turned down at the Finance Committee' s meetings for upgrade i of wages at the last two budget hearings . Ile said that the firemeni had accepted this statement of no funds from both the Mayor and the City Council and agreed to go along with the promises that such requests would be considered when funds were available. He ex- pressed disappointment with both the Mayor and the City Council ( that the firemen were not considered when the "New" source of !i revenue was found for the City Police Department. 3. Much discussion followed. Mr. McMahon made a most reasonable and intdligent appeal for the firemen. He expressed con} cern for the living conditions brought about by the rise in the cost of living. He mentioned that the rise of the cost of living a rose the state is not the same. For instance some areas for monthly period have increased only .02%, while the St. Louis Area has increased 1. 10%. He said that the Jefferson City Area is based on the St. Louis Area cost of living increase. Ile mentioned the Fire I;' Research & Safety Act just passed into law. Ile mentioned many different ways that other Cities are recognizing their obligationsi to the Firemen & Policemen, with increase in Cigarette Taxes , attempts to pass the new perogative to evoke Sales tax by the Cities , etc. 4. Mr. Cole, City Collector was asked to explain to both the Fire Fighters and members of the two Cormnittees of the Council, the status of so called "Cusion" and "Plenty of monies" that have been projected by a report to the finance committee. j Mr. Cole explained in detail the status of balance figures and the necessity for such balance to pay preceeding months obligation . He would not under questioning commit the City for further obligations of its funds. He was questioned concerning certain Fiscal Statements that were included in a report to the Council' s 1l Finance Committee and that has been widely published in certain news releases. He stated that such reports did not come from him and that he was never requested to make such a report. He did go into detail on the three projections that were in the report and explained them in detail. } 5 . Many suggestions concerning possible sources of new revenue were discussed. 6. Upon conclusion of discussion the members of the Firefighters were excused. ! 7 . The Council Committees were in agreement that the ref quests of the Firefighters were perhaps a reasonable request, but that funds must be made available before either the request of the ' firemen or the police could be honored. It was further announced by the Finance Chairman Ed. Kliegel that he had been contacted by ` the Head of the Laborers Local 6629 Mr. Leroy Lampe, that he wished a hearing with the Council. ! 8. And, after further discussion the following re- y commendation was unamiously adopted by both the Fire Committee and'l the Accounts, Claims and Personal Committee: - It is the opinion of the above mentioned committees that the wage structure of all City Personnel needs to be studied. it is felt that there is a dire need to immediatdly bring before the Council a study and recommendation for the Policeman, Fireman, Regular Council Meeting, _ and Street Department Employees ..w_._.._..__. _ _ So, it is therefore the recommendation that the Council direct the Personnel Committee to make a salary study of the above �J three departments and return such a study to the Council at the I earliest possible time. This Committee should further be instructed that its findings and recommendations concerning these salaries will not bel influenced by the "lack of funds" as they now exist but will be based solely on what the variouc positions merit. Upon receipt of this information by the Council and if it is subsequently approved, it then becomes the obligation of this 4 Council and the Citizens of Jefferson City to upgrade the Salaries ! of her employees . Construction Councilman Haake moved Chat the appointment of Robert McPherson as Inspector. a Construction Inspector, Step 1, to fill the vacancy created by the recent death of Mr. Harold Wentzleman be approved. Dear Mayor Christy and Council Members : The Jefferson City Planning & Zoning Commission met in regular session at 7:30 p.m. , November 13, 1969, in the Chamber of Commerc Board Room at the Governor Hotel. The Items discussed and recommendations made by the Commission are as follows : 1. Request of Major Brothers to rezone part of Inlot No. 896 located on the northwest corner of Broadway and Ashley Streets from "C" Multiple Dwelling to "D" Multiple Dwelling. Recommend that the request be granted. 2. The Commission adopted a Resolution recommending that the Comprehensive City Plan as presented at the City Plan Hearing on October 29, become the Jefferson City- City Plan - Changes and deletions or additions as agreed upon at Public Hearing to be incorporated in said Plan. RESOLUTION ' WHEREAS, the Planning Commission of the City of Jefferson City, Missouri has caused to be prepared a Comprehensive Plan for the City of Jefferson City,, Missouri; WHEREAS, the Planning Commission for the City of Jefferso City has duly published "Notice of Hearing" upon said proposed Comprehensive Plan by advertising the same in accordance with' the Ordinances of the City of Jefferson City and the laws of the I �Reular Council Meeting, December 1, 1969 State of Missouri, wherein it was advertised that said meeting would be held upon the 29th. day of October, 1969, at 7:30 p.m. , i the Governor Hotel in the City of Jefferson City, Missouri; !
